SAVE THE CHILDREN INTERNATIONAL PROGRAMS JOB PROFILE JOB TITLE: Infrastructure Manager TEAM/PROGRAMME: Programme Operations GRADE: 4 LOCATION: Syria or Antakya, Turkey with overnight stays in Syria POST TYPE: fixed term, 6 months CHILD SAFEGUARDING: Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. ROLE PURPOSE: Plan, manage and implement current and future programme infrastructure in Syria to meet the needs of upcoming health, nutrition and education programming, including procurement and site preparation for tent structures, rehabilitation works to existing facilities and managing sub-contracting. To build the capacity of the infrastructure teams in both technical areas and programme management. SCOPE OF ROLE: Reports to: TBC Reporting to: Infrastructure engineers Budget responsibility: No KEY AREAS OF ACCOUNTABILITY: Programme Oversight (typically will be at field level): Lead infrastructure aspects of technical assessments of new interventions in coordination with other sectors Ensure timely, cost controlled and high quality delivery of infrastructure for education, health and nutrition programmes, including the development of remote management systems for construction/rehab works Ensure infrastructure team aligns its systems, roles and responsibilities between programme and technical teams Ensure procurement plans and technical specifications are communicated in a clear and timely manner to operations teams (logistics, finance) and advise on technical requirements throughout the procurement process Ensure that contracts for infrastructure work are in line with the project budget Ensure sub-contracting arrangements are aligned with Save the Children’s policies and guidelines Identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff. Input into fundraising initiatives, including contributing to the development of high quality concept notes and proposals. As requested, prepare programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. If necessary and with support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design. Capacity Building: This role will lead an inexperienced team and building the technical and project/contract management competence of the team is a core responsibility Identify learning and training opportunities for project staff, including on the job training, and work as a mentor and role model for less experienced staff, to be done in line with SC’s performance management system Representation & Advocacy & Organisational Learning: SAVE THE CHILDREN INTERNATIONAL PROGRAMS JOB PROFILE In collaboration with the Humanitarian Technical Unit and Thematic team, feed in learning, experiences and evidence to relevant global or regional forums General: Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Creativity: Develops and encourages new and innovative solutions Integrity: honest, encourages openness and transparency, builds trust and confidence displays consistent excellent judgement QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential: Experienced construction professional with extensive experience of implementing construction works in complex, insecure environments Minimum three years experience of working with NGOs Experience of remote management and monitoring of projects Demonstrated experience of training and capacity building national staff University degree in engineering or architecture or equivalent professional experience Experience supporting the development of donor proposals High level of both spoken and written English Familiar with INGOs’ procurement and financial systems Commitment to the aims and principles of SC UK. In particular, a good understanding of the SC UK mandate and child focus and an ability to ensure this continues to underpin our support Politically and culturally sensitive with qualities of patience, tact and diplomacy The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
