SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE TITLE: Education Manager TEAM/PROGRAMME: North Eastern Syria Project GRADE: TBC LOCATION: Derek, Syria CONTRACT LENGTH: 6 months CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The Education Manager will be deployed at field level and ensure technical and implementation leadership at project level. The Education Manager will be expected to lead on technical as well as multi-sector assessments, project planning, coordination, and support fundraising, recruitment and procurement, usually at the Provincial and sub-national level, liaising and linking with other sectors as appropriate. The postholder will be expected to mentor and/or capacity build existing country programme staff. SCOPE OF ROLE: Reports to: Team Leader Number of direct reports: TBC KEY AREAS OF ACCOUNTABILITY: Programme Support Lead technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. Develop project plans and budgets, contributing towards an overall thematic programme plan and master budget. Support on fundraising for Education Programming, including contributing to the development of high quality concept notes and proposals. Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans) and take responsibility for day-to-day management of emergency education interventions, ensuring that it is compatible and creating linkage with the existing Education programming. Prepare timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements. Together with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff. Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. With support from the Monitoring, Evaluation, Accountability and Learning (MEAL) team put in place an Monitoring & Evaluation plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. Put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design. To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education in Emergencies. Capacity Building: DATE 05-FEB-15 SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff and those with little or no education experience Representation & Advocacy & Organisational Learning: Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups. Assist in advocacy activities that target decision-makers in-country. Contribute to communications and media work as required. Integrity: honest, encourages openness and transparency; demonstrates highest levels of integrity QUALIFICATIONS AND EXPERIENCE Essential Significant experience of working internationally in humanitarian programmes Education to BSc/BA level in a relevant subject or equivalent field experience Demonstrated experience of participating in assessment activities and of designing, managing, monitoring and evaluating education programmes for international NGOs. Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards) Previous experience of managing a team Previous experience of project management Experience of and commitment to working through systems of community participation and accountability Knowledge of monitoring and evaluation Experience of training and capacity building staff Experience of representation and ability to represent SC effectively in external forums.
