ROLE PROFILE
TITLE: Child Protection Advisor

LOCATION:
Sanaa, Yemen, with frequent travel to the
field
CONTRACT LENGTH:
12 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing the
police checking/vetting process staff.
ROLE PURPOSE:
The Child Protection Advisor will be expected to lead on sectoral assessments, programme design and
master budgeting, coordination, fundraising, recruitment, evaluations, accountability and learning. The Child
Protection Advisor will also be expected to play a leadership role within the country program through 360 o
support to colleagues and by working to ensure that broader sector coordination mechanisms are
functioning effectively. The post holder will be expected to mentor and/or capacity-build both international
and national staff, play a role in coordination mechanisms within Yemen and globally and will represent the
Yemen Program with donors, government counterparts and other key stakeholders
SCOPE OF ROLE:
Reports to: Director – Program Development and Quality
Dimensions: Child Protection technical advisor
Number of direct reports: dotted line management of Child Protection staff for technical issues
KEY AREAS OF ACCOUNTABILITY :
Programme Support:
 Lead on Child Protection and multi-sectoral technical assessments in coordination with other Save the
Children thematic areas and/or other external sector agencies, ensuring assessment findings are
documented and that all assessments include a specific analysis of children’s needs
 Lead on developing Child Protection program plans and contribute to Save the Children’s overall
program strategy
 Provide technical oversight of all of Child Protection activities, area strategies, assessments and
projects, and proactively promote high quality technical approaches within country programmes.
 Lead on fundraising for the Child Protection sector, including development of high quality concept notes
and proposals, and engagement with donors on protection issues
 Review and approve timely programme and donor reports on project activities in compliance with
internal Save the Children requirements and any relevant external donor requirements
 Working closely with the HR team, lead on identifying Child Protection staffing needs (both national and
international) and ensure recruitment, induction and training of new staff
 Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this
links to reporting requirements, and capacity build technical field staff in carrying out the work
 Working closely with the accountability lead put in place sector accountability mechanisms, ensuring
that the feedback is incorporated into programme design and learning
Capacity Building:
 Develop learning needs assessment and capacity building plans for staff, linking capacity building
initiatives to wider opportunities identified via coordination and networks
 Coach and mentor Child Protection Managers and Program Officers
 Oversee development and delivery of technical training material that will improve aspects of Child
Protection work within Save the Children in Yemen and contribute to Child Protection work globally
Representation & Advocacy & Organisational Learning:
 Help shape broader sector strategies through influence of and leadership within inter-agency
coordination forums, such as the Child Protection Cluster, ensuring the specific needs of children are
being addressed. This may involve taking on a co-chairing role where needs demand.
 Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country
strategies and programme approaches, and contribute to broader sector learning.
 Pro-actively identify advocacy opportunities, case studies and research opportunities which link with

wider organisational strategic objectives, and turn these into action.
Play a leadership role in shaping Child Protection communications and media priorities in line with
thematic priorities, acting as a spokesperson when required.

QUALIFICATIONS AND EXPERIENCE
Essential
 Substantial experience of working internationally in Child Protection programmes in both humanitarian
and development context
 Education to Masters level in relevant subject, or equivalent field experience
 Proven ability to train staff in participation and accountability approaches
 Experience working with national governments to build protection systems
 Demonstrated ability to set up monitoring & evaluation systems in large complex programmes.
 Experience in setting up learning and development processes for a large Child Protection team
 Proven ability to mentor, coach and train on Child Protection related topics.
 Experience of senior level representation, developing and negotiating successful partnerships with
institutional donors
 Ability to write clear and well-argued assessment and project reports
 Excellent communication skills
 Proven ability to influence change at an operational and strategic level.
 Politically and culturally sensitive with qualities of patience, tact and diplomacy
 A high level of written and spoken English
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes
insecure working circumstances.
 Commitment to the aims and principles of Save the Children. In particular, a good understanding of the
SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable
 Language skills in Arabic
 Experience or knowledge of working and living in relevant regions/contexts
 Specific experience of designing and managing SIDA, UNHCR, UNICEF and other major donor projects
 Specific experience of designing and managing consortia projects.
