TITLE: Child Protection Manager
TEAM/PROGRAMME: Programme
GRADE: TBC
LOCATION: Diffa, Niger including travel to remote and insecure locations
CONTRACT LENGTH: 5 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE
The overall aim of the Child Protection Manager will be to lead on interventions addressing violations of children’s rights to protection from abuse, exploitation, violence and abuse. The Child Protection Manager is responsible for ensuring that quality programmes are implemented and capacities developed to provide these kinds of protection to children in Save the Children’s emergency response. The Child Protection Manager will be expected, with limited support, to lead on sectoral assessment, activity design and master-budgeting, coordination, and support recruitment and procurement. The Child Protection Manager will also be expected to play a leadership role within a response team, through 360 o support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively.

KEY AREAS OF ACCOUNTABILITY:
Support lead advisor on Child Protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Adapt the Assessment Tool as necessary. Coordinate with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
Work with in-country TA on the development of high quality concept notes and proposals.
Coordinate with the Child Protection Working Group on fundraising advocacy initiatives with donors.
Lead on developing the child protection response plan and master budget and contribute to Save the
Children’s overall response strategy. From the strategy implement programming in the following areas: o Support to the psychosocial (physical, social, emotional) wellbeing of children and their families o Emergency family tracing interventions and alternative are options for unaccompanied and separated children o Prevention and response to child recruitment including advocacy and disarmament, demobilisation and reintegration initiatives o Prevention and response to the main risks for children’s exposure to physical harm o Prevention and response to all forms of exploitation including harmful child labour o Integration of child protection in other core sectors
Prepare and oversee programme implementation to ensure timely delivery of programme activities
(for example, monitoring against log frames, individual performance management work plans).
Prepare timely programme and donor reports on child protection project activities in compliance with internal SC requirements and any relevant external donor requirements.
Working closely with the HR team, lead on induction and training of new staff.

Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
Working closely with the Monitoring & Evaluation team put in place an M & E plan, ensuring this links to reporting requirements, and capacity build child protection and M&E field staff in carrying out the work.
Working closely with the Accountability lead put in place accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector.
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the
Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross
Code of Conduct.
Capacity Building:
Develop learning needs assessment and capacity building plans for both SC, Government and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
Representation & Advocacy & Organisational Learning:
Help shape broader child protection sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed.
Take the initiative in developing an evidence-base, documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader learning within child protection.
Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational and sectoral strategic objectives, and turn these into action.
Play a leadership role in shaping communications and media priorities in line with thematic priorities.

Essential
Prior experience of working in an emergency response or fragile state
Education to Masters level in Social Work, Human Rights Law, International Relations, Development
Studies or similar, or equivalent field experience
Thorough knowledge of and experience in using established inter-agency standards and guidelines in child protection.
Extensive experience in capacity building and in strengthening various duty bearers understanding of and response to child protection
Previous experience of programme management across multiple locations including staff management
Commitment to, thorough understanding of, and able to train staff in child protection, participation and accountability approaches
Demonstrated ability to use monitoring & evaluation systems
Demonstrated ability to set up learning and development processes
Proven ability of mentoring and coaching
Ability to write clear and well-argued assessment and project reports
Excellent communication skills
Proven ability to influence change at an operational and strategic level
Politically and culturally sensitive with qualities of patience, tact and diplomacy
