JOB TITLE:
Technical Coordinator – CHILD PROTECTION

GRADE:
POST TYPE: 1 year – fixed term
CHILD SAFEGUARDING:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or
access to children or young people.
ROLE PURPOSE:
The Child Protection Technical Coordinator serves as a counterpart to the Technical Programme
Manager. This position is line with Save the Children’s Syria response human resource plan to build the
capacity of national staff to take on more senior roles within the Country Office. A capacity building
plan will be put in place for the Child Protection Technical Coordinator which will include the gradual
handover of responsibilities from the Technical Programme Manager to the Coordinator.
The Technical Coordinator, working with the Child Protection Technical Programme Manager, will
oversee Child Protection programs in Northern Syria (Idlib, Aleppo etc). In this role, the Technical
Coordinator will support the grant management of projects, programme planning, recruitment,
procurement and the oversight of programme implementation. They will act as master trainers for the
field team on topics identified during capacity assessments and in line with programme design and will
work to disseminate capacity building to field staff, volunteers and partners. The Technical
Coordinator will actively monitor programme activities in the field, ensuring quality of Save the
Children’s programme and will lead the engagement of communities in Child Protection programme
designs.
SCOPE OF ROLE:
Reports to: Child Protection Technical Programme Manager
Staff reporting to this post: Technical reporting lines to the Child Protection field team and
partners working in Child Protection. Act as functional line manager for field Child Protection team as
agreed with DPO/Field Manager (temporary).
Budget responsibility: To be determined
Other key working contacts: Child Protection field staff, Field Manager, Partnership Manager,
Partner agencies, Logistics Manager, Finance and Grants Managers, HR manager, other Child Protection
Technical Programme Managers and Coordinators.
KEY AREAS OF ACCOUNTABILITY :
Capacity Building:
 Support the development of capacity building plans for Child Protection staff in the field
 Act as a master trainer for Child Protection staff, volunteers and partners, in line with capacity
building plans
 Provide regular coaching on technical and programme management skills to the senior Child
Protection field personnel
 Act as a mentor and role model for less experienced staff.
Needs Analysis and Program Design:
 Support design and organization required for assessments, baselines and evaluations, particularly in
regards to communicating needs to the Field Manager and Child Protection team, and participate
where possible
 Foster an understanding of the context – political, cultural etc and community expectations, within
the Child Protection and programmes team in Antakya – and contribute to the development of

contextually appropriate programme design
Contribute to country level contingency plans and support the integration of contingency planning
for Child Protection in all program planning and proposal design, where possible.
Programme Management
 Work with the Technical Programme Manager to oversee implementation of Child Protection
project activities ensuring that services are delivered on time, on budget and in compliance with
donor regulations
 Ensure that Child Protection field staff understand the technical requirements for implementation
 Work with the Technical Programme Manager to ensure Child Protection program is implemented
in ways responsive to communities, partners and children in line with SC’s principles, values and
strategic plan and compliant with SC’s procedures
 Work with the Technical Programme Manager to develop detailed implementation plans including
procurement and distribution schedules of programme inputs in line with programme
logistics/supply chain capacity
 In coordination with the Field Manager and Technical Programme Manager, work with the Child
Protection field team staff to develop work-plans and follow up with team members regularly to
ensure that activities are on track
 With the Technical Programme Manager, monitor programme spend
 With the Technical Programme Manager, monitor program progress against both programmatic
and budgetary targets, making adjustments to programme design as necessary
 As requested by the Technical Programme Manager, prepare timely and high quality programme
and donor reports on project activities in compliance with internal SC requirements and any
relevant external donor requirements.
Partner management
 Work with the Partnership team and Technical Programme Manager to identify appropriate
partners for implementation of the Child Protection response
 Shadow the Technical Programme Manager when:
 Working with partners to develop their programme design and proposals
 Undertaking regular review of partner progress against the budget and workplan, and
supporting partners to alter activities/strategies in light of context changes or operational
challenges
 Reviewing partner narrative and financial reporting as well as MEAL data
 Undertaking ongoing capacity assessments of partner, reporting areas for development to
Child Protection Technical Manager.
Monitoring, Evaluation and Accountability and Quality
 Actively monitor Child Protection programme activities at field level, ensuring quality of Save the
Children’s programme and flagging concerns to Child Protection Technical Programme Manager
 Input into the development of M&E and indicator tracking plans for all grants, and the development
of additional M&E tools as necessary to monitor project progress (led by the Child Protection
Technical Programme Manager with support of MEAL)
 Work with Technical Programme Manager to ensure appropriate, timely and accurate data
collection against agreed indicators to enable both internal and external reporting
 Work with MEAL team to identify and incorporate project suitable accountability mechanisms
 Lead discussions with communities and beneficiaries on programme design and project review, as
agreed with Field Manager and Technical Programme Manager.

Support the Technical Programme Manager and Field Manager in identifying staffing gaps and
facilitating recruitment
Act as functional line manager for field Child Protection team as agreed with DPO/Field
Manager (temporary)


Support the Field Manager to ensure that all Child Protection staff understand and are able to
perform their role
Support the Field Manager to establish performance management of all Child Protection staff
through effective use of the Performance Management System including the establishment of clear,
measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations.
Representation & Advocacy & Organisational Learning:
 Regularly coordinate and collaborate with other program managers and program teams to
strengthen programmatic synergies and impact for children

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:
Required
 Previous management experience, preferably in humanitarian settings and child protection
programming
 Previous experience of managing a team
 Previous experience of working with children at risk and their families
 Understanding of social welfare systems, child protection mechanisms and humanitarian principles
 Demonstrated capacity to deliver on stated objectives, on time and within budget
 Knowledge of effective financial and grant management
 Strong understanding of project monitoring and evaluation systems

Desirable
 BA plus extensive experience or MA degree in sociology, psychology, education or relevant subject
 Experience in community mobilisation and outreach
 Experience in psychosocial programming
