WEB SERVICES SPECIALIST II
DEFINITION:
Under direction of the Director, Information Technology Services, is responsible for all activities
related to the district’s Web sites and portals sites, including design of the content management
system, maintenance of web servers, developing web-based applications, monitoring and
maintaining web site security, implementing the design/navigation of web sites, linking site
applications to enterprise resource planning (ERP) systems, and values and promotes the mission
and the vision of the college.
CLASS CHARACTERISTICS:
Under minimal supervision, the incumbent in this position performs highly technical and
professional work in support of the district’s Web sites, portals, content management system, and
related applications. The incumbent sets priorities for software development, and uploading and
maintaining site content. The incumbent manages and maintains web servers and site security
required for site operation. The incumbent works closely with the office of public affairs and
publications, communicates with district staff on issues related to policies of the web sites, and
coordinates activities with other departments as applicable. The incumbent is expected to keep
abreast of changing technologies and to make recommendations to the director, information
technology services for improvement in Web systems and services.
ESSENTIAL FUNCTIONS:
1.
Provide leadership in the technical design, direction and navigation of the district’s Web
sites.
2.
Develop and maintain District web portal for students and employees.
3.
Develop and manage data access programs, database interfaces and utilities for District
internet and portal systems.
4.
Develop and manage Windows Services and Web Services.
5.
Provide direction and manage District document management system.
6.
Develop web-based forms to allow updating of District data ensuring secure data entry.
7.
Design, code, develop, test, document and implement web-based computer applications.
8.
Develop and maintain single sign-on (SSO) interfaces to web-based systems such as student
email, employee email, learning management system, and student Banner system.
9.
Manage web servers; including preventive maintenance, internal structure, security, back-up,
databases, and performance monitoring. Ensure continuous operability of web servers..
10. Program and coordinate applications related to linkages between relational databases and the
district’s portal.
11. Plan and implement Web interfaces and technology; coordinate with student services,
instruction, and administration units to ensure student and employee needs are met..

Communicate with district employees concerning issues related to policies of the sites,
portals, and services.
Chair the web services committee.
Support Helpdesk applications.
Work cooperatively with other district administrators responsible for public
relations/outreach, instructional site content, and accessibility for disabled students.
Actively review technology advances and recommend improvements in district Web
equipment and services.
Work with software service contractors.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
 Appropriate web development and site maintenance programs;
 Programming languages as related to web development;
 Software and systems for linkages between relational databases and Web based
applications;
 Microsoft Windows environment including Internet Information Server (IIS);
 Networking, including Microsoft Active Directory/LDAP, access controls, and
permissions;
 Windows-based file management;
 Content Management Systems;
 Mobile development platforms a plus;
 Operations and maintenance of servers;
 Portals such as uPortal, Liferay, or SharePoint;
 Advanced Web Frameworks (e.g. Ruby on Rails) Java Virtual Machine development
tools (e.g. Groovy).
Demonstrated ability to:
 Understand the requirements and capabilities of server-based operations necessary to
ensure continuous operation of a Web site;
 Exhibit a high level of technical expertise in the operation of Web based applications
required for the services of a community college;
 Provide technical leadership in the selection of Web services (equipment, software,
telecommunications);
 Work cooperatively with others responsible for instructional and outreach/marketing
activities, assistive technologies and for other campus services using the Web sites
and portals;
 Maintain a high level of technical currency in support of web design, maintenance,
administration, and security.
Education and Experience:
Possession of or the equivalent to a bachelors’ degree related to computer science,
information systems, or related fields. Four years of web site development and
maintenance, including but not limited to multimedia design, Web site management, e
commerce, or, any equivalent combination of training and experience; and at least three
years
of experience in the direct management of an Internet site and services. Experience with
HTML5, XML, CSS, JavaScript, Flash, ASP.net, and Web analysis software.
Working Conditions:
 Duties primarily performed in an office environment at a desk or personal computer.
 The incumbent will experience interruptions while performing normal duties during
the regular workday.
 The incumbent will have contact, in person, by email, or on the telephone, with
executive, management, supervisory, academic, and classified staff and the general
public.
Physical Demands:
 Typically may sit for extended periods of time.
 Operates a computer.
 Communicates over the telephone, by email, and in person.
 May lift, carry and/or moves objects weighing up to 20 pounds.
