Kappa Kappa Psi Tau Beta Sigma Midwest District Joint Bylaws Midwest District Joint By-Laws Article I: General 1.01 The purpose of these Joint bylaws shall be to govern all joint business within the Midwest District of Kappa Kappa Psi and Tau Beta Sigma. 1.02 These bylaws shall not conflict with the National Constitutions of either separate organization. 1.03 For all votes involving the joint district chapters, the quorum requirements must be met by each separate organization. 1.04 A two-thirds (2/3) favorable vote of each Midwest District delegation shall be required for adoption of these bylaws. 1.05 Once adopted, the bylaws may be amended by a two-thirds (2/3) favorable vote of each Midwest District delegation. 1.06 The Midwest District Joint Executive Council shall be composed of the District Officers of Kappa Kappa Psi and Tau Beta Sigma with the District Governor(s) and Counselor(s) acting as non-voting members. 1.07 Unless specified in this document, Robert’s Rules of Order, Newly Revised, 11th Edition, shall govern joint business. Article II: District Officer Meetings 2.01 Meetings of the Joint Midwest District may be held when a quorum of three (3) officers for Kappa Kappa Psi and three (3) officers for Tau Beta Sigma are present. 2.02 Meetings shall be scheduled as needed, with the first District Officer Meeting date and place to be agreed upon at the conclusion of the District Convention. This meeting should, in a National Convention year, occur before the National Convention. In a nonNational Convention year, the first District Officer Meeting shall be held during the summer. Date and location shall be agreed upon by all officers and the Midwest District Governor(s) and Counselor(s), as well as the representatives of the chosen location. 2.03 Voting privileges in joint sessions shall be extended to the same individuals with voting privileges in separate sessions. 2.04 Joint sessions shall be governed alternately by the presiding officers of Kappa Kappa Psi and Tau Beta Sigma. All officers from both organizations shall be responsible for performing their duties as coordinated by their presiding officers. 2.05 Joint officers shall only consider a motion when moved by another officer from one organization and seconded by an officer from the other. Both Midwest District Secretary/Treasurers shall note both individual and organization in the minutes. 2.06 The District Presidents shall be responsible for sending a tentative agenda to the District Officers and to any other individual upon request. 2.07 The group or chapter that is hosting the meeting shall ensure that the meeting places and lodging are secured in advance of the arrival of those attending the meeting. The District Presidents are also responsible that the selected meeting place is prepared to host the meeting, including lodging and meeting rooms. Article III: District Convention 3.01 A regularly called joint District Convention shall be held every year at a location determined by a majority vote of each organization of the Joint Midwest District Delegation. 3.02 Both organizations shall be represented in a convention bid. In the event that one organization is not represented, written approval of the Joint Council must be submitted with the bid. 3.03 A chapter may submit a district convention bid alone if the needs of both organizations are met. This shall be clearly submitted in the convention bid. 3.04 In the event that a chapter wishing to submit a convention bid is not in good standing, the chapter must have a written approval of the Joint District Council, and a statement of chapter standing included in the bid. 3.05 Joint chapter quorum shall only be met when both organizations’ separate session quorums are met simultaneously. 3.06A report will be made by the Convention Site committee, after which nominations may be made from the convention floor. No chapter may host consecutive conventions. If no chapter submits a bid to host the next year’s convention, the Convention Site committee shall interview each official delegate seated at the convention. In the absence of a convention site location at the end of convention, or in the event of extenuating circumstances requiring a new selection of the convention site, the District Governor(s) and Counselor(s) shall determine the location of the next convention. 3.07 Special conventions of the District may be called contingent upon the recommendation of the Joint Executive Council, a three-fourths (3/4) favorable vote of all Kappa Kappa Psi chapters in good standing, and a three-fourths (3/4) favorable vote of all Tau Beta Sigma chapters in good standing. 3.08The order of business at all District Conventions shall be: A. Opening Ceremonies B. Unfinished Business C. New Business D. Reports of committees E. Closing Ceremonies The order of business may be changed by the District Presidents, the District Governor(s), or District Counselor(s). 3.09 A one hundred twenty (120) day written notice prior to the date of all regular Midwest District Conventions shall be given to all National Officers, Midwest District Officers, and chapters in the District by the District Secretary/Treasurer or, in the Secretary/Treasurer’s absence, a person appointed by the respective District President. Article IV: District Committees 4.01 The appointed Joint District Committees shall be: Publications, Convention Site, Programs, Jurisdiction, District Events, and others deemed necessary by the District Presidents, the District Governor(s), and District Counselor(s). 4.02 Members of committees shall serve, if necessary, beyond the adjournment of each District Convention or until relieved of their appointments by the District Presidents, Governor(s), or Counselor(s). 4.03 All committees shall consist of at least three (3) members of Kappa Kappa Psi and at least three (3) members of Tau Beta Sigma, not including one (1) chairperson from each organization. 4.04 The Publications Committee shall examine all bids for the Midwest Notes and any other official Midwest District publication. The committee shall present a report explaining the pros and cons of each bid and may slate a publishing chapter, and shall set a publishing schedule. 4.05 The Convention Site committee, chaired by the host chapters, shall review all bids for the next District Convention and shall make a report on the year’s Convention Bids. The report will explain the pros and cons of each bid and may present a slate to the delegates. This committee shall not consist of any chapter bidding for the next District Convention. The committee shall establish consistent guidelines regarding Convention Bids to be posted on the Midwest District Web Page within two (2) months of the previous Convention. The Midwest District Secretary/Treasurers as well as the Midwest District web site host chapter will be responsible for this posting. 4.06 The Jurisdiction Committee shall examine and make any necessary corrections to the Joint Bylaws and shall examine all policies and procedures pertaining to the joint delegation. 4.07 The District Events Committee shall examine all bids to host district events including but not limited to District Day and the Chapter Leadership Conference. The committee shall accept or decline all bids based on the fulfillment of the requirements set by the district council. The committee reports shall discuss the pros and cons of each bid and present a slate of district events for approval. Each chapter shall have no more than one (1) voting representative seated on this committee. 4.08 All committees shall examine, recommend, and submit to the convention floor, District Presidents, District Governor(s), and District Counselor(s) all propositions related to the work assigned to them specifically by the Midwest District Presidents, Governor(s), or Counselor(s). Committee chairpersons must submit a typewritten report in triplicate to each District Secretary/Treasurer. Article V: District Publications 5.01 The name of the official publication of the Midwest District shall be Midwest Notes. 5.02 The Midwest District shall maintain an Internet website located on the National Headquarters server. 5.03 The bid for Midwest Notes and the Midwest District website shall be known as the Publications Bid. 5.04 The Publications host shall serve for one (1) year (convention to convention). Chapters may host the publications for consecutive years. 5.05 The Publications Committee shall examine bids to host the Publications and present a recommendation to the convention floor. A school may be nominated from the floor. Each school bidding must submit the name of the Midwest Notes publisher during the bid. 5.06 If no chapter submits a bid to host Publications, the Publications Committee shall interview each official delegate seated at the convention. 5.07 In the event of extraneous circumstances requiring a new selection of the Publications Host, the Midwest District Joint Executive Committee of Kappa Kappa Psi and Tau Beta Sigma shall select a new publishing location. 5.08 The Publications Host shall be determined by a majority vote during a joint session of Kappa Kappa Psi and Tau Beta Sigma. 5.09 The Midwest Notes shall be published a minimum of eight (8) times a year. The Midwest Notes publisher will be responsible for establishing specific publication dates, and notifying all district chapters of these dates within thirty (30) days of the Midwest District Convention in which they were selected. The Midwest Notes shall be posted to a website approved by the publications committee, and a hard copy sent to National Headquarters for the National Archives. Cost of publication and mailing shall be absorbed by the Midwest District. 5.10 All Midwest District chapters and colonies submitting publication to the Midwest Notes are expected to submit appropriate materials to the Midwest Notes no later than one (1) week prior to the publication date announced by the publishing school, with adequate notice to be given to all interested parties. 5.11 The Publications Host shall maintain contact with each District Council through the Offices of Member-at-Large and Vice President of Special Projects. Article VI: District Listserv 6.01 The Midwest District Joint Executive Council shall appoint and monitor a District Listserv Administrator. The Administrator can be chosen from applicants of Active members, Alumni, or Life Members from either organization and may remain in the position until resignation or termination by the Joint Executive Council. 6.02 If there are no applicants or the Joint Executive Council feels that there is a lack of qualified applicants, the Joint Executive council may become interim Administrators or, upon agreement, appoint the chapter hosting the Midwest Notes as interim Administrator until a qualified applicant is found. Article VII: District Awards 7.01 The Midwest District Awards shall consist of the Display Award, Scrapbook Award, and Travel Awards. 7.02 The Display Award is given to the most outstanding display at District Convention. 7.03 The Scrapbook Award is given to the most outstanding scrapbook at District Convention. 7.04 The two Travel Awards are given to the chapters that have traveled the most miles since the end of the last District Convention, one for each organization. Article VIII: District Events 8.01 District Days shall serve to increase activities outside of District Convention as well as promote Brotherhood and Sisterhood between chapters. Chapters wishing to host a District Day shall follow the application process as set forth by the District Events Committee and Joint District Council. 8.02 The Chapter Leadership Conference shall entail workshops and group discussions to prepare newly elected chapter officers for their positions and promote leadership development among all chapter members. Host chapters shall follow the application process as determined by the District Events Committee and the Joint District Council. The event shall occur in the third or fourth weekend in May.
