Board of Supervisors Meeting –Tuesday, February 17, 2015
Chairman Jack Majeres called the regular board meeting to order on Tuesday, February 17, at 1:04
p.m. at the USDA Service Center Conference Room. Other supervisors present were Warren
Jackson, Steve Doyle, Dean Jaycox and Lane Miller. Also present Rhonda Nelson, Harvey Shafer
and Barry Berg.
The agenda was reviewed Approved as written.
The minutes from the January meeting were reviewed. Steve moved to approve the minutes as
written. Dean seconded. Motion carried unanimously.
Warren presented the Treasurer’s report. Warren moved to approve the Treasurer’s report as written
hold the NACD an SDACD dues to pay at a later date. Steve seconded. Motion carried unanimously
DC Report: Rhonda reported to board that she and Dan are working on EQUIP, contracts. With
deadlines that is their priority; also working on WRP violations, first step is to confirm ownership of the
property in question.
Barry presented the Central Big Sioux project update. Barry reported on current projects and
completions. See attached. Steve moved to approve voucher 17. Warren second, motion carried
unanimously. Dean moved to pay three bills Barry Berg $84.49, Brain Top $5,877.87 and Dave
Linneman $978.31 Lane second motion carried unanimously.
Harvey presented the Managers report. The District has 12.5 Acres of machine plant trees confirmed
and estimates for another 14.6 acres out. The lease tractor for the 2015 season has been confirmed
waiting for serial number to apply insurance. Will be working in conjunction with the Brookings
Conservation District on sharing of resources for planting trees and seeding grass.
Old Business
Redder Lawsuit: Jack reported some discussion with attorneys with no action for the month.
2015 Budget: Board reviewed the draft 2015 budget proposal. Dean moved to approve 2015 budget.
Steve second, Motion carried unanimously.
Water Management Legislation: Jack updated board on Senate Bill 2 which would establish 9 water
management districts within the state. Jack updated board on HB 1188, SB 25 and HB 1078.
Annual Work Plan: Board reviewed annual work plan, Warren moved to approve Annual work plan as
amended. Steve second, motion carried unanimously. Harvey will send copy of updated plan to board
members.
Bull Ditch Cleanout: Jack meet with Terry Albers member of the Bull Ditch Drainage Board to offer the
Districts help with the planning of the clean out. Warren advised Jack to ask East Dakota Water
District to monitor the Quality of water flowing through the ditch.
Leadership Workshop: Jack reported to the board the January leadership training was postponed due
to weather and is rescheduled for March 3 & 4th in Chamberlain.
Conservation Farm Award selection: Four Bar W Cattle Co. LLC, Walt & Kyle Wosje, won the 2015
Conservation Farm Award.
New Business
The next meeting will take place on March 17th, 2014 at 1:00p.m.
Steve moved to adjourn the meeting 4:25 p.m. Dean seconded. Motion carried unanimously.
