Campus Facilities Committee Meeting
September 4, 2015

City of San Marcos – City of San Marcos Projects affecting Texas State, update provided by Shaun
Condor below:
Construction
Downtown Storm Sewer — Install storm sewer on University between N.LBJ and Guadalupe.
Start mid-to-late September. University will be completely closed in order to expedite
construction within a 30 day window.
Hunter Rd Widening (COSM/TXDOT) — widen Hunter Rd from Wonder World to Bishop with
bike/pedestrian paths; estimated construction spring 2014-September 2015.
Implementations for Railroad Quiet Zone — Installation of "No Train Horn" signage at all QZ
intersections complete. Union Pacific is installing last of their signs early week of
8/31. Implementation anticipated during September.
Yarrington Bridge @ IH 35 (Hays County/TXDOT) — Replace bridge at Yarrington and 1H
35; estimated construction summer 2014-winter 2015.
SH 123 at Wonder World Drive Improvements (TxDOT) — Install a bridge on SH 123 over Wonder
World Drive. Estimated construction early 2015-spring 2017.
Loop 82 Overpass — 4-lane roadway elevated over Union Pacific Railroad, with access road connecting
city street intersections and a re-aligned Post Road; includes water quality, reduction of one at-grade
railroad crossing, and Bike/Ped path from IH35 to Sessom;
 Temp overhead electric pole installation on east parking lot complete
 Full underground conversion in west parking lot complete
 Waterline construction underway along Post Road
 Road will be narrowed to 2 lanes starting in mid-December; it will last 4-8 weeks.
TxDOT construction meetings scheduled every Thursday at 1:30pm at Post Rd. construction
trailer.
Construction for the bridge/overpass, July 2015—July 2017.
Design
Hopkins Bishop to North Design underway. 30% plans scheduled for
December 2015.
Old Ranch Road 12 Bike & Ped/Widening — Construct bike lanes, sidewalks, and utilities along
Old Ranch Road 12 from Craddock to Holland; 2017-2018.
N LBJ and Oakridge Utility Improvements — replace utilities on N.LBJ from Holland to Craddock
and on Oakridge from N.LBJ to the east end of Oakridge. Estimated construction spring, 2016spring, 2017.
Sessom Bike/Pedestrian Improvements - Add/widen sidewalks on Sessom Drive from
Aquarena Springs/University to N. LBJ. In addition; the State/Peques intersection will be realigned.
Estimated construction spring, 2016—2017.
One-Way/Two-Way Analysis — Analysis of cross sections and traffic impacts. Looking
at complete streets and parking issues also. City Council workshop to present findings
on Oct 14 th .
Transportation Master Plan — Developing Thoroughfare Plan and proposed crosssections based upon context of location in City. Council/P&Z workshop on Sept 30 th .
Drainage Master Plan — Hydrology and Hydraulics (unsteady model) is scheduled to be
complete by the end of September. Finalization of assessment on nine additional
nuisance drainage areas in progress. 10-Year CIP list to follow as well as public
drainage fee calculation. Stormwater Management fee-in-lieu also being considered.
Final master plan anticipated toward the end of the year.
CM Allen Reconstruction — project design on hold pending additional funding October
1. Will have presentation to Council on final cross section to implement complete
streets and water quality.
Mill Street – Design & construction of pavement & Drainage improvements from the
intersection of Uhland Road and Mill Street north. Design scope under negation and
set for council approval in October.
Campus Master Plan
Nancy Nusbaum announced SmithGroupJJR was selected as the firm to develop the Campus Master Plan for 20172027.
Construction Status Update
Juan Guerra reported on construction status of projects and that the timeline for capital projects and
special projects are available on the FPDC website.
Special Projects Summer 2015 Completed Projects
Mr. Compton provided a report on the projects completed this summer.
There were no objections from the committee to the Space Planning and Renovation
requests below:
2015-108, Alkek Library Room 143 Renovation – budget estimate is $19,783.56, VPIT is to fund.
2015-124, Alkek Library SLAC 411 Renovation – budget estimate is $18,700, institutional HEAF to fund,
work is needed for the Library Renovation project.
2015-131, Mitte Room 3222 Card Swipe – budget estimate is $5,500, door access account to fund.
2015-094, Alkek Library Door Access Controls Project – budget estimate is $75,237.68, VPIT is to fund.
Nancy will take forward any requests needing further approvals.
