CALL TO ORDER
The chairperson called the meeting to order at 6:30 PM. Those assembled saluted the flag and the
chairperson read the open public meeting statement in accordance with the law.

Motioned by Carpenter seconded by Spitzer to approve Resolution #1176 be approved and
the meeting temporarily adjourned to executive session at 6:33 PM.
The meeting resumed in open session at 6:40 PM.

BTSA ENGINEER’S REPORT
October 2011 Meeting

Belt Filter Press Construction
The final inspection from the building department and installation of the reversible motor starter was
scheduled for Thursday, October 6th. Spectraserve is coordinating with Komline and Fluid Dynamics to
correct the communication problem between the filter press and one of the pumps and to correct the
discrepancy between the filter press and the polymer speed control. The missing spare parts have
been ordered. Lock rekeying is in process. Red line markups of design plans should be completed on
October 6th. Malfunctioning lights will be addressed on October 6th. The original punch list had 29
items on it; we are down to 6 some of which are partially complete.
Annin Road Pumping Station Standby Power
Bids were received on September 21st. Award of project is expected at October 11th meeting. HMM
has submitted a proposal for construction phase professional engineering services.
Raw Sewage Pump Replacement
Bids were received on September 21st. Award of project is expected at October 11th meeting. HMM
has submitted a proposal for construction phase professional engineering services.
Final Settling Tank Building Leak Repairs
Bids were received on September 21st. Award of project is expected at October 11th meeting. HMM
has submitted a proposal for construction phase professional engineering services.
Inlet Climber Screen Replacement
HMM submitted a proposal for construction phase professional engineering services.
Quarterly Flow Report
HMM is currently preparing the quarterly flow report for the 3rd quarter, 2011.

This period the NJDEP visited the plant to check plant status after Hurricane Irene.
Monitored generators at Juniper Way and Fieldstone Drive due to week long power outage
caused by Hurricane Irene.
Cleaned plant from overflow.
Cleaned wetwell gratings at East Oak, Stonehouse, & South Maple pump stations.
TV’d storm sewer on Van Cortland Way.
Pumping Services replaced RAS #1 controller.
Tightened Madisonville Pump #1 dresser coupling.
Unclogged pump #2 at Crown Court.
Pulled Crown Court and South Maple comminutor gear boxes.
Changed carbon at Juniper Way. Checked syphons.
Responded to odor complaint at 11 Linden Drive. Checked manholes, no problems or odor
detected. Responded to odor complaint at 3132 Valley Road. Cleanouts buried and no odor
present.
Responded to call from 25 Stonehouse Road (Basking Ridge Electric) to locate the shut-off valve
for their pressure sewer. Riser pipe clogged with debris. Used vactor to clean riser and then
close valve for them.


Changed oil in 6” pumps.
We continue to meet permit parameters without any problems.
SAFETY
Monthly fire extinguisher, lighting, safety shower checks completed.
Attended Bernards Safety Committee meeting.
Completed Tier 1 SPCC plan.
Storm drain inspection performed.
Lost time accident free for 18 days.
PROJECTS
I&I : No report
Madisonville Road: Station on line. Waiting for old station demo.
Belt Filter Press: Working on punch list.
East Oak Pump Station: Waiting on new door and acoustical blinds for generator.
Solar Field: Noveda and SATCON met to troubleshoot metering issues
Fieldstone Drive Pump Station: Started digging to install wet well.
Climber Screen: Awarded at September meeting

Timko noted the auction raised $13,000. Township IT Director Kyriacou is working on SCADA system.
Belardo advised nothing further to report regarding contractor DCM.
Plesnarski noted DCM had removed their last piece of equipment from the plant on 9/12/2011.
