Discussion-Sump Pump Inspection Program It has been the practice of the Building department that whenever a home inspection was done and a sump pump was noted that BTSA was advised. Periodically letters are sent to residents asking them to contact Glen Plesnarski, Collections Specialist, for an inspection. Out of 1,500 referrals and 200 inspections there were only five (5) illegal connections. Going forward the Building department will call Glen directly whenever a sump pump is found in a home. e. Update-177 Lord Stirling RoadOn February 26, 2015 Somerset County DPW, Matthew Loper, PE, sent a letter to Salvatore Salibello the attorney for the residents at 177 Lord Stirling Road and the resident’s interest in connecting their sewerage to the existing force main, located at the SC Park commission’s Environmental Center Education Center. The letter noted the County’s position on the matter and conditions that must be met before the County board of Chosen Freeholders would approve of the connection: The concept must be technically feasible The concept must be legally permissible-as of date of the letter NJDEP green acres approval is needed and no proof of such approval has been provided. The concept would have no adverse impact to the County facility-as of date of the letter SC has not received any evidence demonstrating that the proposed connection will not adversely impact the County facility. On March 6, 2015 BTSA received a copy of a letter sent to Mayor Malay from Brett Hodges, owner of 177 Lord Stirling Road property. The letter noted that they have successfully met all conditions placed on them by SC and expect approval to be granted once placed on the Freeholder’s agenda. Mr. Hodges asked that actions deemed appropriate by the Authority on their behalf to inform the SC Freeholders that they support this connection would be gratefully appreciated. f. 221 Woods End Drive House Fire An email was received from the owners of the property, Sharif and Stacey Mahdavian, requesting a waiver of sewer fees due to the extensive fire at their home. The home is currently inhabitable. They plan to rebuild and will advise once a certificate of occupancy has been received. The consensus of the Authority was to waive sewer fees, requested Timko prepare a Resolution stating so for approval at the meeting of 4/14/2015. CONSULTING ENGINEER’S REPORT BTSA ENGINEER’S REPORT March 10, 2015 Meeting DEVELOPER PROJECTS: Basking Ridge Animal Hospital HMM awaits submittal of the application and TWA application materials for review. AUTHORITY PROJECTS: Harrison Brook STP Oxidation Ditch Aerators Contractor has started the repairs to the Oxidation Ditch #1, that are included under CO #2, but extreme cold temperatures have prevented him from completing this work. The Contractor has advised that the repair work may resume during the week of March 9, 2015 provided that the air temperature is suitable for application of the repair materials, as is being indicated in the long range forecast. It is anticipated that startup and testing of the aerator equipment in Oxidation Ditch #1 will be performed upon completion of the repairs. Crown Court Pump Station HMM awaits NJDEP approval of the LURP permit. To date, NJDEP has not issued the permit. After numerous attempts by HMM to contact the NJDEP project reviewer as well as his supervisor, the project reviewer, Mark Harris, finally contacted our office on February 11, 2015 via telephone. Based upon our telephone conversation on that day, HMM provided Mr. Harris with a more descriptive explanation of the proposed project disturbance areas, in accordance with his request. Subsequent in providing this additional information, HMM has attempted to contact Mr. Harris on several occasions to see if he has any further questions and to find out the anticipated date for issuance of the permit. However, he has not returned our phone messages or emails. HMM is prepared to bid the project in coordination with the Township Purchasing upon issuance of the permit. Harrison Brook STP Lagoon Valve Chamber Improvements A meeting was held on Wednesday, February 18, 2015 to discuss the by-pass pumping procedures for this project. The contractor has provided a submittal for the bypass pumping, which is currently being reviewed by HMM. Start of construction is dependent upon date of delivery of the new valves. The delivery date for the valves was originally scheduled for April. However, based upon recent correspondence from the valve manufacturer, the date for fabrication of the valves has been pushed back to June. Stonehouse Road Pump Station HMM is currently reviewing shop drawings that have been provided by the Contractor. The shop drawing submittals for the major equipment items have been reviewed and majority of the items have been approved or have approval pending. Scheduling of construction work will be dependent upon delivery of equipment and more favorable weather conditions. Assuming that there will be more favorable weather conditions and the snow melts, the Contractor anticipates starting work before the end of March. North Maple Avenue Gravity Sewer Replacement The contract for the Phase I of the North Maple Avenue Gravity Sewer Replacement project has been recommended to be awarded the low bidder JO-MED Contracting Corporation. Harrison Brook STP Grit Removal System Modifications HMM has provided the Authority with a proposal for design and bid engineering services related to the modifications to the existing grit removal system and portions of the Inlet Facilities Building at the Harrison Brook Sewage Treatment Plant. T-Slack Company checked the underground storage tank monitors. Foley serviced both plant generators. PCA engineering did a 3-year cathodic inspection on the plant gas tank and Monarch diesel tank. Performed a temporary repair to the seating of manhole LM-07-01. Order replacement transformer for aerator #4. Replaced lower level light switch at So Maple. Verizon repaired T1 line at Juniper Way. Changed carbon at Juniper. Checked syphons. Jetted Riverwalk Syphon. Exercised plant and station generators. We continue to meet permit parameters without any problems. SAFETY Monthly fire extinguisher, lighting, safety shower, & storm drain checks completed. Attended NJUA JIF safety meeting Toms River. J.A. Montgomery Risk Control conducted an annual safety inspection. Lost time accident free for 39 days.
