Those assembled saluted the flag and the chairperson read the open public meeting statement in accordance with the law. Discussion – Juniper Way Pump Station Landscaping Ms. Marvel noted the bush previously planted is losing its leaf’s thought a compromise would be a holly bush/or a bayberry bush. Ms. Rocci noted that their security system camera has now been re-directed to face the street and the pump station, in order to thwart off any possible unwanted activities within the pump station. Gaziano suggested a leatherleaf viburnum. Timko noted that the suggestion of the landscaper was to plant something with a small root ball due to the conduit under the large utility pole. No one was happy with the idea of any type of fencing. The members all agreed that further plantings, something with a smaller root ball, would be the best option at this time. c. Resolution #1278 – Time Extension (August 2013)– Najarian Associates-21 HarrisonBrook Drive Manhole Project. Motion by Pavlini, second by Gaziano, to approve Resolution #1282 Roll Call Aye: Carpenter, Gaziano, Malay, Pavlini, Spitzer Nay: Motion Carried Lagoon No. 1 Study The Authority reviewed the proposal ($19,000) from HMM to study and investigate utilizing/converting Lagoon No. 1 at the Harrison Brook Sewage Treatment Plant to an overflow storage basin for wastewater during times of excessive plant flows. The consensus of the Authority was to proceed. CONSULTING ENGINEER’S REPORT BTSA ENGINEER’S REPORT November 2012 Meeting AUTHORITY PROJECTS: Annin Road Pumping Station Standby Power During Super Storm Sandy, a tree fell on top of the installed load bank equipment. The Contractor will be required to replace the load bank which was already required to be replaced. Once the load bank is replaced and tested, the Contract will be completed. The contractor, ALM Electric, Boonton, NJ is now in the position of having to pay liquidation damages. Raw Sewage Pump Replacement The Contractor has completed his red-line (as-built) drawings which are in the process of being submitted. He is also currently preparing his maintenance bond for submittal and review for final payment and retainage release. Stonehouse Road Pump Station Rehabilitation The NJDEP LURP Permit will be submitted at the end of November and the NJDEP TWA permit will be submitted by December 7th. The overall design is about 70 % complete. Electrical and HVAC work remains and we have equipment specification details and final site details. Harrison Brook STP Lagoon Valve Chamber Shop drawing review is completed. Test pitting is in the process of being scheduled the week after Thanksgiving. Excavation and concrete placement will occur immediately afterwards. Harrison Brook STP Alum Building The Contractor is proceeding with shop drawing review. Resubmission on the Alum Building structure submission is required. Harrison Brook STP Overflow Study HMM has prepared a proposal to study the feasibility of utilizing Lagoon #1 as overflow storage in extreme flow conditions. Harrison Brook STP Oxidation ditch Aerators HMM is currently reviewing manufacturer’s literature for the design. construction details is proceeding. Not sewer odor. Cleaned storm drain on Alexandria Way for Public Works. Uncovered manholes HBW-34-09, 08 & 07. Weed wacked under solar panels. Grease and changed oil in plant & station equipment. Foley performed annual generator maintenance. Exercised station generators. Prepared for Hurricane Sandy. Prepped snow equipment. Changed carbon at Juniper way. Checked syphons. Attended Harassment Training. Maintaining around the clock coverage due to storm. All stations and plant on generator power. Operating in emergency mode. We continue to meet permit parameters without any problems. SAFETY Monthly fire extinguisher, lighting, safety shower, & storm drain checks completed. Certified Health & Safety installed ARC Flash labels on all electrical cabinets. Plant fire inspection performed. Lost time accident free for 415 days. Comments (November 1 to 16) This period we replaced a broken solar panel and remounted the other three. Filled generators with fuel. Installed auxiliary fuel transfer tank on 244. Plowed and shoveled snow. PROJECTS I&I : Inspected sump pumps at 37 Arbor Circle, 12 Frederick Court, 30 Melbourne Way, 79 Spencer Road. OK. Re-inspected 1 Victoria Way for corrected connection. OK Climber Screen: Waiting on construction Annin Generator: Paving & plantings completed. Alarm points completed. RSPs Replacement: Completed South Maple Station: Waiting on construction. Lagoon Valve pit: Waiting on construction. Alum building: Waiting on construction Addendum Hurricane Sandy arrived Monday afternoon. The plant lost power around 1530 hrs shortly followed by the 11 pump stations. Two man crews manned the plant in the off hours for 8 hour shifts. They monitored the generators and equipment. 24 hr. monitoring was instituted. Tuesday morning a damage assessment was performed. A tree damaged the back fence by the lagoon at the plant, a tree damaged the new load bank at Annin road, eastern fascia siding on Admin building damaged, and a fence segment at the Fieldstone pump station was damaged. Diesel fuel consumed 4621 gallons. Complications Saturday November 3, at 0500 the Madisonville generator shut down, was able to restart in manual. Foley was called in and arrived around. Found a loose wiring harness connection. Saturday November 3, at 1000 the East Oak generator shut down on low fuel pressure, was able to restart in manual. Later in the afternoon the gen shut down again, was able to restart. Foley was able to check the generator after troubleshooting Madisonville. He felt the fuel filters were clogged. Cummins in Newark was out of commission due to flooding so filters were unavailable. Pumping Services contacted Alternate Power, which was able to supply new filters. The filters were replaced and the problem still existed. By-pass pumping was set up and Alternate Power arrived Sunday afternoon 1400. They determined the fuel suction hose was collapsing. Replacing the hose corrected the problem. Monday November 5, at 0315 the South Maple generator started surging. Foley was dispatched and made the determination that the fuel filters were clogging. Fuel filters ok, still surging. Tuesday, November 6, 0300 Stonehouse generator overheating, fan not operating. I was called in to troubleshoot. Determined contactor was stuck. Replaced with contactor from the exhaust fan. Back up and running by 0615. Generator was started periodically to pump wet well down during repair. At 1100 the South Maple generator shut down on low oil. Oil was replaced and generator restarted and wasn’t surging anymore. All generator oils were checked. While checking Stonehouse the generator starter wouldn’t restart. A new starter was ordered. Tapping the solenoid started the generator. All the generators worked; no one lost service; no overflow; 8” of rain, never lost treatment. One solar panel blew off rack. On October 22 the FEMA check arrived for damages from Irene - $20,600, which was approximately 80% of our claim. Malay did get an email from a resident on Waverly Place without power. It was noted that the home has ejector pumps, controlled by them, and they are able to flush if they limit their use of water. ADJOURNMENT Motion by Carpenter, second by Malay to adjourn at 7:07 PM.
