e. Discussion – Sewer system repairs, budget, reserves and user fees 2015
No. Maple Avenue collapse – Members reviewed the HMM Condition Assessment &
Recommendations for the extensive work necessary to repair the No Maple Avenue 14” sewer,
and the Madisonville Road Pump Station 8” Discharge Force main.
HMM reviewed videos related to the sewers in No Maple Avenue between Sunnybrook Road
and the East Oak Street pump station. The sewer in question is approximately 2,282 LF of 14”
asbestos cement pipe that receives sewage flow discharged from the Madisonville Road pump
station. The sewer line was constructed in 1974 related to the development of the AT&T (now
Verizon) property. There are no lateral connections into this line. The video shows severe
hydrogen sulfide corrosion of the pipe. These reaches are located within No Maple Avenue,
parallel to an existing 8” sewer that receives gravity lateral connections from Frederick Court,
No Maple and East Craig Street. The remaining downstream sewer reaches are within
easement areas and shows less severe hydrogen sulfide corrosion. Topside manhole
inspection indicated that the manholes exhibit similar corrosion as well as other leaks and
defects.
Also reviewed were photos of the force main that brings the flow from Madisonville Road pump
station to these gravity sewers. The force main is an 8” diameter cast iron force main built in
1974 also related to the development of the AT&T property. The alignment is approximately
5,260 LF long and runs along Madisonville Road and No Maple Avenue. The picture of the
cross-section of the pipe shows the tuberculation of the pipe which has effectively reduced the
force main diameter of the pipe for 8” down to 3” of 4”. The reduction in pipe diameter has
caused an increase in velocity and pressure throughout the pipe and at the gravity discharge
point. It also creates additional head at the pumps resulting in reduced pumping capacity at
the pump station as well as increased energy costs. A table showing key hydraulic
characteristics and the impact of reduced diameter of the force main was viewed.
HMM prepared project cost estimates for two separate contracts. Phase 1 estimated at $924k
and phase 2 - $711k.
Further discussion will take place at the special meeting of June 24, 2014.
BTSA ENGINEER’S REPORT
June 10, 2014 Meeting
AUTHORITY PROJECTS:
Stonehouse Road Pump Station Rehabilitation
Bids were received on May 21, 2014. HMM has provided the BTSA with a proposal for
construction phase services. We anticipate a preconstruction meeting by early August and
shop drawing submission to follow after the meeting. Construction should proceed for 9
months.
Harrison Brook STP Alum Building
Most of the punchlist items have been addressed by the Contractor. We will continue to
encourage completion of the remaining items.
Harrison Brook STP Overflow Study
The final report was submitted to BTSA. HMM is coordinating with the BTSA director as to a
date for a brief presentation on the report recommendations.
Harrison Brook STP Oxidation Ditch Aerators
The aerator equipment is in production and we await delivery between August and September
so that the work to modify the Oxidation Ditches for their installation can commence.
Crown Court Pump Station
HMM awaits NJDEP approval of the LURP permit.
Lagoon Valve Chamber
Site visit by the original pipe manufacturer’s contemporary is anticipated in June. Once the
inspection is complete, the project bid documents will be finalized.
Sewer Condition Assessment Project
HMM staff has completed field inspections. HMM is currently preparing its recommendations
and cost information for review by BTSA. The recommendations and costing related to the
North Maple Avenue gravity sewer and Madisonville Road Pump Station Force Main has been
submitted to BTSA.

 TV’d easement behind 33 North Maple Avenue. Line degraded.
 TV’d 4 Quincy Road. Line clear. Located C/O. Called back and TV’d from inside toilet.
Blockage under slab.
 Finished installing new exit signs.
 Installed 3 LED street light heads at plant parking lot.
 Replaced flex coupling on press seal water pump #1.
 Responded to noisy manhole in front of 45 Mount Airy Road. Installed elephant trunk to
quiet it. Located manhole LM-25-07 on Spencer Road. Effluent flow meter calibrated.
 PLC#1 replaced on SCADA.










Performed plant oil changes.
Line collapse on N Maple Avenue at corner of Sunnybrook Road. Detoured traffic, set
up by-pass, had contractor (R&R Construction) dig up line and force main to complete a
repair. Line is ACP pipe and is severely degraded. Needs to be replaced along with
manholes.
Cleaned Madison, Monarch, Stonehouse, Rebel Hill, and Valley Road Wet Wells.
Annin Road and Juniper Way Wet Wells ok.
Exercised generators at Annin, East Oak, Fieldstone, Jamestown, Juniper,
Madisonville, Monarch, Rebel Hill, South Maple, Stonehouse, & Valley.
Changed carbon at Juniper.
Checked syphons.
Cleared blockage at manhole DR-00-08.
Leon Moss from the NJDEP had site visit.
We continue to meet permit parameters without any problems.
SAFETY
 Monthly fire extinguisher, lighting, safety shower, & storm drain checks completed.
 Operators attended confined space, respiratory protection and fit testing training.
 Lost time accident free for 162 days.
