CALL TO ORDER
The chairperson called the meeting to order at 6:30 PM. Those assembled saluted the flag and the
chairperson read the open public meeting statement in accordance with the law.

CORRESPONDENCE
Hatch Mott MacDonald Consultant Rolak presented the Authority the 2011 1st Quarter Wastewater Flow
Estimates and the BTSA Developer Status Report as of March 31, 2011
Authority members discussed, were all in agreement that the flow should always meet the maximum
that the plant can accommodate and that it should always come in below, occasionally go over, but it
appears the flow is already running over on a consistent basis, with more to come.
The Director was requested to prepare a summary of the Inflow/Infiltration efforts with sum eliminated
flows to date.

ACTION/DISCUSSION ITEMS
Discussion-Aluminum Sulfate Bid
Bids were received April 14, 2011 for the supply of Aluminum Sulfate. One bid was received and the
price of $1.02/gal was $0.20/gal higher than our current cost. Rejection of the bid submitted by Delta
Chemical and re-advertisement is recommended. Currently approximately $55,000 a year is spent for
this chemical.

c. Discussion-East Oak Force Main Repair
At the end of March new pumps were started at the East Oak Street Pump Station. A leak near 149
South Maple Avenue was discovered emanating from the force main. The leak is evident when the
pumps run at full capacity, which has not occurred again since the initial leak. Quotes have ranged
from $27,417 to $33,000 to maintain the East Oak Pump Station operations and flows while the force
main is shut down for repair, maintain traffic, make the repair and restore the roadway.
The cost is over the Pay-to-Play threshold but under bid threshold. It is recommended that
authorization of a purchase order, in the not-to-exceed amount of $27,417, be approved to H.W. Alward
to make the repairs.

BTSA ENGINEER'S REPORT
May 2011 Meeting
AUTHORITY PROJECTS:
Belt Filter Press Construction
During the month of April, Spectraserv completed a variety of tasks to complete the filter press building
and installation of equipment and fixtures. A delay of several days resulted from a hole in the sludge
line that appeared to be caused by the Solar Panel Project. All equipment has been installed and
testing is underway, the system performance test is scheduled for May 5 and 6. Authority personnel
have received training on several pieces of equipment including the rotary lobe sludge pumps and
shaftless screw conveyor. Additional training will take place during the final performance testing.
Following testing the remaining work will include site restoration and punch list items.
Sanitary Sewer Rainfall Derived Infiltration/Inflow Investigation 2010
During the past month there were significant rain events on April 13 and 15 that activated rainfall
derived I/I. HMM conducted video inspections during or shortly after these rain events. To date, we
have inspected a total of 23,631 lf of sanitary for the 2010 program. We are currently approximately
95% complete with the project with approximately 1,233 lf remaining. The quantity of I/I identified to

date from system defects and prohibited connections is approximately 258,770 gpd.
Sluice Gate Replacement Project
Project schedule and a by-pass pumping plan was submitted and approved. It is anticipated that the
slide gates will be ready for delivery in June and will be installed shortly thereafter.
South Maple Avenue Pump Station
Draft documents will be forwarded this week to BTSA for review and comment.
Raw Sewage Pump Replacement
Draft documents have been provided to the BTSA for review and comment.
Annin Road Pumping Station Standby Power
Draft documents have been provided to the BTSA for review and comment.

 This period we TV’d 4 roads (Archgate Road, Madisonville Road, Ox Bow Lane, Penwood
Road).
 TV’d using stik Cam HBW-00-02, 00-03, 00-04, 00-05, 00-22 leaking 8 ft down stream, LR-0014, 00-15, 00-16. Stik cammed storm drains for DPW on Allen Street, Dayton Street, Hillside
Terrace, Lee Place.
 Jetted storm drain for public works on Hillside Terrace to Dayton Street.
 TV’d lateral at 45 Pond Hill Road.
 Responded to blockage at 108 Church Street, pressure sewer, pump problem.
 Located cleanout cap a 35 Winding Lane.
 Repaired cleanout at 17 East Ash Street.
 Inspected capping at 507 Hillside Terrace.
 Located covered manhole on Wedgewood Drive.
 Mercury sampling performed by HMM.
 Investigated cracked manhole frame, SRPS-03-07, on Valley Road. Being replaced by Jo-Med.
Replace lower press belt. Overflow cleanup.
 Repaired hypo feed line.
 Inspected grease traps. Tested RPZs.
 Changed carbon at Juniper Way.
 Cleaned wet well at Rebel Hill.
 Exercised station and plant generators. We continue to meet permit parameters without any
problems.
SAFETY
 Monthly fire extinguisher, lighting, safety shower checks completed.
 Attended CPR/AED training, second group.
 Submitted first quarter safety report to NJUA JIF.
 Attended safety meeting at PVWC.
 Storm drain inspection performed.
 Lost time accident free for 89 days.
PROJECTS
I&I : Leak found on Pine Street. Sent letter to 84 Annin Road about broken sweep. Manhole frame
and lids being replaced by Jo-Med, in conjunction with storm sewer contract.
Madisonville Road: Wired pumps and comminutor. Flow meter installed. Hoists were installed.
Belt Filter Press: Running and dewatering sludge. Performance test scheduled for 5/5 & 5/6.
East Oak Pump Station: Waiting for punchlist.
Solar Field: Started installing panels over drying beds. Approximately 250 installed.

Fieldstone Drive Pump Station: Components being ordered.
Sluice Gates: Gates on order.

SCADA Security System - The Director advised Authority members that he was in the process of
setting up a meeting with two technical people and a consultant to review our system in order for them
to present us with a security proposal. PC Vision, who does the computer work for the Old Bridge SA
and Aspect Security, who does nothing but security systems specific to software, was referred by HMM
and Bernards Township IT Director Kyriacou.
The Authority members requested a Confidentiality Agreement be signed before meeting with any
consultant. They also would like research done as to whether or not the company chosen has some
type of Certification Standard, similar to LEED for completed work.
