Purpose
Background
The project aims to develop a protocol of
Regulatory Impact Assessment (RAI) which is applicable for regulatory bodies within ASEAN countries to critically assessing the impact of proposed or existing regulations on ICT technical standards.
- In general, individual ASEAN country has its national standards, regulations and compliance and conformance measures, which are applied to ensure the safety and quality of products and services for their citizens. However, the standards vary among countries due to the disparities in development stages and goals.
- The harmonization of standards in such area of
ICT regulations might change the existing regulations in a particular country which potentially would affect cost and benefit and eventually influence the market condition and welfare; therefore, it must be subject to a regulatory impact assessment.
- Regulatory Impact Analysis (RIA) is defined as a systematic, structured, evidence ‐ based analysis of the prospective impacts of a proposed policy measure against possible alternatives. The adoption and implementation of RIA can promote the efficiency, transparency and accountability of government regulations

Objectives and interventions.
- There is a need to develop a protocol to implement RIA as a guide for regulatory bodies and build a reference point for why standard regulations are taken at certain or common goals for ASEAN countries.
To promote the use of Regulatory Impact
Assessment (RAI) protocol for regulatory bodies in assessing the impact of ICT standard harmonization within ASEAN region.

- Developing a conceptual framework of RIA based on literature study.
- Stocktaking and inventory of best practices on the application of RIA especially for ICT sector.
- Analysing the regional policy and regulation directions of standard harmonization.
- Stocktaking of national guideline of the implementation of impact assessment.
- Stocktaking of national standards which are subject to be harmonized.
- Generate a protocol of RIA.
Implementation
Method
- Questionaire survey and policy document study on harmonization of ASEAN ICT standards.
- Questionaire survey and in-dept interview on national ICT technical standards.
- Narrative analysis of RIA methodology to generate a protocol of the implementation of
RIA.
- Workshop to generate and recommend alternative regulatory frameworks for the implementation of RIA especially to assess the impact of standards harmonization.
