Action Point
OCHA commenced the meeting by welcoming the meeting participants. The agenda was announced and accepted
by the participants without any change. Participants reviewed the summary of previous OCT meeting and endorsed
it as final.
1. Humanitarian Update:
OCHA briefed that based on telephonic contact with partners, the earthquake on 26 October were felt with a light
shake in districts of Yakawlang, Kahmard, Saighan and Bamyan Center, and no causalities are reported. IOM
updated that a secondary road was temporarily closed that was soon opened by community members. UNICEF had
contacted health facilities and no any case are related to earthquake.
Partners raised concerns about the effect of early start of cold weather on food and fuel stock, particularly for poor
and flood-affected communities. that make the poor and flood affected population concerning due to insufficient food
and fuel stocks. According to partner, food and fuel shortage will likely affect children at most. Daily laboring,
considered as important income opportunity, are significantly decreased due to reduction of construction work
caused by early cold OCT partners are recommended to be vigilant on the development of situation and
communicate the specific area or population of concerns with clusters and OCHA.
In response to concerns on access to drinking water raised following landslides in Dara Ali, Yakawlang district,
Bamyan, on 10 September, ANDMA and DoRRD constructed five trench-filter along the flow of spring with Action
Aid funding support. The project is now completed and Action Aid has requested ANDMA to arrange a joint
monitoring visit.
New RAF and Database:
IOM had a brief presentation on introducing new version of RAF and Database. The new RAF and database are in
English, Dari and Pashto languages and would be supported user friendly web-based database that work even with
slow internet connection. The database is administrated by IOM however all other partners can have access by
requesting for username and password from IOM. Assessment team can enter their RAF data while conducting
assessment in the field. IOM briefed on how to fill the database by presenting the snapshot of each steps. IOM
informed that a RAF training are underway that may happen within a month.
2. Winterization:
OCHA briefed partners that implication concerning to winter consequences in CH are mostly associated with
closures of roads by snowing and access to Health Facilities that are supported with regular government services.
The primary and key secondary roads are cleaned with projects undertake respectively by DoPW and DoRRD.
Accessing Health Facilities are chronic that are usually addressed by DoPH partners. Based on experience from
previous year emergency response were mostly concentrated to population hit by snow avalanches and also to
concern population totally lost their access to health facilities.

Partners updated that ANDMA Bamyan Director shared their winterization plan with partners, requesting them to
contribute in implementing the plan. Partners briefly discussed upon ANDMA winterization plan and described that
its data source is referenced with information from NGOs and considered them as part of the plan. OCT members
decided to discuss it thoroughly in a separate OCT meeting, with having ANDMA to present the plan. Partners is
aiming to help ANDMA in developing a more cohesive and participatory plan and OCT members have to discuss to
clarify their roles, responsibilities and contribution into the plan. IOM and UNHCR highlighted that the caseloads for
life-saving assistance in winter has to be based upon incidents and trends from previous three years. IOM confirmed
to develop a trend analysis of shocks occurred during winters in last three years and also provide the stock update
of NFIs. UNICEF informed of suspending their 7 mobile clinic during winter due to movement constraints caused by
snow and will resume it in summer of next year. This mobile clinic provides service to white areas. There are no any
clue on consequences may cause by suspending of the mobile clinic. OCHA stressed on participation of health
partners in OCT meeting and highlighted that their absence in the meeting leaves a critical information gaps about
health situation in the field. OCHA explained that Health partners (WHO, BARAN and AADA) despite confirming
their participation could not participate in today’s OCT meeting.
Partners are planning winterization support to support coping mechanisms during extreme winters in Central
Highland. ICRC identified 40 families vulnerable in Ghorak and Baraka area in Yakawlang and plan to assist them
within four weeks by providing each family with five female sheep, one month fodder, and one solar kit for boiling
water, in order to minimise the use of grass as fuel. ICRC will also provide winterization assistance to detention
centres in Bamyan Centre and Nili after 25 November – aiming to protect the detainees from the harsh cold. By the
end of December 2015, Islamic Relief will assist 900 families with blankets, providing each with 3 blankets, with
UNHCR supporting beneficiary selection by providing them the list of most vulnerable. Solidarités International is
planning a three- month Cash for Work project for 80 flood affected families in Zardigah and Khak Deh villages, 41
families in Killigan (with 11 unconditional), and 14 families in Sabzdara village (4 unconditional), all in Yakawlang
district. Action Aid is in process for preparing emergency response to 150 families, 50 families in each of Panjab,
Yakawlang, and Bamyan Centre districts that is subjected to approval from their main office.
