Norden ward members support this proposal. 1.3 Representatives from Basingstoke and Deane Borough Council, Hampshire FA, Hampshire County Council and the Vyne Community College have attended regular meetings to develop the proposal, which meets a need identified in the council’s adopted Playing Pitch Strategy. 2 Recommendation 2.1 Subject to the approval of the Medium Term Financial plan in February 2016, it is recommended £367,200 is released from the 17/18 capital programme as a contribution to The Vyne Community College towards provision of a new artificial grass pitch. 2.2 It is noted that delivery of the scheme is subject to securing partnership funding and relevant planning consents. 1 of 6 CONTRIBUTION TO COUNCIL PRIORITIES This report accords with the council’s Budget and Policy Framework and directly supports the Council Plan priorities of maintaining a reputation for quality arts and leisure, and supporting active healthy and involved communities. GLOSSARY OF TERMS Term Definition 3G Third Generation (rubber crumb artificial playing surface) MAIN CONSIDERATIONS 3 The Proposal 3.1 This proposal relates to the use of Section 106 developer contributions for a 3G artificial grass pitch at The Vyne Community School. 3.2 The council’s policies with regard to obtaining and allocating Section 106 contributions are set out in the Local Plan. The council seeks to secure financial contributions via new development towards maintaining and improving sporting provision to encourage increased participation. There is a commitment in the council’s Strategic Plan for Sport and Recreation to ‘Prioritise increasing the quality and capacity of existing facilities to mitigate the impact of housing development across the borough using S106 developers’ contributions where appropriate’ and an action’ to achieve consensus on the allocation of S106 funds for sport and recreation’ through discussion with ward members, parish councils and local organisations. 3.3 Details of the project are set out in section 5 of this report. The Section 106 funds would meet a significant proportion of the costs and it is anticipated that the balance of funds would be secured through applications for grants to Sport England and the Football Foundation. A decision confirming the council’s intention to make the Section 106 funds available for the scheme would strengthen the funding applications. 3.4 Additionally, evidence would be required that the scheme would be deliverable within the timescales required by these funding bodies (Sport England would require the project to commence within 12 months of the funding award and the Football Foundation stipulate 6 months from funding award). It is therefore recommended that approval be given to make the Section 106 funds available prior to the council receiving the developers’ contributions; this could be funded from unallocated capital resources. 3.5 However, if the development does not go ahead or if the funding bid to Sport England and the Football Foundation are unsuccessful; this Section 106 funding allocation would be withdrawn. 3.6 A feasibility study on the design and location of the artificial pitch has been undertaken by a specialist sports planning agency and officers have assessed the local support for and deliverability of the project. There is consensus on how the funds should be spent, a strong application can be made for partnership funding and appropriate project and risk management arrangements are in place. 2 of 6 3.7 The project is therefore ready for the allocation of Section 106 contributions secured by the council to provide or contribute to new and improved sports and recreation provision in the area of benefit identified in the relevant Section 106 agreement, subject to the necessary planning permissions being in place. 4 Options Analysis 4.1 Options for projects to be funded through Section 106 depend largely on the scope of funds available, the needs of the particular area and any constraints identified in the S106 Agreement. Options will have been discussed with ward members and other stakeholders, where relevant, to reach agreement on the scheme that achieves the greatest benefits for that particular community. The contributions will be used towards the enhancement of recreation facilities to improve the capacity of existing provision or towards providing new provision. 3 of 6 Proposed Project: A new artificial grass pitch – The Vyne Community College Project costs: £600,000 approximate cost Brief description: Funded by: £367,246.52 to be funded from S106 contribution £150,000 Sport England Inspired facilities funding £100,000 Football Foundation funding The 2015 Leisure and Recreational Needs Assessment has identified a need for an additional Artificial Grass Pitch in the centre of the borough to cope with current demand. The project has received support from Hampshire County Council and Hampshire FA. Some of the S106 monies collected are specifically for expenditure on a school site and can be used towards providing new sport and recreational provision. The Vyne Community College has been identified as a suitable location for the new artificial pitch and is included as a potential site in the 2015 Playing Pitch assessment. The artificial pitch would be made available for community use in the evenings and weekends with school usage throughout the day. The artificial pitch would be made available to the public during the school holidays with daytime football camps proposed subject to demand. This is the business model endorsed by the Hampshire FA and Sport England to ensure the pitch gets used to its maximum potential. The Vyne Community College have been in consultation with local football teams who all the support the project. The project will require planning consent. Project management is being led by Hampshire County Council and the Community College, including funding applications to Sport England and Football foundation. Any cost, time or legal risks associated with the project are the responsibility of The Vyne Community College. Good facilities are fundamental to developing sporting opportunities for everyone, from the youngest beginner to the international class athlete. Outdoor sports facilities, whether large or small, can encourage civic pride and assist the process of revitalising neighbourhoods. Facilities that are well designed, built to last and well maintained are a pleasure to use and give an ample return on the time and money invested in their construction and day to day operation. Revenue The costs of general maintenance and upkeep of the pitch implications: will be the responsibility of the College. Officers have recommended that an asset maintenance and replacement plan is prepared and budgeted for by the College. Anticipated Project Project start/completion dates are subject to all funding and Start / Completion: planning permission being in place. 4 of 6 6 Corporate Implications 6.1 Financial Implications 6.1.1 This report proposes expenditure of approximately £367,200 which can be met from Section 106 contributions of £48,400 received to date and £318,840 developers contributions due in the future from the development on land at Chapel Hill, Kingsclere road, Basingstoke ( BDB 14/00865/OUT). 6.1.2 Outline planning has been granted for the development for up to 578 dwellings. It is currently under the reserved matters planning stage and it is anticipated that the development will commence around March 2016 with 50% (£159,420) of the contributions received upon commencement of the development and the remaining contribution (£159,420) due after development of the first 50% of dwellings. It is unknown when the second phase of Section 106 funding will be received. 6.1.3 The Medium Term Financial plan proposes these contributions are added to the 2017/18 capital programme as a contribution to The Vyne artificial grass pitch. It is expected that works on the pitch are likely to be completed before all the monies from the development are received and therefore temporary funding from the unallocated capital resources may be required. Subject to the approval of the Medium Term Financial plan in February 2016, It is recommended £367,200 is released as a contribution to The Vyne Community College towards the new artificial grass pitch. 6.1.4 However if the housing development does not go ahead or if the funding bid to Sport England and the Football Foundation are unsuccessful, this funding allocation would be withdrawn. 6.1.5 There is no further capital or on-going revenue implications for the council, as any such costs would be met by the Vyne Community College, who will be expected to develop longer term maintenance plans for the site. 6.2 Risk Issues 6.2.1 All project management risks are the responsibility of the lead organisation. The Vyne Community college will need to manage any issues that may arise during the construction works. A copy of the business plan to include the project management risks will be presented to BDBC before funding is released. 6.2.2 There is a risk that the Chapel Hill development does not proceed as anticipated, which may impact on the length of time before which the Section 106 funds will be received and the unallocated capital resources reserves fund can be reimbursed. 6.3 HR Issues 6.3.1 There are no direct HR issues arising from this report. 6.4 Equalities Developer’s contributions are sought for local sport and community infrastructure provision needed as a result of new development. When taking into account the Public Sector Equality Duty and the requirements of the 5 of 6 Equality Act 2010, the project funded through this contribution is positive for all protected characteristic groups particularly in relation to building good relations between different groups. If funding is approved, the development of the pitch will need to take into account accessibility to facilitate access to a wide range of users. 6.5 Legal Implications 6.5.1 The S106 contributions will be allocated and spent for the purpose they were collected as set out in the S106 agreement for BDB76932, BDB72788, BDB77275, BDB14/00865/OUT. 6.6 Any Other Implications 6.6.1 There are no other identified implications arising from this report. 7 Portfolio Holder comment 7.1 I am pleased to confirm release of these funds for the provision of a new artificial pitch which enhances the sporting infrastructure in accordance with the priorities set out in the Playing Pitch Strategy. 8 Communication and Consultation 8.1 Local ward members have been consulted and give their full support to the Vyne Community College project. 8.2 Regular discussions have taken place between the Vyne Community College, officers at Hampshire County Council, The Hampshire FA and officers at Basingstoke and Deane Borough council. 9 Conclusion 9.1 This scheme meets the purpose of the Section 106 contributions and has local ward member support. It is recommended the funds be allocated and made available to enable the partnership funding applications to be made and the project to progress. 6 of 6
