Agenda
1. Update on the 3W.
2. GBV Standard Operating Procedures.
3. Protection activities in the non-government controlled areas (information sharing).

Update on the 3W
– Draft list of the GBV Sub-Cluster activities has been presented and discussed in debt. Major issue
in the discussion was whether several headlines including “case management”, “provision of safe
spaces” should be added to the list.
– The deadline for additional comments/suggestions was set on 8th July COB.
– Participants have been requested to submit the monthly updates of their activities for 3W. To easy
the process of submission the participants have been suggested to fill up the Google online
monitoring form developed by the Sub-Cluster information management.
– The GBV Sub-Cluster has the new Information Management and Coordination Assistant,
Oleksandr Yaroshenko, available for any relevant requests/enquiries (including the 3W) of the subcluster members.
Action Points:
 GBV Sub-Cluster partners to submit their comments to the proposed sub-cluster activities
list by Wednesday, July 8th;
 Monthly 3W (through google monitoring form) update open during 9 – 12 July.
Update on developments with the GBV Standard Operating Procedures
– The GBV Standard Operating Procedures, multi-sectoral and multi-organizational prevention
and response framework is being piloted in 2 regions of eastern Ukraine (Kharkiv,
Dnipropetrovsk). The attempt is made to lobby with the representatives of the local selfgovernance organs to lead and actively support the process.
– Since March 2015 Sub-Cluster has conducted two working meetings on SOPs in Kharkiv and
Dnipropetrovsk, and referral card for Kharkiv region has been developed and distributed
among the relevant stakeholders.

Currently the draft proposal on the establishment of the working groups (with state, non-state
and IOs participating) for the coordination of inter-sectoral and inter-organizational GBV
prevention and response in Kharkiv and Dnipropetrovsk regions is tabled.
Info sharing on operation in NGCA
– Engagement of church/ religious groups could be one of the options for promoting non-violence in
NGCA.
– Sub-cluster will establish presence/working group in Donetsk in the end of August.
Action Points:
 Establishment of the list of actors/potential members of the GBV Working Group.
AoB/ update on activities
– UNFPA is in the process of extending its presence in the conflict-affected regions of Ukraine.
Field staff assigned to support GBV Sub-Cluster coordination activities in regions will be
deployed in Donetsk, Kharkiv, Kramatorsk, Severodonetsk, Dnipropetrovsk and Zapozhzhia
during July/beginning of August; UNFPA implementing partners will start operating by the end
of July in 4 main areas: awareness raising; psychosocial counselling; capacity building in the
area of GBV healthcare/psychosocial treatment; GBV assessment.
– The upcoming “Gender Equality in Humanitarian Action” two day trainings, organized by
IASC GenCap Advisor in collaboration with the Protection Cluster, OCHA, UNFPA and
UNHCR will take place over the coming two months in Kyiv, Dnipropetrovsk, Kharkiv,
Severodonetsk, Kramatorsk, and Donetsk. The training is aimed at informing and strengthening
the gender lens of project/program designers, and those engaged in the planning and delivery of
humanitarian aid in Ukraine.
– CrimeaSOS will deliver a number of trainings on SGBV and psychotrauma.
Action Points:
 New Action Plan to be elaborated for GBV Sub-Cluster for the next six month of operation
(July – December 2015)
 Monthly GBV Sub-Cluster meetings fixed for first Fridays of each month at 14:00. Venue
to be specified each time (between the UNFPA and UN House premises).
