Issues discussed Ms. Kinderbaeva introduced Ms. Christine Goyer, newly arrived Protection Cluster Coordinator. Ms. Skipalska briefed participants on the meeting of Ms. Miroslava Beham, OSCE Ambassador, and IOs, NGOs, INGOs. During the meeting Ms. Beham emphasized that the tensions and hostilities had negative consequences on the prevalence of domestic violence. During the meeting allegations of conflict-related sexual violence were also discussed and the need was highlighted for more research in order to fully understand the scope of this issue in Ukraine. Ms. Skipalska also updated about the status of the Draft Law on Prevention of Domestic Violence and informed participants that Ukrainian Foundation for Public Health was about to conduct assessment of referral system operations in Kiev. GBV Sub-Cluster Coordinator updated sub-cluster partners on the main findings of the trip to Kharkiv and Dnipropetrovsk and established contacts. During the local sub-cluster meeting in Kharkiv a draft referral card was developed. It will be finalized and demonstrated during the next sub-cluster meeting. Ms. Kinderbayeva emphasized that capacity building should be conducted for actors indicated in the referral card. Ms. Kinderbayeva once again underlined importance of the need to raise awareness of population of affected regions about their rights and available services in the regions. To achieve this, effective advocacy strategy needs to be developed. Ms. Benigni informed that OSCE MM produced a report on the impact of the crisis in Ukraine on its western regions. Mr. Zamostian informed sub-cluster members on the completion of assignment of GBV SubCluster Coordinator, Ms. Nurgul Kinderbaeva, and thanked her for a great work done in the role of Sub-Cluster Coordinator. Agreed meeting action points List of sub-cluster partners needs to be revised in order to make sure all the actors working in the area of GBV prevention and response are included. Ms. Osaulenko to bring the draft referral card for Kharkivska oblast to the next Protection Cluster meeting on 8 April, and receive comments from cluster partners, in any. Sub-cluster partners to think over possible activities and partners at the non-government control areas in order to elaborate sub-cluster’s strategy of work there. Meeting participants 1.
