BACKGROUND
On the evening of 13 March, Tropical Cyclone (TC) Pam intensified into a Category 5 storm making a
direct impact in Vanuatu, including the capital Port Vila. The storm caused significant damage,
particularly in the central and southern parts of Vanuatu.
Recent violence against women prevalence data shows 60 per cent of women experience physical
and sexual violence committed by an intimate partner in their lifetime and 48 per cent of women
and girls aged 15 and above experience physical and/or sexual violence committed by a non-partner.
A further 30 per cent of girls below the age of 15 years, experience sexual abuse, with more than
one in four women (28 per cent) reporting that their first sexual experience was forced. Violence
against women has been confirmed in the Vanuatu Women’s Counselling Center monitoring
missions in Shefa as well as in reports from the medical staff. In addition, the MIRA has indicated
high rates of psychosocial distress among the population. Considering that women and children are
the most vulnerable, meeting their immediate needs for psychosocial support remains a priority.
UNFPA in its global mandate to address GBV in humanitarian crisis, as guided by the IASC as leading
agency for multi-sectoral coordination of GBV under the global protection cluster. In Vanuatu, the
Gender and Protection Cluster is chaired by the Ministry of Justice/Department of Women, and cochaired by CARE. The GBV/women’s protection sub group at national level has initiated a multisectoral response for Cyclone Pam affected areas.
DUTIES and RESPONSIBILITIES
Under overall direction of the UNFPA Team Leader and with guidance from the Gender Adviser, the
GBV Officer, based in Port Vila, provides technical, operational and coordination support to UNFPA’s
Gender/GBV in Emergencies humanitarian programming. The GBV Officer will oversee UNFPA’s
humanitarian and inter-agency multi-sectoral GBV prevention, response efforts in region, working
closely with other organizations and sectors to ensure coordinated response for other vulnerable
groups and broader protection issues. He/She is directly responsible for the coordination of GBV
programming with Vanautu government, NGO and civil society partners; and representation of
UNFPA on Gender and Protection Cluster coordination mechanisms.
Main duties and responsibilities:
I. Partnerships and Coordination
 Initiate multi-sectoral GBV programmes in partnership with the Department of Women, the
Gender and Protection Cluster, Child protection sub-group, NDMO, NGOs (VANGO, VFHA,
VWC, Action Aid, Save the Children) and other humanitarian partners.


Works in close collaboration with the relevant government counterparts, particularly related
to Health Cluster, and other stakeholders to strengthen and facilitate inter-agency, multisectoral GBV prevention and response interventions at regional and municipal level;
Represent UNFPA at the Gender and Protection cluster and relevant sector clusters and
humanitarian forums;
II. Technical Support and Programming
 In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and
Monitoring Sexual Violence in Emergencies, consolidate existing assessments on the GBV
situation and/or work with relevant agencies and the displaced and host populations to
conduct relevant participatory analyses of GBV.
 Coordinates, supports and manages the coherent and effective implementation of the GBV
components of UNFPA’s humanitarian response activities, including Women’s Safe Spaces
and Psychosocial Programming, using a results-based approach incorporating creativity,
innovation, and responsiveness to the needs, and thorough monitoring and reporting;
 Provide technical support to the development of relevant advocacy and policy documents to
address GBV and broader gender issues through various key partners;
 Participate relevant humanitarian planning and programming.
IV. Monitoring, Evaluation and Reporting
 Analyzes and reports on programme and project progress in terms of achieving results, using
existing monitoring and evaluation tools and introducing new mechanisms and systems;
identifies constraints and resource deficiencies and recommends corrective action;
 Undertakes regular monitoring missions and meetings with relevant actors including project
partners in assessing the GBV trends, patterns and advises on the prevention and response
strategies; and
 Perform other duties as required.
QUALIFICATIONS and EXPERIENCE





University degree in social sciences or humanities, public health, gender, legal advice as it
relates to gender and GBV, and development or related field. Specialized training in
counselling, reproductive health, social work and/or fields directly related to gender-based
violence response desirable;
At least 3 to 5 years of increasingly responsible relevant professional experience in
managing or coordinating programmes related to gender and gender based violence
response, programme management, including multi-sectoral projects, designing and
appraising proposals and actively liaising with relevant and potential project partners;
Experience working in Gender, GBV in emergencies is an asset.
Relevant experience in coordination of different stakeholders related to Gender and GBV.
Fluency in oral and written English essential.

Conditions & Remuneration: UNFPA PSRO will contract a consultant under a Special Service
Agreement and will be responsible for the payment of fees payable according to qualification and
standard terms of payment and subject to satisfactory completion of assignment outputs.
Payment will be made on completion of the deliverables.
