Terms of Reference
To
Deliver 20 Training Sessions on school safety to Office Bearers of Schools Management
Committee/Schools Councils in Rajanpur and Badin Districts
And
04 Teacher’s Trainings (03 Days each) on School Safety in Islamabad and Karachi for 80 teachers of
Government Schools of Rajanpur and Badin Districts
1. Introduction of the Organization
Indus Consortium is a collaborative platform of 3 rights-based development organizations i.e. Laar
Humanitarian Development Program (LHDP), Doaba Foundation and HELP Foundation - is a
manifestation of a joint force of the people living around Sindhu (Indus) River basin in Pakistan. The
consortium facilitates the unity among various groups of different ethnic, linguistic and geographic
features for the development of the people around Indus River basin whose forefathers, in the
ancient ages, had developed one of the most prosperous civilizations around the globe;
remembered in history as Indus Civilization.
Vision: IC envisions a democratic and equitable society where all citizens enjoy equal
economic, cultural and political rights.
Mission: Indus Consortium works for local communities to enhance their resilience and
participation in development.
Objective:
1. The consortium is to promote working together by sharing knowledge, skills and resources
for common goals and objectives.
2. The consortium pledges to highlight the Humanitarian, environmental and development
issues of disaster prone communities living along Indus River Basin.
Geographical outreach of IC is in about 1,700 villages in 16 districts of South Punjab and Sindh along
the Indus river belt. Strategically IC members are actively involved at districts, provincial and
national levels related to their thematic areas. Community led programming is one of the key
approaches of IC members. During implementation of right based programmes, IC members always
develop and strengthen their close coordination with relevant stake holders including local, district
as well as provincial governments, research and academia, local and national (print and electronic)
media and civil society organizations.
2. Project Introduction
Indus consortium (IC) with the collaboration of Oxfam Novib is implementing “school safety” project
in Districts Rajanpur (Punjab) and Badin (Sindh). Under this project Indus Consortium is going to
organize following 02 types of trainings,
1- Twenty (1 day) training sessions for school management committees/school councils. The
goal of this training session is to promote understanding around the concept of school safety
in the work of school management committees/school councils. Indus Consortium has
already developed training manuals for this purpose. After receiving this training session,
school management committees will be familiar and gain knowledge how to apply school
safety measures and do advocacy in their current work.
2- Four teachers trainings (03 days each) to be conducted at Islamabad and Karachi for 80
teachers of Government Primary Schools (Both Girls and Boys) on Schools Safety. Indus
Consortium has already developed training manuals to deliver these trainings to teachers.

Major purpose of these trainings is to equip teachers to deliver curriculum in a way to
reduce the risks of disasters.
Training details:
IC will conduct 20 training sessions for 40 school management committees, 20 schools each in Badin
and Rajanpur for 400 office bearers/members of SMCs. The venue and other logistic arrangements
of training will be done by Indus Consortium. Trainings will be conducted in Rajan Pur and Badin.
Similarly 04 trainings (03 days each) will be conducted for 80 teachers (20 teachers per training). 02
trainings will be conducted at Islamabad and 02 trainings will be conducted at Karachi/Haiderabad.
The venue and other logistic arrangements of training will be done by Indus Consortium.
For the purpose, Indus Consortium is seeking very experienced and relevant firm or individual
consultants to conduct these trainings.
3. Purpose and Objectives of the Consultancy
The overall purpose of this training is to promote understanding about school safety and how to
apply it in the work of school management committees/school councils. Other objectives are as
follows,

Conceptual clarity on Hazards, disasters and calamities, vulnerabilities, Risks? ( physical,
social, political, economic vulnerabilities)
 Why schools and students are at risk?
 Role and responsibilities of Teachers/school Management Committees/ School councils/
community Task forces to minimize the risks, disaster preparedness, early warning,
Evacuation, First aid, Rescue etc.
 How SMC can influence to local and provincial authorities for making schools safer and
resilient ( advocacy, lobbying, campaigning, media engagement etc)
 How SMC Can engaged in Disaster preparedness work
 How teacher can integrate DRR in delivering education to children using existing curriculum.
Indus Consortium has already prepared training Manuals on school safety for SMCs and teachers in
urdu and sindhi languages which will be used by the consultants.
4. Deliverables
The Consultant(s) will,
- deliver 20 session to SMCs and 04 trainings to teachers
- prepare report of training and shall submit to Indus Consortium accordingly.
5. Duration
SMC Training Sessions: The training will be comprised on one day session while 20 participants will
be covered in one session. Total 20 training sessions will be delivered.
Teachers Trainings: Each training will be of 03 days while 20 participants will be covered in one
session.
6. Last date to apply
The last date of the submission of CVs and proposal is 5th December 2013.

7. Consultant Expertise







In-depth and strong knowledge about school safety and working with school Management
committees, school councils.
Post-graduate degree in Social/Development Studies, Rural Development, and/or related field.
Proven knowledge of development sector particularly in the fields of advocacy, capacity building
along with the knowledge of various local issues in the context of South Punjab and South Sindh.
At least 10 years experience of development sector and conducting teachers and community
trainings, school Management committees.
Experience in the use of participatory methodologies and developing gender sensitive training
module with low literate or illiterate group.
SMC Training will be delivered in Saraiki and Sindhi Languages
Teachers training will be delivered in URDU language

Consultant(s) are requested to
- include their own travel and accommodation in proposed budget
- share consultancy fee event wise separately for SMC sessions and teachers trainings
