Role Purpose
To ensure HWRCs on the Staffordshire Contract are operated and maintained in a
safe and professional manner, as well as in accordance with the Environmental
Permit, Planning Permission and contractual requirements between the Group and
Staffordshire County Council, along with any schemes or initiatives brought in by
the Group and/or Staffordshire County Council.
Key Responsibilities

Demonstrate a polite and courteous manner to the public at all times, thereby
providing exemplary customer service.

Direct and advise the public, as well as supervise the deposition of all
household waste, ensuring that all material is deposited in the correct
containers with the aim of maximising recycling and diversion from landfill.

Control and direct the flow of traffic correctly within the HWRC to ensure the
safety of the public at all times.

Offer assistance to any persons with loading their waste into the appropriate
containers, making sure that all necessary health and safety precautions are
taken at all times.

Remove any items, so long as it is safe to do so, within the recycling containers
to prevent contamination. As stated in Company Policy, under NO
circumstances should you climb into a container or onto the walkway handrails.

Prevent as many recyclables from entering the general waste containers as
possible, as well as retrieve, where possible, any recyclables thrown in the
general waste containers. This MUST only be carried out if safe to do so, and
under NO circumstances should you climb into a container or onto the walkway
handrails.

To assist the Site Team Leader and Contract Management in controlling and
coordinating the safe and efficient operation of the Site in accordance with
management instructions, all Health and Safety Working Procedures,
Legislative Requirements, Site Planning Permission and Environmental Permit
at all times.

To be aware of the Environmental Permit and Working Plan, and to be
conversant with Site Risk Assessments, Safe Working Procedures, COSHH
Assessments, Emergency Procedures and other relevant SHEQ
documentation.

All Company issued work wear and appropriate PPE MUST be worn at all
times.

All accidents, near-misses or dangerous situations to be recorded and reported
in accordance with FCC’s procedures, including any violence, threats or acts of
intimidation against you, as well as any breach of rules, acts of dishonesty,
malpractice or corruption by any member of the public, visitor to the Site or
member of staff.

To unlock and lock the Site as instructed and be responsible for making sure
the Site is secure and safe.

Keep and maintain the Site facilities in a clean and tidy manner, and free from
windblown litter, including regular cleaning of gullies where necessary.

Ensure that the Site office and toilets are cleaned regularly and do not contain
inappropriate material, or items not approved by FCC.

Ensure that all activities at the Site are recorded on the daily log and visitors
sign the visitor’s book and maintain any other records required by FCC.

Ensure that no unauthorised person is allowed to sort, disturb, remove or
interfere with any material on Site.

Ensure that a waste declaration form is completed in respect of any vehicle
suspected of being trade.

To ensure that FCC Health and Safety procedures are followed with respect to
keeping the public clear of activities when vehicles servicing the containers on
Site or when mobile plant is used.

Ensure that any non-compliant material which is safe to move is placed in the
non-compliant container. If in doubt, contact the Site Team Leader or Contract
Management.

Apply salt to all frozen areas that constitute a hazard to the public, staff and onSite contractors, where weather conditions require such action.

Ensure that only tools and equipment provided by FCC are used and that they
are used in a safe manner, stored away after use and secured at the end of the
working day.

Remove all fly-tipped material immediately outside the Site and deposit in the
appropriate containers.

Attend all training courses provided by FCC.

Carry out any reasonable and safe duties assigned to you by your Site Team
Leader or Contract Management

Ensure that yourself, all Site personnel, Site Visitors and Contractors are issued
with and conform to the Site Rules.
Personal Qualities

The role involves manual handling, being active throughout the working day,
sweeping, general labouring duties and communicating with the public.

Flexible approach to duties, willing to learn and be trained, as the Site multitasks wherever possible.

Able to work both as part of a team and on own, as and when required.

The ability to understand inductions, training and communication with other Site
staff, management and the public.

Understanding of recycling and recyclable materials an advantage.

Excellent time keeping and an enthusiastic approach to duties.

Good numerical, literacy, paperwork and recording skills.

Working knowledge of Health and Safety Legislation and Operations.

Good customer care skills, good humoured, resilient and self motivated.

Willingness and capability of being trained to operate a 360º excavator.

Other Information
Location – Staffordshire HWRC Contract Sites.
This job title and job description are a generalised indication of your duties, but
these are not intended to be restrictive and on occasions you may be required to
undertake such other duties which are felt to be within your capability but beyond
the confines of your normal job.
It will be a condition of your employment that you will work reasonable overtime if
required to do so.
You may be expected to work on different FCC Sites during your employment as
deemed reasonable by management.
