Minutes MEMBERS PRESENT: Commissioners Art Luna, L. Daryl Baker, Glenn Freeman, Roger Harris, John Forell, Jeanne Pearl Wright, Carol Strachan ALSO PRESENT: Joe Brehler, Board of Commissioners Chair; John Fuentes, County Controller; Lisa Lafferty, Resource Recovery Coordinator July 14th, 2010 meeting minutes were reviewed. Commissioner Baker made a motion to approve the minutes. Commissioner Freeman seconded the motion. The motion carried. Lisa Lafferty provided an update on department activities. Ms. Lafferty attended the Olivet Fireman’s Festival on Saturday July 31st, 2010. She hosted a booth on energy efficiency and provided residents with a free compact fluorescent light bulb and information on Resource Recovery events and programs. Ms. Lafferty gave an update on the Qualified Energy Conservation Bond. She attended a Municipal Geo Utilities Workshop with Physical Plant Director, Steve Barnett, to learn about geothermal systems. The workshop provided contacts for Michigan-based companies and opportunities to fund a geothermal project. Energy Efficiency Conservation Block Grant (EECBG). Reports were made available by the energy contractor. Their findings concluded that energy efficiency improvements are needed in every building within the County Governmental Complex. Improvements to the building envelope, lighting, systems and controls will be considered. An update was provided on the Michigan Energy Efficiency Grant (MIEEG) project. The end of the project is September 30, 2010. Ms. Lafferty plans to provide home energy efficiency information and compact fluorescent light bulbs to residents at upcoming events. These events include the August 21st Rain Barrel and Compost Bin sale, the August 29th GM Lansing Delta Assembly Plant Woods and Water 5K the September 17th Household Hazardous Waste and Electronics Recycling event, and the September 24th Book Recycling & Secure Document Shredding event. Ms. Lafferty reported that 14,000 pounds of electronics were recycled during the July 16th Electronics Recycling event. The quantity of electronics recycled makes this event one of the most successful electronics recycling events in Eaton County. An update on the Household Hazardous Waste event will be provided during the next meeting. The effort to educate residents about safe disposal of pharmaceuticals continues to grow. The Potterville Pharmacy has initiated a Medication Take-Back program. Ms. Lafferty plans to contact the pharmacy for details. Saturday, August 21st at the MSU Surplus Store and Recycling Center. The event will take place The Fall Book Recycling and Secure Document Shredding event has been scheduled for September 24th in Delta Township. Flyers are available for distribution. Solid Waste Alternatives Grant program quarterly reports were due July 31st. All reports have been submitted at this time. The City of Eaton Rapids requested an amendment to their Solid Waste Alternatives Grant for an increase in grant funding for the last quarter of the grant year. Increased awareness of the opportunity to recycle in Eaton Rapids has resulted in more people utilize the recycling facility. As a result, operational costs have increased. Commissioner Forell made a motion to approve the amendment. Commissioner Harris supported the motion. Solid Waste Ordinance Reports and Solid Waste remittances from licensed waste haulers were due July 15, 2010. Four waste haulers have not submitted reports at this time. A certified letter of violation was mailed. An update will be available at the next meeting. The July 2010 Budget and Finance Reports were distributed and reviewed.
