MEMBERS PRESENT:

April 8th, 2009 meeting minutes were reviewed. Commissioner Baker made a motion to approve the
minutes. Commissioner Wright seconded the motion. The motion carried.
Lisa Lafferty provided an update on department activities. Ms. Lafferty hosted a booth at Greener
Delta on April 18th. The rain barrel model, information on upcoming events and an Unwanted
Medications Collection were available to participants. More than 100 pounds of expired prescription
medications were brought to the event which is more than twice what was brought to the event last
year.
The Department is working collaboratively with the City of Charlotte to educate residents on proper
medication disposal. The City is utilizing brochures and posters created by the Greater Federation of
Women’s Clubs (GFWC) and the Eaton County Substance Abuse Advisory Group (ECSAAG) which
identify options for proper storage and disposal of medications. The City’s cable access channel is
broadcasting the information and the Department website has been updated with this information as
well.
The Michigan Public Service Commission is offering a grant whose purpose is to improve energy
efficiency in homes, strengthen Michigan’s economy and promote environmental conservation. Delta
Township has prepared a proposal and has asked both this Department and the City of East Lansing
Department of Public Works and Environmental Services to join the effort. The grant will focus on
education and promotion of home energy efficiency, provide compact fluorescent light bulbs and
create more options for proper disposal of the mercury-containing bulbs. Commissioner Baker made
a motion to support the County’s participation in the grant. Commissioner Wright seconded the
motion. The motion carried.
The editor of the national publication Resource Recycling contacted Ms. Lafferty with questions about
the recent Eaton County Television Recycling event. Mr. Henry Leineweber is writing a story on
television recycling with regards to the digital transition and plans to include the Department’s efforts.
Ms. Lafferty will provide copies of the article once it has been published.
Ms. Lafferty provided an update on department programs. Ms. Lafferty reported on the two Book
Recycling events held in April. The events, one held locally in Charlotte and the other held regionally
in Lansing, captured 2,500 pounds of books from Eaton County residents. While the amount of books

recycled is less than in previous years, Ms. Lafferty pointed out that there are more opportunities
year-round to recover books and paper waste.
More than 400 people participated in the Regional Electronics Recycling event held on May 2, 2009.
Ms. Lafferty will provide specific details at the next Public Works and Planning meeting.
The Household Hazardous Waste and Electronics Recycling event was held on May 8, 2009. Almost
5,500 pounds of electronics were recovered. Ms. Lafferty reported that 28,000 pounds of electronics
have been recovered already this year, including the television recycling event.
The Waste Reduction Awards Program annual ceremony took place on April 9, 2009. Of the nine
awardees, four were from Eaton County. Ms. Lafferty provided the Committee with summaries on the
efforts of the winners.
The Solid Waste Alternative Grant quarterly reports were due April 30th, 2009.

the proposals will begin next week.
The April 2009 Budget and Finance Reports were distributed and reviewed.
Ms. Lafferty provided a number of miscellaneous reminders including the Rain Barrel Truckload Sale
that takes place Saturday, May 16, 2009.
The Michigan Recycling Coalition annual conference is next week. Updates on the new electronics
waste legislation will be available.
Grand Ledge Recycling Center has begun to accept Styrofoam and compact fluorescent light bulbs
(CFLs) at their facility. This is the fourth recycling center to work with the Department and provide a
year-round option to residents for safe disposal of their spent bulbs. Recycling Centers bring all CFLs
to any of the three Household Hazardous Waste events that occur each year.
Commissioner Baker made a motion to adjourn the meeting at 10:40 A.M. Commissioner Wright
seconded the motion. Motion carried.
The next Designated Implementing Agency meeting is set for 8:30 a.m. at the conclusion of the Public
Works and Planning Committee meeting on Wednesday, June 10th, 2009.
