The primary duty of the employee(s) in the position(s) allocated to this class is to spend a major portion of the time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions. Plans work loads, work flows, deadlines, work objectives and time utilization with employees. Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met. Trains employees in methods for performing an effective and efficient job. Communicates on a regular basis with employees both individually and in staff meetings. Directs the work of employees to ensure maximum utility of time and resources. Pilots a ferry boat transporting automobiles and passengers across an inland waterway. Pilots an ocean going vessel engaged in marine research. Checks all equipment for safety and efficient operation. Inspects the ship and prepares gear for voyages, plans routes and refueling stops, and obtains legal documents required for international trips. Obtains, marks, and organizes files on charts. Keeps log of all activities and boat operations. Supervises deck crew and all operational functions. Directs fire and boat drills. Knowledge of coast guard rules and regulations pertaining to passenger carrying vessels. Knowledge of marine safety and fire control procedures. Skill in the use of navigation, radio and radar equipment. Skill in the use of fire and safety equipment. Skill in the piloting, docking and undocking of passenger carrying vessels. Skill in administering first aid. Ability to supervise people. Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to communicate effectively. Ability to conduct inspections in preparation of voyages. Ability to establish and maintain effective working relationships with others. Ability to understand and apply applicable rules, regulations, policies and procedures. MINIMUM QUALIFICATIONS Licensure as a Master in accordance with Title 46, Code of the Federal Register, Chapter 1, with qualifications appropriate to the assigned vessel.
