Cwley Maritime Corporation Position Summary Name Date: 02/12/2016 Job Code A09003 Band 03 Job Family Marine Operations Job Title Port Captain Source CTM Job Management position responsible for ensuring that U.S Government vessels are operated, crewed, and maintained in compliance with U.S. Coast Guard and international regulatory requirements, Company standards, and Customer contract requirements. May involve travel to multiple OCONUS locations with extended stays away from vessels' homeports or Crowley Headquarters in Jacksonville, FL. Implements and communicates standard procedures and operating guidance to the Fleet, as well as monitors and updates Business Unit and corporate stakeholders on safety, programmatic, and environmental issues and initiatives. Coordinates with Marine Personnel and Marine Development & Compliance Departments to ensure that vessel personnel meet Customer, U.S. Coast Guard, international regulatory / STCW, and Union standards, possess required documentation for shipping, and comply with government, regulatory, and Company ing requirements. Reviews and submits mariner resumes and other documents to the U.S. Government for approval; and periodically reviews performance assessments for vessel personnel. In conjunction with Labor Relations, conducts or supports personnel investigations, participates in Collective Bargaining Agreement (CBA) disputes and grievance processes, and administers discipline to vessel personnel as required. Investigates vessel damage, spills (loss of containment), and injuries / accidents as needed. Arranges or coordinates Husbandry Agent appointments and vessel-hotel services to include, but are not limited to, assist tugs, pilots, linehandlers, courier / delivery, transportation, lodging, and medical / crew care as necessary. On behalf of the Business Unit, provides guidance and supervision to union and and non-union personnel; and when attending vessels, inspects material condition to ensure seaworthiness. Advises on and tracks U.S. Government Casualty (CASREP), Marine Incident, and Company Near Miss / Hazard Recognition reports, and serves as Quality Management System (QMS) point of contact for Corrective Action / Preventive Action (CAPA) reporting. Assists in the development and cost-effective execution of crewing / travel, training, and operational budgets. Attends U.S. Government, Customer, and company meetings and conferences as needed. Employees are accountable to management and each other to ensure every task is done safely in accordance with Management Systems or business unit procedures with the objective of continuously improving our processes. Job Scope Required Experience Minimum 5 years as a sailing officer or academy graduate with 2 years sailing. Must possess skill sets and demonstrate proven experience developing, improving and streamlining processes to meet established goals and objectives. Requires the ability to effectively manage projects that may vary in nature and scope. All Crowley positions require proficiency in Microsoft Excel, Outlook and Word. Some positions may also include proficiency in other Microsoft Office applications. Required Education Working Conditions Bachelors degree from a Maritime Academy with an USCG License. At least 10 years in the maritime industry may substitute for degree. Works outside in conditions of both hot and cold temperatures as well as inside in an office environment. Must be able to crouch and stoop to get into areas with restricted headroom, to climb ladders and to lift and carry 50-75 lbs. Exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially hazardous equipment. Ability to board vessels in rough weather and sea conditions. Long hours, ability to travel, weekend duties and 24-hour “on-call” status are essential job requirements. Must comply with all work rules, including those that pertain to safety and health.
