The National University of Ireland, Galway, seeks to appoint an academic leader and scholar
to become the first Established Professor and Head of the School of Education and Home
Economics at NUI Galway, which, following the planned integration of St. Angela’s College
Sligo into NUI Galway, will consist of the School of Education in Galway and the
Departments of Education and Home Economics at St Angela’s College, Sligo. The
combined School will be one of the largest Schools of Education and Home Economics in
the State and the new appointment will be Head of School (for an initial 4 year period) as
well as Established Professor on a permanent basis.
Education holds a special place in the university, as it not only educates graduates to
become Second Level teachers but also supplies schools throughout our catchment area
with a steady stream of new teachers. St. Angela’s College is the sole provider of Home
Economics in Higher Education in Ireland and has a very well recognised reputation for
producing excellent graduates for the Post-Primary Sector. Thus, the graduates of the new
School of Education and Home Economics are vital ambassadors for the University
throughout the region and beyond. The new School of Education and Home Economics will
be formed when St Angela’s College, Sligo formally merges with NUI Galway, which is
scheduled for September 2016. The School of Education and Home Economics will operate
on two sites, Galway and Sligo, and will have nearly 50 members of academic staff. Part of
the exciting challenge for the new Head of School and Established Professor will be to build
the staff into a single team with a strong, unified identity, while retaining the core strengths of
each institution. To help with that task, the University has plans to enable the new Professor
and Head of School to build a senior leadership team to achieve the strategic aims of the
merged School.

Applications are now sought for an Established Professor in Education. The Established
Professor will be expected to build the team in the merged School and to promote research
and teaching excellence within it. The post holder will provide leadership in multidisciplinary
projects, teaching and postgraduate supervision, publications, research grants and
professional, public and civic leadership engagement. Demonstrated qualities of academic
leadership, strategic thinking, change management, and staff mentorship are required for
the post. The capacity to build relationships not only within the School, but also with other
academic disciplines in the University will be vital to the success of the new Professor and
Head of School. In addition, the Professor and Head of School will need to foster
constructive relationships with stakeholders in the fields of Education and Home Economics.
This is a superb opportunity for a scholar with ambition and drive to create a new and
dynamic School which is greater than its constituent parts. It will appeal to those with vision,

BACKGROUND
The vacancy in the Established Professorship of Education comes at a particularly
opportune moment for the development of the discipline at NUI Galway (in both Galway and,
following the proposed incorporation, in Sligo) and within the wider national context. The
discipline has a large undergraduate/postgraduate teaching remit within the College of Arts,
Social Sciences and Celtic Studies in NUI Galway. In addition, the current NUI Galway
School has roughly 30 PhD students, mostly consisting of practising teachers studying on
part-time programme.
Education and Home Economics are core offerings on the St. Angela’s Campus at both
undergraduate and postgraduate level, while a number of other subjects are offered as
Elective Disciplines. Furthermore, the Centre for Special Educational Needs Inclusion and
Diversity (CSENID) on the St. Angela’s campus has a regional and national remit for
curriculum development, programme delivery, research and resource advancement within
the areas of inclusion and diversity and forms an integral part of the School. There is scope
for the development of the PhD supervision capacity for staff on the Sligo campus.
NUI Galway has a strategic responsibility for ITE in the West and North-West. The Irish
language programme fits within the University’s statutory role in the maintenance of
Education through Irish. ITE programmes have recently been through a cycle of radical
reform to increase the professional standards of new entrants to the profession and to give
them the research skills to equip for continuous professional development throughout their
careers. The ITE programmes are now subject to a regular cycle of accreditation.
Consequently, the holder of the Established Professor of Education occupies a national
leadership position and should have the vision, energy and commitment to discharge these
responsibilities effectively.
On both campuses, staff have responded proactively to the changing landscape of ITE in
Ireland and have been keen to develop the use of new technologies and to enhance their
own research competencies to respond to the sectoral needs. The merged School will have
the critical mass to be a major player nationally and internationally and the new Professor
will have the opportunity to build a team to lead the School’s research to a new level of
visibility and impact.
Within this newly formed School of Education and Home Economics there will be a
designated Centre of Excellence for Home Economics with a designated Director based on
the St. Angela’s Campus in Sligo. The post-holder will have the responsibility to support the
growth and development of this discipline and to promote the national and international
profile of this Centre both from a teaching and research perspective as well as a community
engagement perspective.
JOB DESCRIPTION
Principal Duties and Responsibilities
The purpose of the post is to undertake leadership, teaching and research in the new School
of Education and Home Economics. The successful applicant will be required to build a team
from the constituent parts of the merged School, to develop synergies in programme
delivery, to lead continual programme renewal, and mentor colleagues to support the
emerging research culture in the School.
Overall, this position is to provide leadership in the development of the disciplines of
Education and Home Economics in the School, College and University, through excellence
in the following areas:
Leadership
•
It is essential that the individual appointed will have outstanding leadership abilities,
as they will serve as Head of School, for an initial period of four years, from the date of
taking up the post.
•
It is essential that they have demonstrated capacity for change management, as they
will need to mould a coherent School from its constituent parts, while continuing to operate
on two sites.
•
The post-holder will have demonstrated capacity to build effective teams. The postholder will be required to work with the entire staff cohort to develop a team ethos and will
have the opportunity to build a leadership team in the School.
•
The post-holder will be an outstanding mentor as s/he works with the staff of the
School to develop their careers and research profiles.
•
The candidate will have outstanding interpersonal skills, as building effective
relationships between colleagues will be essential to the success of the School.
Teaching
To give instruction and supervision to students of the University in courses and programmes
organised by the School or to which the School contributes to another School or College. Such
duties to include curriculum and course design, preparation and delivery of lectures, tutorials,
project supervision and general examination and other assessment responsibilities. The postholder is also required to be available to students for academic counselling and advice. In some
disciplines, academic activities may also include laboratory, workshop or clinical instruction,
supervision of fieldwork, site visits and other off-campus activities.

The post-holder will show a strong commitment to teaching at all levels within the
University and will personally engage in undergraduate and postgraduate teaching
activities. S/he must be willing to embrace new opportunities and develop innovative
teaching programmes.
•
The post-holder will oversee the development of, and participation in, delivering
teaching programmes which will engage and inspire students at all levels and ensure
a strong focus on quality teaching and actively participate in the continuous review
and development of teaching skills and methodologies in the discipline.
•

to promote and engage in the development of collaborative research.
•
It is essential that the individual appointed will have an established research
programme as evidenced by publications in peer-reviewed journals and monographs.
•
It is essential that the post-holder have an established track record in successful
initiatives for national and international research funding applications. The postholder will have the reputation and potential to make applications to funding agencies
to support his/her research programme, including the support of research students
and/or postdoctoral fellows.
•
The post-holder will have demonstrated capacity to attract postgraduates to the
School and provide evidence of active supervision of high-level PhD and postdoctoral researchers. The post-holder will be proactive in inviting PhD students to
participate in research projects.
•
A record of developing a creative research environment through initiatives such as
developing and leading PhD courses, research collaborations or research summer
schools for example is desirable.
•
The post-holder will be a leader in their field and contribute to the direction and
development of Education and associated bodies of knowledge through planning and
leading research of outstanding quality. S/he will lead and develop others to make
the most effective contribution to the discipline and encourage multi-disciplinary
collaborative research within the University and externally.
•
The post-holder will support the growth and development of the designated Centre of
Excellence for Home Economics on the St. Angela’s Campus and facilitate the
development of new programmes and research activity within this Centre.
•
It is desirable that the candidate should have well-developed academic networks that
contribute to sustaining the reputation of NUI Galway as a centre of research
excellence.
Contribution and Scholarly Activity
To participate in academic administration at School, College and University levels as part of their
contribution to the University. To engage with the wider community regionally, nationally and
internationally from a civic, economic, social and cultural perspective as a contribution to the life of
the University. In representing the University externally, the post-holder is expected to maintain
the highest professional standards, thereby enhancing the reputation of the University. The postholder is expected to engage in scholarly activity such as, but not limited to, refereeing of journals,
membership of discipline related advisory bodies and peer review panels and work associated with
external examinership.

development of the disciplines of Education and Home Economics and the School,

ELIGIBILITY REQUIREMENTS
Essential Requirements:














Normally, a Ph.D. (or equivalent qualification) in Education or related field
Teaching experience at third level
Active research profile and strong research and publication record [Recent publications
in well regarded peer-reviewed international journals and/or monographs]
A strong personal profile in internationally recognized research, which will contribute to
sustaining the reputation of Galway as a centre of excellence for leading academics in
the field of Education.
A track-record of, and willingness to lead major research funding bids. Evidence of
leadership in developing new and significant research initiatives that enhance the
discipline of Education required.
The successful candidate must exhibit active and dynamic leadership qualities at
national and international levels in the field of Education.
Proven leadership and change management skills
Excellent interpersonal and communication skills appropriate to the leadership role
Demonstrated capacity to build relationships and to work with other stakeholders within
the University
Demonstrated capacity to lead and build teams

B. Incentivised Scheme for Early Retirement (ISER):
It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in
Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred
from applying for another position in the same employment or the same sector.
Therefore, such retirees may not apply for this position.
C. Pension Entitlements:
This is a pensionable position. Details of the applicable Pension Scheme will be
provided to the successful candidate. The Pension element of this appointment is
subject to the terms and conditions of the Pension scheme currently in force within
the University. This Scheme may be amended or revised by the Irish Government or
its agents at any time.
The Public Service Superannuation (Miscellaneous Provisions) Act 2004 set a
minimum retirement age of 65 and removed the upper compulsory retirement age for
certain New Entrants to the Public Sector on or after 1 April 2004. Effective from 1st
January 2013, The Single Public Service Scheme applies to all first-time new
entrants to the public service, as well as to former public servants returning to the
public service after a break of more than 26 weeks.
Retirement age set, initially, at 66 years; this will rise in step with statutory changes
in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028.
Compulsory retirement age will be 70.
D. Declaration:
Applicants will be required to declare whether they have previously availed of a
public service scheme of incentivised early retirement.
Applicants will also be

required to declare any entitlements to a Public Service pension benefit (in payment
or preserved) from any other Public Service employment and/or where they have
received a payment-in-lieu in respect of service in any Public Service employment.
E. Collective Agreement: Redundancy Payments to Public Servants :
The Department of Public Expenditure and Reform letter dated 28th June 2012 to
Personnel Officers introduced, with effect from 1st June 2012, a Collective
Agreement which had been reached between the Department of Public Expenditure
and Reform and the Public Services Committee of the ICTU in relation to ex-gratia
Redundancy Payments to Public Servants. It is a condition of the Collective
Agreement that persons availing of the agreement will not be eligible for reemployment in the public service by any public service body (as defined by the
Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period
of 2 years from termination of the employment. Thereafter the consent of the Minister
for Public Expenditure and Reform will be required prior to re-employment. People
who availed of this scheme and who may be successful in this competition will have
to prove their eligibility (expiry of period of non-eligibility) and the Minister’s
consent will have to be secured prior to employment by any public service body.
F. Department of Health and Children Circular (7/2010)
The Department of Health Circular 7/2010 dated 1 November 2010 introduced a
Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy
Schemes (VRS). It is a condition of the VER scheme that persons availing of the
scheme will not be eligible for re-employment in the public health sector or in the
wider public service or in a body wholly or mainly funded from public moneys.
The same prohibition on re-employment applies under the VRS, except that the
prohibition is for a period of 7 years, after which time any re-employment will
require the approval of the Minister for Public Expenditure and Reform. People
who availed of either of these schemes are not eligible to compete in this
competition.
G. Declaration
Applicants will be required to confirm whether they have previously availed of a
public service scheme of incentivised early retirement and/or the collective
agreement outlined above. The above represents the main schemes and agreements

restricting a candidate’s right to be re-employed in the public service. However it is
not intended to be an exhaustive list and candidates should declare details of any

Assessment Procedure
(a) Board of Assessors
Applications will be considered by a Board of Assessors, which will shortlist and
interview candidates and report to the College, the Academic Council and Údaras na
hOllscoile.
All applications and other materials submitted by applicants will be treated in strict
confidence by all panel members and others involved in the administration of the
recruitment. No information about the identity of applicants, or details of their
applications, will be released to others, except where it is necessary as part of the
selection process. For example, shortlisted applicants will be asked to present to the
Board of Assessors and Members of College and Members of College may view the
full copy of all applications received (including those shortlisted and not shortlisted)
for an academic post by making a request/appointment to the HR Office.
(b) Presentation & Interview Dates
Candidates will be advised of arrangements in due course. We endeavor to give as
much notice as possible for interview dates etc., candidates should make themselves
available for interview and presentation on the date(s) specified by the University.

(e) Offer
All candidates will in due course be notified of the outcome of their application. The
Human Resources Office will offer the post to the candidate appointed once the
appointment has been made by the University Appointing Authority.
The successful candidate will be required to submit evidence of age, original
qualifications and may be required to complete a medical examination. Once a
conditional job offer has been made, the candidate will be asked to complete a preemployment health questionnaire that the University’s Occupational Health Service
will use in order to assess medical fitness to undertake the duties of the post.
The information provided on the questionnaire will be used (i) to assess the
candidates medical capability to do the job applied for; (ii) to determine whether any

Appointment
The appointment will be made by the President, following adoption of the report of
the Board of Assessors by the College of Arts, Social Sciences and Celtic Studies.

by the President, following adoption of the report of the Board of Assessors by the
Academic Council. In the event that the Academic Council does not adopt the report
of the Board of Assessors, the decision as to the appointment, will be made by Údaras
na hOllscoile (The University Governing Authority). All candidates will in due
