Louisiana Notaries derived from the old “Solicitor” used in Northern Louisiana because of the shortage of attorneys to execute, mortgages, successions, leases, etc. The broad powers were put in place to assist the working poor. Duties of Notaries vary from state to state; Louisiana is the only state in the

Union that has Civil Law Notaries. Louisiana Notaries are duly commissioned by the Governor for Life; they are governed by broad civil law powers reserved for attorneys in other states. No Louisiana Notary can represent anyone in a court of law before a judge unless they approved by the bar or going pro sec.

They cannot give legal advice but can dispense Notarial Advice. Notaries may prepare any document relative to civil law to include, succession, last will and testament, mortgage, LLC, appraisments, matrimonial, conveyances, protests, acknowledgments and prepare authentic affidavits and all instruments in writing. A properly signed civil law contract with two witnesses is an authentic act that can be disputed in a court of law, but almost impossible to overturn.

Notaries go as far back as the 14 th Century. New Orleans is the home of the Notarial Archives established in 1867 by the Louisiana State Legislature it contains over 40 million pages of signed acts by

New Orleans Notaries that go back three centuries. It is the only archive in the US dedicated to Notarial records.

2 nd speaker – Jeremy Hidalgo – School Board Member District

Superintendent of Schools Dr. Donald Aguillard will the guest speaker for the July Meeting.

School Board will conducted a public meeting at Broussard Community Center, June 10, to discuss the potential rezoning of children that currently live in Broussard and attend Youngsville Schools. The School

Board have identified 180+ Students that live in the area near N. Larrivere, Hwy 92, St. Etienne Road and

Fairfield toward Hwy 90 one mile deep. Those students would be redirected to Katherine Drexel

Elementary and Broussard Middle to reduce overcrowding at Youngsville Schools and to allow for future growth. School Board hopes to they can compromise with parents to come up with a solution.

Additions are currently underway at Green T Lindon and Youngsville Middle School at the end of both phases there should be at least two to three spare classrooms to prepare for the influx of families moving into the community.

The School Board recently identified 95-100 million of bonding capacity to build a new high school in

Youngsville and add 3 wing additions to middle schools. The estimated costs of the new high school is 65 million. A good learning environment and academics is the primary goal. There will be athletics with a school mascot and football, baseball and most sports. There will be no football or baseball stadiums we hope to utilize local resources. At least three years before the new high school is built.

The additional funds will be used for wing enhancements at Plantation Elementary, Milton Elementary-

Middle School and Katherine Drexel Elementary. While we do have overcrowding issues at Ernest Gallet we recognize that some of those students come to Youngsville from Pinhook Road area and we will have to address that phase of rezoning in the near future possible rerouting them to Plantation Elementary.

We can barely keep up with the growth at Milton Elementary-Middle. There are ten empty classrooms at Katherine Drexel 110 of the redirected children from Youngsville Schools would occupy those classrooms. There are 7 empty classrooms at Broussard Middle School. Our plans for Katherine Drexel expansion are to bring the English Second Language program to one facility rather than busing students throughout the parish.

Addressed questions from the audience about butler buildings and high school project timeline, school of choice as it relates to the new high school.

Ken Ritter publicly complimented School Board Member Jeremy Hidalgo, District on being approachable, a pleasure to work with and his ability to connect all of the pieces on the high school project. He also complimented the school board as a whole on their efforts. Mr. Hidalgo thanked

Mayor Ritter and recognized the Mayor and City Council for the commitment to the project by providing infrastructure by way of sewer, water and potential road improvements for the high school project.

Reported on new initiative 5.5 acres on Hwy. 92 near the fire station (where fireworks stand is twice per year). The City hired a landscape architect look at property and come up with conceptual design of what to utilize. The design includes a one-acre dog park (as requested by residents), walking trail, lots of trees and a pond with berms. Funding not secure a this time but he hopes to include it in the budget as they move forward with budget process. This would work well with the approved 6 ft. sidewalk project that

has already been approved by the council from City Hall to Sugar Mill Pond. Mayor and Council are consumed with budget at this time they are working diligently to assure the needs of community are addressed during this process.
