Travel will be required the West (South) Region. This
includes the counties of Cork, Kerry, Limerick, Tipperary
and Clare but travel and work within other counties may
be required
Clúid Housing (Clúid) is a not-for-profit organisation with a vision of a society where everyone
has a great place to live. Clúid achieves this through its mission of providing quality housing
and services which enable residents to create homes and thriving communities. Clúid has
120 staff to ensure that it has the capacity to meet this mission. To date Clúid has provided
4,924 properties to low income families and single people in housing need all over Ireland.
The Technical Manager is responsible for our new and old stock, you will undertake day to
day detailed inspections of work in progress on designated projects to ensure they are
carried out in accordance with the contract documents and also carry out surveys, diagnose
repairs and provide remedial advice on technical issues; carry out void inspections and
provide technical feedback on design and construction related matters. You will also assist in
the procurement and administration of construction Contracts.

Role: Technical Manager
Role Overview: New Build: To undertake day to day detailed inspections of work in progress on
designated projects to ensure they are carried out in accordance with the contract documents.
Existing Housing: Carry out surveys, diagnose repairs and provide remedial advice on technical
issues; carry out void inspections and provide technical feedback on design and construction related
matters. Assist in the procurement and administration of construction Contracts.

Key responsibilities:
Main Duties of the post holder
 To undertake a range of surveying duties to the Association’s property stock portfolio. To
diagnose defects and to recommend the most appropriate and economic remedial action.
Monitor and take corrective action against the contractors undertaking the day-to-day repairs
 Carry out void inspections when requested and raise works orders for any inspected works
 Carry out inspections and raise works orders on grounds maintenance, building cleaning
contracts and other maintenance service contracts, where requested
 Assist in the procurement and management of the planned programmes and services
contracts; control effectively the quality of works carried out; ensure defects liability
inspections and rectification work is completed; assist in the technical appraisal,
specification, contract and financial management of planned and capital repair projects as
required
 Offer technical advice and support to other staff
 Provide advice in the preparation of budgets for day-to-day / reactive repairs, voids,
planned/cyclical programmes and other budgets as required
 Assist in managing expenditure once committed to individual projects, within standard
operating procedures.
 Provide clerk of works service on nominated projects
 Work with National Office and Regional staff to put in place maintenance policies and
procedures.
 Arrange for Building Energy Rating assessments to be carried out using DEAP software on
both new and existing housing stock to ensure that the associations obligations under the
Energy Performance of Buildings Directive are complied with
 Where required, act as Project Supervisor Design Process on Clúid’s cyclical maintenance
programme to ensure that the association’s obligations under the Safety, Health and Welfare
at Work Act 2005 and the Construction Regulations 2006 are complied with.

Specific Duties and tasks expected of the post holder
New Developments
Provide a clerk of works service on designated sites by:
 Inspect setting out and levels for compliance with the Contract Documents
 Inspect materials delivered to site, including those of sub-contractors, for compliance with the
Contract Documents. Inform the Association and Contractor of any materials found not to
comply
 Inspect all Works in progress, including those of sub-contractors, throughout the execution of
the Building Contract, for compliance with the Contract Documents. Inform the Association or
the Architect if any Works found not to comply
 Visit, as agreed with the Association, the premises of the Contractor, sub-contractors, and
suppliers, where components are being manufactured off site, and inspect compliance with
the Contract Documents. Inspect components delivered to the site for compliance with the
Contract Documents. Inform the Association and Contractor if any found not to comply
 Keep records of, and mark up drawings with the dates of installation/erection of the various
elements of the structure, services, satisfactory test dates of drains etc., and record the
positions, levels etc. as fixed off drains and other external services
 Maintain records of variations and hidden work.
 Check day work sheets submitted by the Contractor, and sign or reject as appropriate. Note
that they are only signed for record purposes only.
 Maintain a diary, prepare and submit a weekly report, in the prescribed format, to Clúid’s
Development Manager on the general progress of the Works, labour force, weather etc.
Prepare and submit detailed reports of any incidents, variations, unusual circumstances,
information-required etc. as necessary to the Association
 Witness tests required by the Association, including re-tests, maintain records of location,
dates, results and other relevant information, report as necessary, maintain a register of test
cubes and contact Association for instructions in the event of any unsatisfactory test results
 In consultation with the Association, explain to the Contractor’s staff, as necessary, drawing
details, specification clauses and Association’s instructions
 Record the details of any occurrence or situation thought likely to cause delay, or of any
delays that do occur in relation to the Building Contract, and inform the Association
 Provide practical advice as necessary to the Association in relation to the project designated
in the Building Contract
 Submit any queries on the drawings and specification to the Association and/or the Architect.
Draw the attention of the Association and/or the Architect to any apparent discrepancies
noted in the drawings, and between drawings and specification and measured items in the Bill
of Quantities
 Issue Clerk of Works instructions within a specific period of time in relation to the Building
Contract covering urgent matters in close collaboration with the Association and/or the
Architect
 Carry out inspections at completion stages; prepare schedules of defects for the use of the
Association and its design consultants
 Provide sound technical and related policy advice in conjunction with defects surveying and
the compilation of remedial specification
 Provide regular feedback on issues relating to the quality of design and construction for
incorporation into Clúid’s development design guide and other technical briefs and to provide
feedback on contractors’/consultants’ performance and financial limitations.
 Ensure all construction work is carried out in accordance with current Building, Planning,
Health & Safety and Housing Management regulations
 Assist the Development Manager and HR to organise Clerk of Works services to other
designated sites

 Provide sound technical and related policy advice in conjunction with defects surveying and
the compilation of remedial specification
 Prepare and present reports and statistics as required.
 Liaise with the Development Manager on latent defects, carry out inspections of properties at
the end of the defects liability period in order to identify defects for action via Employer’s
Representative
 Arrange for BER assessments to be carried out and for the issuing of energy Certificates as
required
Existing Housing:
Responsive Maintenance
 Work with the Housing Manager ensure that the regional office of Clúid Housing Association
has an appropriate number of suitable contractors for day to day and specialist repairs.
 Where requested, assist Housing Manager in setting up and ensuring the delivery of annual
gas and oil heating system servicing programmes for each estate
 Where requested, liaise with housing management, tenants and leaseholders as appropriate
on day-to-day maintenance enquiries, routine repairs, void inspections, diagnosing building
defects, ordering remedial works etc.
 Visit the property and carry out an initial technical appraisal, including making preliminary
enquiries with the local authority regarding statutory requirements. This appraisal may
include an approximation of costs, an outline timetable and suggested contract procedures.
 Prepare written reports on defects and other property condition issues including where
necessary the preparation of detailed specifications and contract documentation.
 Liaising with statutory authorities and insurance loss adjusters where necessary
 Monitor the progress of maintenance and repair works with periodic site visits, supplying
information to the contractor for the completion of the scheme in accordance with the
contract. Administer the contract during the progress of the work including the issuing of
payment certificates, surveyor instructions and variation orders.
 Arrange for BER assessments to be carried out and for the issuing of energy Certificates as
required
 Where required, oversee the maintenance and service contracts for communal equipment
and facilities.
 Undertake 10% quality checks on repair work.
Stock Condition / Reinvestment / Cyclical Redecoration
 Carry out detailed site inspections (stock condition surveys) of property stock.
 Diagnose building defects, assist in the preparation of specifications and programmes of work
and where required, obtain competitive tenders / quotations to complete work as part of
Clúid’s cyclical programme
 Review the contract documents in liaison with the Housing Management Staff
 Where required, act as Contract Administrator ensuring that standards and quality are
maintained from inception to completion on all projects undertaken Administer the contract
during the progress of the work including the issuing of payment certificates, surveyor
instructions and variation orders.
 Where such an appointment is required, act as PSDP throughout the Contract
 Carry out resident liaison duties in connection with the programme
 Update the housing stock data base to ensure its accuracy and relevance
 Carry out defects liability inspections and ensure rectification work is completed
Aids and Adaptations
 Inspect properties where requests for aids and adaptations have been made
 Liaise with Housing Officers to inspect properties and agree extent of works

 Prepare specifications and drawings for the works, tender and supervise to completion
General
 Ensure that building contractors employed by the Association on maintenance work operate
within the equal opportunities guidelines and health & safety legislation.
 Report premature failure of decorative finishes requiring changes to the Redecoration
Programme
 Prepare or obtain record drawings and supply initial guidance on maintenance. Prepare and
present a complete design for the repair scheme with estimated costs. Attend resident
liaison meeting as and when required.
 Identify patterns of disrepair and other indicators and make suggestions for remedy
 Assist the Regional Director to develop strategies for addressing long term maintenance and
property stock condition issues
 Contribute to the work of the Region as a whole in ensuring a co-ordinated approach and best
value across the property and asset management functions.
