Assess all drawings and check for compliance with the codes Check certification of tradesmen if appropriate Notify Regulatory Services Officer. of approved decisions or of further requirements. . Building Compliance Conduct site visit to assess compliance with consents Issue Notices to fix as required Issue code compliance certificates Follow up none compliances notices Plumbing & Drainage Compliance Inspect for compliance with plans Test for leaks and functionality . JOBHOLDER IS SUCCESSFUL WHEN Complete processing of consents within 20 working days Advise applicant for further information if required. Complete all inspections and ensure compliance Complete all compliance. inspections and ensure Conduct site visit to assess compliance with plans Conduct plumbing and moisture test for compliance Initiate correspondence to set out compliance requirements where work has deviated from approved consents/or where there are disputes between other parties. Complete all compliance inspections and ensure Final Inspections Conduct site inspection when consented work is completed Issue a code compliance certificate where all work has met code requirements Issue code compliance certificate Ensure all inspected fencing meet the requirements of the act. Take a lead role in ensuring compliance with Council’s Quality Manual Ensure up to date and accurate documentation is held on Council’s systems as an accredited Building Control Authority. Take a lead role in communication/liaison with IANZ on Council’s assessment as a Building Control Authority. Take a lead role in remedying an areas not meeting IANZ requirements and attendance to resolve of any corrective actions. Pre-Line Inspections Fencing of Swimming Pools Inspection of fencing of swimming pools as required under the act. IANZ Assessment – Accredited Building Control Authority General Partake in Civil Defence as and when required. Any other duties that may be assigned from time to time by the Planning & Regulatory Manager, Senior Planner or Chief Executive. Team work Make a positive and creative contribution to the regulatory team to assist in the enhancement of the council and community at large. Work with the council staff when required in a collaborative manner to ensure the betterment of all the services and departments as a whole council entity Guide and encourage colleagues to understand the councils business and their role within it Complaints Receive complaints and investigate Take steps to resolve in a collaborative manner with all parties Manage work load to contribute to the health and well being of the district Resolve disputes in an amicable manner with no legal ramifications to Council Consumer satisfaction The Officer is employed by the Carterton District Council engaged for the works as specified above. Council however does have cooperative arrangements with South Wairarapa District and Masterton District Councils where the officer may be seconded from time to time providing staff resource as and when required. PERSON SPECIFICATION Knowledge/Experience Building Inspection Experience Working knowledge of computers Understand the needs of the community in providing a public service A good understanding of the requirements under the Building Act and Building Code. Continuing training/qualifications in order to maintain good understanding of current and new legislative requirements. Key Job Competencies A team player, contributing to the Planning & Regulatory Department in both technical areas of expertise and through work with other departments and staff. Mature, friendly in manner and have proven skills in dealing fairly with the public, tradesmen and other organisations. Ability to work in a changing environment.
