ROLE PROFILE
Job Title: Emergency Child Protection Program Manager
TEAM/PROGRAMME: Programme Implementation
LOCATION: Maban, South Sudan
GRADE: 4
CONTRACT LENGTH:
Fixed Term - 10 Months
Child Safeguarding:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access
to children or young people
ROLE PURPOSE: The Child Protection (CP) Program Manager (PM) is a member of the program
implementation team in Save the Children’s South Sudan Country Office.
They will be responsible for managing child protection project and activities implemented in Upper Nile
state, under UNICEF funding and ensure that project activities are consistent with Save the Children’s
programming principles and approaches, draw on relevant best practices and lessons learned, enable
children to attain their rights and are compliant with donor regulations. The post holder will play an
important role in the technical development of child protection national staff, especially the capacity building
of the Assistant Programme Managers, Project officer and Assistant project officers. As part of Save the
Children’s dual mandate, they will also participate in emergency preparedness activities and be ready to
respond in the event of an emergency.
SCOPE OF ROLE:
Reports to: Emergency Team Leader
Staff directly reporting to this post: Direct program staff
Budget responsibility: Responsible for managing technical components of Child Protection in all the
UNHCR/DANIDA and UNICEF grants
KEY AREAS OF ACCOUNTABILITY:
As a member of the Programs Implementation team, contribute to:
 Promotion of Save the Children’s values of accountability, ambition, creativity, integrity and collaboration
through personal role modelling and capacity building with the program team
 Encouraging a team culture of learning, creativity and innovation, and freeing up our people to deliver
outstanding results for children and communities
 Establishing, maintaining, and improving active and regular working relationships with: relevant
government authorities, donors, partner agencies and communities
Management of Program Implementation
 Responsible for management of Child Protection program implementation in Upper Nile State ensuring
that proposed results are achieved on time, within budget and in compliance with donor regulations.
 Manage program budgets including monthly budget forecasting and quarterly budget revisions.
 Provide technical leadership on program implementation methodologies in line with good practice and in
collaboration with the child protection technical advisor.
 Ensure that programs are implemented in ways that are responsive to communities and children, in line
with Save the Children’s principles, values and strategic plan and compliant with procedures.
 Work with relevant government and non-government partners to strengthen capacity on child protection
programming and advocate for improved child protection systems and policies.
 Manage program partnerships including partner capacity building, follow-up and reporting.
 In close coordination with the child protection technical advisor, participate in proposal development
processes related to child protection programming.
 Work to develop timely and high quality progress and final reports for external and internal use. These
should be results-based and demonstrate progress against agreed indicators.
 Ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal
and external reporting.

Staff Management, Mentorship, and Development
 Contribute to the recruitment of a team of program staff, building technical and planning capacities and
supporting them to play a leadership role in program implementation.
 With the child protection technical advisor and the field manager, build staff capacity and understanding
of their role in both a development and emergency response context.
 Supervise, mentor and manage the program implementation team ensuring that staff achieve the
program’s expected results on time and within quality standards.
 Work with staff to define each person’s performance objectives and professional development plan and
evaluate direct reports regularly.
Collaboration and Representation
 Regularly coordinate and collaborate with other program managers and program teams to strengthen
programmatic synergies and impact for children in Upper Nile State.
 Represent child protection programming on behalf of Save the Children with government, nongovernment agencies, and communities and within the organisation as appropriate.
Emergency Preparedness and Response
 Actively participate in the Country Office’s emergency preparedness and planning processes
 Where possible, integrate emergency preparedness in all program planning and team meetings to
ensure that it is being considered in all stages of program planning and implementation.
 In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.

QUALIFICATIONS AND EXPERIENCE
 Recommended a minimum of 5 years management experience in a corporate or an NGO environment,
including experience directing and implementing programs for children in both emergency and
development contexts, preferably with solid experience in more than one of the Save the Children
priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and
emergencies
 A Bachelor’s degree in human right law, Social science, OR development work or another relevant topic
 Recognized leadership role in relevant technical areas at both field and country level
 A very good understanding of child protection issues facing children in Iraq and sufficient field
experience in similar settings to design and implement innovative, appropriate solutions.
 Ability to work effectively with people of diverse backgrounds, to motivate and inspire and to promote

Demonstrable commitment to humanitarian principles and accountability frameworks, especially in
working with very vulnerable populations.
At least basic experience and knowledge of effective financial and budgetary control
Ability to prepare draft reports against expected results and indicators

Experience of working in an emergency setting and/or commitment to build that capacity
Flexibility and a sense of humour – ability to work, live and thrive under challenging circumstances

Fluency in written and spoken English; ability to communicate in Arabic would be an asset
