Vacancy Announcement The United Nations Children’s Fund (UNICEF), Bangladesh is seeking applications from Bangladeshi nationals for the following consultancy positions: Position: National Consultant (Civil Engineer), WASH Number of positions: Three Field Engineers Each consultant will report to the respective UNICEF Zone office (Rangamati, Khulna and Barisal) and will be liaising with the Dhaka-based consultant Engineer on a daily basis. The consultant reporting to Rangamati office will be responsible for visiting construction/rehabilitation sites around Kagrachari, Bandarban and Rangamati districts . The consultant reporting to Khulna zone office will be responsible for visiting construction/rehabilitation sites around Khulna and Sathkira districts. The consultant reporting to UNICEF Barisal zone office will be responsible for visiting construction/rehabilitation sites around Patuakhali and Narail districts. Purpose of Assignment: UNICEF WASH section is currently engaged in an ambitious programme constructing water, sanitation and hygiene facilities in schools across Bangladesh with financial support from a number of donors. The design of the current programme is based upon learning from other large-scale WASH programmes, including the Sanitation, Hygiene Education and Water Supply in Bangladesh (SHEWA-B) programme as well as Environmental Sanitation, Hygiene and Water Supply in Rural Areas (ESHWRA). As part of the current programme, UNICEF is supporting the construction and rehabilitation of WASH in School facilities (latrines, water points and handwashing facilities) in primary and secondary schools using a mixture of the recently adopted national Standards as well as piloting some new designs while simultaneously, collecting information on the appropriateness of school WASH facilities which have been constructed in historical programmes. It is anticipated that learning from the historical interventions will be collated and will assist the review of the recently approved national standards. Field Engineers are sought to offer independent support to the WASH section, at a field level, to assist with Quality Assurance and field monitoring of the WASH facilities in Schools under construction/rehabilitation as well as a proportion of those constructed since 2011 under other projects. The activities of the three engineers will be coordinated by an Engineer, based in Dhaka with travel to the districts. Major duties and responsibilities: Carry out site inspections of WASH facilities under construction in schools to determine compliance with the agreed designs, highlighting any issues of concern. Conduct inspections of constructed WASH facilities in schools to determine compliance with the agreed designs, completion, structural integrity and functionality. Carry out site inspections of WASH facilities in schools being rehabilitated to determine compliance with the planned activities, highlighting any issues of concern. Conduct inspections of rehabilitated WASH facilities in schools to determine compliance with the agreed activities, degree of completion and functionality. Provide technical advice to respective NGOs on issues relating to progress, quality, adherence to designs and standards and timeframes for remedial action. Maintain up-to-date records of progress and construction/rehabilitation timeframes for each of the sites to enable phased release of payments to NGOs. Report on the construction/rehabilitation progress on a bi-monthly basis in addition to key activities conducted over the reporting period. Contribute to a final report (using a UNICEF-approved structure) including recommendations Qualifications and experience required for the assignment: Bachelor’s degree in Civil Engineering from a recognised institution; At least three years’ experience conducting inspections of construction and rehabilitation sites; Experience in the design of WASH facilities; Familiarity with the issues around poor construction and poor maintenance of WASH facilities; Knowledge of the situation of WASH in School facilities and activities in Bangladesh; Excellent coordination capacity with individuals, community group representatives, NGOs, WASH officers, and government officials; Demonstrated ability to monitor progress through regular and accurate updates; Highly developed skill sin reporting and the presentation of results; Excellent spoken and written Bangla and English.
