TERMS OF REFERENCE UNICEF KIRA Programme/Project Title: WASH Programme in the Kyrgyz Republic Consultancy/Services Title: WASH Project Manager Consultancy Mode: National Type of Contract : Consultant Individual Contractor Mode of Selection : Competitive Single Source Duration of Contract : 11 months From: 01/06/2014 International Institutional To: 30/04/2015 Objective/purpose of the consultancy/services Overall objective of the consultancy is to provide project management advice and engineering supervision support for the Water, Sanitation and Hygiene promotion programme in the Kyrgyz Republic. Background Subsequent to the initial intervention in 2010, which revealed longstanding problems with Water, Sanitation and Hygiene promotion (WASH) UNICEF is providing a more extensive support to the people of Kyrgyzstan, particularly targeting women and children. As part of the WASH Programme, in 2012-2015 UNICEF will be constructing water and sanitation facilities, renovating buildings and internal heating systems in selected schools, pre-schools and health care institutions. UNICEF will also be working on hygiene education and strengthening WASH sector performance by improving coordination, updating relevant norms and standards and raising the profile of the sector through promotion campaigns and advocacy. WASH programme two year budget for hygiene education and construction projects is well over USD 5,000,000. There is a need for a consultancy input to assist Country Office in implementation of the expanded programme, especially in terms of management and supervision of large construction projects. Scope of work and key tasks Under the overall supervision of the Deputy Representative and guidance of the WASH Programme Officer, WASH Project Manager will: 1. Review and update the work plan for effective implementation of the WASH programme including the ongoing projects on “Establishment of Child-Friendly Learning Spaces through Rehabilitation of Educational Institutions in the Kyrgyz Republic”, “UNICEF-DFID Equity Project”, “The Second Rural Water Supply and Sanitation Project” and WASH Institutional Strengthening Project funded by the Government of the Russian Federation; 2. Review and provide inputs to water and sanitation designs for schools and healthcare centers; 3. Carry out technical supervision of the design activities and construction works in schools, kindergartens and healthcare centers of target municipalities; 4. Support development, planning and implementation of activities aiming at improving sustainability of hygiene education and operation and maintenance of WASH facilities. 5. Support project management works with stakeholders and partners (NGOs, private consultants, and contracting companies); 6. Contribute to development of recommendations to the national legislation regarding standards and regulations for WASH in schools by preparing required supporting documentation; 7. Assist in determining capacity gaps and support capacity development of government and/or non-governmental partners in close coordination with other donor partners; 8. Review and provide inputs on WASH programme related M&E activities to track progress and evaluate results. Consultant will work on methodology for baseline studies, monitoring tools, technical assessments for WASH infrastructure and hygiene practices at the community level; 9. Provide inputs to joint activities with Communication for Development, Education and Health and Nutrition sections; 10. Conduct capacity building activities for the UNICEF WASH programme in Kyrgyzstan; 11. Review and provide inputs to contingency planning, replenishment of WASH NFI stocks and development of sector capacity to respond to emergencies; 12. Consultant maybe required undertaking additional roles for other projects in the same geographical area, and other duties as required. Reporting and supervision The WASH Engineer will report to the the Deputy Representative for general issues, technical, programme and policy functions. Qualification/level requirements Degree in engineering, social science, environmental health, water and sanitation, and appropriate post-graduate qualifications; Five-eight years of professional development experience in the WASH sector including experience in emergency response and contingency planning; Experience in implementing, designing or coordinating WASH in Schools programmes; Familiarity with community-based sanitation programs, and with a diversity of latrine designs for rural communities; Ability to effectively coordinate with government, NGO and local stakeholders essential; an understanding of sector coordination mechanisms an asset; Ability to formulate policy recommendations and conduct advocacy at the policy level; Analytical and conceptual ability; demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior change; Technical experience in construction and WASH in the Central Asian context; Project and advanced Contract Management experience with multi-million dollar construction/renovation projects; Experience in conducting capacity development in WASH at the local and sector levels; Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization; Prior work experience in the CEE/CIS regions, understanding of the political context an asset. Duty station and official travel involved The Consultant will be based in Bishkek with approximately 50% of time allocated for field work (site supervision and monitoring). The Consultant will be entitled to reduced DSA rates (50%) in duty station and full DSA rate when traveling within the Kyrgyz Republic. Cost of return air-ticket from/to the Consultant’s country of residence will also be covered by UNICEF. Duration 11 months from 01/06/2014 to 30/04/2015. Estimated cost (optional) Monthly Service Fee = Minimum monthly rate for Middle level consultant (P3) in accordance with the Chapter 6, Section 2 of the HR Manual on Remuneration and payment of fees to international consultants and individual contracts (CF/AI/2008-003 dated 21/04/2008) Travel expenses (DSA, Terminals & air tickets) will be covered in accordance with the UNICEF regulations. Source of funding / PBA reference (expiry date): SC130501 valid to 31/10/2014 and SC130469 valid to 01/07/2015 Note: In all cases, consultants may only be paid their fees upon satisfactory completion of services. In such cases where payment of fees is to be made in a lump sum, this may only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect, and any advance on the lump sum may not exceed 30% of the fees. In such cases where payment of fees is to be made in installments, the final installment may not be less than ten per cent (10%) of the total value of the contract, and will only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect.
