Equal Opportunities (Sexual Orientation) Funding
Scheme 2005-06
Objective
The “Equal Opportunities (Sexual Orientation) Funding Scheme” exists to
fund selected projects that seek to promote equal opportunities on the ground
of sexual orientation.
Our aim is to encourage and enable community organisations, in particular
those serving the needs of minority groups, to organise projects of this kind.
Theme
The themes of the Funding Scheme in this year are “Tackling the problems
faced by sexual minorities and work towards elimination of discrimination”
and “Promoting acceptance of sexual minorities by the public to build a fair
society”. Preference will be given to related applications.
Eligibility
Any registered organisation or sub-group of a registered organisation may
apply. Each organisation/group should submit one application only.
Projects should aim at promoting equal opportunities for all in the area of
sexual orientation.
Points to note
1. Projects must be non-profit making and carried out in Hong Kong;
2. Projects should not be of a political or an ideological nature;
3. Sponsorship cannot be used for meeting recurrent expenditure,
purchasing permanent assets (e.g. equipment and furniture), producing
items for sale and payment of services provided by members of the
organisation;
4. Applicants must give prior notice to the Home Affairs Bureau if they
intend to accept funding from other sponsors for a project proposed for
funding under the Scheme;
5. Projects which have been completed or are in progress will not be
considered as no retrospective funding will be made; and
6. Projects must be carried out and completed before February 2006.
Successful applicants are required to submit the project and financial
reports on or before 15 February 2006.
Funding Arrangement
Assessment Criteria
1. Objective of the proposed activities;
2. Scope, target and anticipated number of beneficiaries (including
number of participants from minority groups, if any);
3. Cost-effectiveness;
4. Feasibility;
5. Publicity strategies;
6. Background (experience, capability and so forth) of the organisation;
and
7. Other financial factors (for example, whether the activities are
expected to generate revenue or involve other donations).
Allocation Procedure
The maximum sponsorship for each project will normally be HK$100,000.
Successful applicants will receive an advance of up to 50% of the
approved grant for launching the project. The remainder of the grant will
be paid on submission of a project report which must include details of the
activities, relevant materials (produced leaflets, photos of the activities,
etc), a financial report, a summary report on participants’ responses to
questionnaire and all payment receipts.

Application Procedure
Applicants should submit completed application forms (Section A to Section
C) - in four copies - together with a copy of their organisations’ registration
document - by hand or by post - to Division 3, Home Affairs Bureau at
31/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong.
Deadline for Application
15 April 2005. Applications sent by post will be checked against the
postmark. Late submissions will not be considered.
Notification of Results
Applicants will be informed of the result of their applications in writing by
end June 2005.
