POSITION DESCRIPTION TITLE: Manager - Diagnostic Imaging SCOPE OF POSITION: The incumbent is one of the management persons on the Diagnostic Imaging Program’s Provincial/Zone Management Team. This person reports to the Eastern Zone Diagnostic Imaging Director. The incumbent will communicate with the Site Managers, Radiologists and other services at the sites to facilitate smooth daily operations of the various Diagnostic Imaging services. The technical, clerical and support staff working within these services report to this person. Duties will be performed in accordance with the Mission, Vision, Values, Standards, Policies and Procedures of the Nova Scotia Health Authority. Location: St. Martha’s Regional Hospital; Responsible for: SMRH, SHR, GMH, SMM, EMH MAJOR RESPONSIBILITIES: PLANNING: Takes an active role in helping the Director ensure that the Diagnostic Imaging program is prepared for future requirements. Helps in the development of short and long term goals, objectives and strategies. Helps plan for future staffing, equipment replacement, new equipment, new services, discontinuance of services, etc. FINANCIAL: Helps the Director establish the Program operating budget. Reviews and monitors the monthly financial statements for the cost centers for which he / she has responsibility. Is responsible to ensure daily fiscal practices are followed within these services. Provides information to the Director regarding the operational influences on the budget. Has signing authority for general operating expenses for all cost centres of the Program under this position, in keeping with the policy and procedures of Materiels Management on signing authority. Large and/or major, unforeseen, expenses must be approved by the Director/ Senior Director/ Vice President as appropriate. STAFFING: Has overall responsibility for the day-to-day management of the non-physician staff of the services reporting to this position. Ensures that the service has adequate staff to meet the daily requirements. Within practical limits and budget constraints, tries to meet staff needs. - - Provides regular coaching to staff. Ensures that performance reviews for employees reporting to this position, are done on a regular basis. Helps to ensure compliance with the terms of the union contract. Handles the first level of interaction with the union concerning daily operational issues. Depending on the issue, will involve Human Resources and/or the Director as appropriate. Helps in the preparation of position descriptions as required. Ensures that pay, sick time, vacation, etc. information is documented and forwarded appropriately. Will be involved in hiring, discharging and disciplining of employees in accordance with the Nova Scotia Health Authority policies and procedures. DEVELOPING THE SERVICE: After consultation with the radiologists, makes recommendations to the Director on Program changes or improvements. Provides input to the Director for renovations or construction and use of space. Once decisions are made, helps co-ordinate the facilities management within the departments. Helps develop policies and procedures and ensures the maintenance of current clinical procedures. Participates in the implementation of approved new or expanded services in the designated facilities and co-ordinates the Program activities in these matters. Keeps abreast of current trends and advances in Diagnostic Imaging. Monitors the service to help identify the educational needs to enable staff to meet the Program requirements. Ensures the service utilizes a quality management and continuous quality improvement approach to operations. SAFETY: Ensures that safe practices are used on a daily basis in the Diagnostic Imaging program. This includes but is not restricted to: fire safety, general safety, WHMIS and in association with the Radiation Safety Officer, radiation safety. MEETINGS: Acts as or appoints a chairperson for the various meetings or working groups. Acts as a communication link between Diagnostic Imaging and the other site services. Serves on various committees, task forces or working groups as assigned by the Director. MISCELLANEOUS: Helps in management of other areas of Diagnostic Imaging when required. Other duties as may be assigned by the Director which are related to the successful provision of a Diagnostic Imaging Service or the mandate of the Nova Scotia Health Authority. QUALIFICATIONS: EDUCATION, TRAINING, EXPERIENCE - Undergraduate degree on health related discipline, health administration, business administration or related subject, - Equivalent experience and/or alternative education may be considered, - Current registration with the Nova Scotia Association of Medical Radiation Technologists, - Current registration with the Canadian Association of Medical Radiation Technologists, - Minimum 5 years recent related experience, - Masters Degree in related field a preferred asset, - Progressive leadership and/or management experience, - Ongoing professional development and/or upgrading as required, - Ability to work within Microsoft Office suite, - Possess knowledge of healthcare structures, environments and service as they relate to Diagnostic Imaging services, - Communication skills, both oral and written, - Critical thinking, problem solving and decision making skills, - Abilities related to staff and program development and evaluation, - Networking, negotiation and change management skills, - Organizational skills, - Commitment to ongoing professional development, - Maintains good attendance, - Physical capabilities to perform the duties of the position, - Travel will be required, - Commitment to maintain and protect patient, client, and personal safety on an ongoing basis, - Annually access the training and education on patient, client and personal safety made available by NSHA, - Commitment to confidentiality and privacy of NSHA patients and clients, - Commitment to the mission and values of the Nova Scotia Health Authority.
