Question #1
• QUESTION: For the Epidemiology and
Unmet Needs sections, will it be sufficient
to write “See Attachment” (4 and 6,
respectively) in the body of the main
narrative?
• ANSWER: Yes, referring to the
attachments is sufficient.
Question #2
• QUESTION: On page 31, under 6(a)(1)(b)(iv) asks for
CQM performance measures for outpatient ambulatory
and medical case management only. Previously, this
narrative included all core medical services. Is that a
mistake?
• ANSWER: What is listed in the FOA is not a mistake. The FY13 FOA
asks that you provide a narrative description of your CQM program
processes and activities that includes “specific performance measures that
are being monitored by service category for outpatient/ambulatory health
services and medical case management”. The narrative need only include
these two service categories, not all core services. Please note that you are
still required on your Implementation Plan to select a minimum of 2
objectives and list planned client level outcomes/indicators for each service
category (see page 49).

• QUESTION: On page 15, is the request for
biographical sketches a mistake? If biographical
sketches are required will they count toward the
page limit?
• ANSWER: Only include biographical sketches for
NEW staff. Yes, they do count toward the page limit.
Question #4
• QUESTION: Will you be going over the two additional
pieces to the Part B grant this year? Particularly in
the addition of the ERF?
• ANSWER: We are hopeful that we will be able to
provide information regarding the ADAP ERF process
at the AGM although there may not be information
about the budget appropriation at that time.

• QUESTION: Within the unmet need section, p. 20; 3. ii - What
is meant by "Continuum of Care activities" and how would that
differ from what is being asked for in 3. iii "collaboration with
Ryan White and non Ryan White entities“?
• ANSWER:

Unmet Need Continuum of Care activities include activities that address
the engagement, retention, and maintenance of clients in HIV care
along the spectrum of HIV care as the figure below indicates.
Collaboration with Ryan White and non-Ryan White funded entities
includes describing activities with Ryan White Parts A, C, D, and F, HIV
Prevention and other CDC funded programs, SAMSHA and other public
or private funded agencies/organizations.

Responses: Q & A Session
• QUESTION (Steve Bailey): New Implementation Plan – We were
told previously that each separate category should be
represented by a full page including allocation of funds,
objectives, units of service, number of clients served and
outcomes/indicators. This will increase the number of pages of
the implementation table. This will take my Implementation
pages from 5 to 16 pages. Is this HRSA’s intent?
• ANSWER: The Implementation Plan should be completed as
described within the FOA. The guidance given to you by your
Project Officer is related to the Implementation Plan in your
Program Terms Report.
• QUESTION (Steve Bailey): Implementation Plan
Requirement – Please confirm the format of MAI
Implementation plan since separate formats
have been requested. Which format should be
used? Do we still use old templates or merge
the MAI tables into standard implementation
plan?
• ANSWER: The format has not changed. For
purposes of the grant application, grantees
should use the same format as last year. The
guidance given to you by your Project Officer is
related to the Implementation Plan in your
Program Terms Report.
• QUESTION (Steve Bailey): On page 38 of
the FOA it asks that States that
implemented wait lists in FY 2012 to fill out
this section. We eliminated our wait list in
first half of grant year. Is this section for
those that still have one in existence?
• ANSWER: This section of the FOA should
only be completed by programs that have
implemented a NEW ADAP waiting list in
FY2012.
• QUESTION (Annette Rockwell):
Regarding the “Awards and match
information” to be submitted in
Attachment 11. If our response is
“no” for each of these questions, do
we still have to complete this section?
• ANSWER: Yes. Please answer each
question and provide your responses
as Attachment 11.
• QUESTION (Linda Kasebier) On
page 28 of the guidance item 4.c. 2
asks to describe coordination with
RW PART B counterpart. Should that
be RW Part A?
• ANSWER: Yes - it includes Ryan
White Parts A-F.
• QUESTION (Shawn Carney): Is the
page limit 80 or 90 pages? The FOA
says 80?
• ANSWER: In reference to the page
limit requirement as stated in the
FOA, the application page limit is 80pages.
• QUESTION (Katherine E. Shumate):
Will these slides be available for
reference following the webinar?
• ANSWER: The audio and PowerPoint
presentation will be made available
via the Target Center.
