Joint Strategic Planning Workshop
Ministry of Health (MOH) and World Health Organization (WHO) Gaza
Objective
To prioritize WHO support to the Gaza health authorities in line with the 2021-2025 Gaza Ministry of Health Strategic Plan,
as well as the WHO 13th General Program of Work (GPW13) 2019-2023.
The outcome of the workshop is a set of jointly agreed upon priority actions that WHO will support MOH with, to be
shared with relevant stakeholders in the form of a document.
This document will be shared with health cluster partners who will be able to fill gaps of priority MOH actions that WHO is
unable to support with.
All remaining priority actions that neither WHO nor health partners can support with, will be fund-raised for.
Methodology
Through group work sessions, priority actions shall be decided upon in a participatory manner.
Relevant MOH staff and their WHO counterparts shall be divided into working groups, in line with both MOH and WHO
strategic objectives (see graph below).

Timelines for prioritised activities within 2021-2025 period
Participants
From MOH Gaza, ideally, all senior management: Deputy Minister, Minister Diwan, Assistant Deputy Ministers, Directors
and Unit Heads (approximately 30)
From WHO Gaza, all technical staff: Head of suboffice, Emergencies team, NCD/MHPSS, MCH, Public Health, Advocacy and
Logistics Officers (approximately 15 staff).
