EL CAMINO COLLEGE Office of the President Minutes of the College Council Meeting of November 18, 2002 Present: Ms. Caldwell, Dr. Caldwell, Ms. Ely, Dr. Fallo, Mr. Hanson, Dr. Hata, Mr. Neesby, Ms. Pickens, Dr. Simon, Ms. Smith, and Ms. Stewart. FTES We are over cap and therefore need to more effectively manage FTES. Many programs must be reviewed. Today’s Board agenda includes appropriations for Cooperative Career Education, Credit by Exam and many other programs that must be reviewed in this time frame. After questioning by members of College Council, President Fallo indicated that College Council members may give input about programs or issues they would like to discuss in relation to FTES reduction. He reminded them he has been discussing this for a number of months and Council members should respond as soon as possible. The Vice Presidents will work on recommendations and bring them to College Council Budget Mr. Hanson presented the General Fund Unrestricted Revenue and Expenditure Adjustments for: Energy Cost Apportionment, Block Grant, Public Employee’s Retirement System (PERS), and Utilities. We are losing funding from the State’s Energy Cost Apportionment and also losing Block Grant funds. Our expenditures are increasing in the Public Employee’s Retirement System (PERS) and in utilities. We are faced with some serious issues while we are developing the budget for the coming year. The bond did help avoid some problems. Our operating budget is roughly $87.7M without reserves it is $83.4M. We are going to have to look at the largest area of expenditure, which is Human Resources, and lower expectations on filling acting and faculty positions. Some solutions being discussed at the state level are raising taxes and student fees. Schedule The December Board meeting will be Monday, December 9, 2002 at 8:30 a.m. College Council will meet from 1:00 pm to 2:00 pm beginning January 9, 2003.
