Community Advancement Division Council
Meeting Notes
July 1, 2009
Present: Martha Aaron, Jose Anaya, Darling Garcia, LauraLee Garinger, Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at
8:15 a.m. in the Business Training Center, Room 21.
Review of Minutes from May 11, 2009 meeting
Minutes approved as written.
Department Updates
o Center for Applied Competitive Technologies – Darling Garcia:
1) Received a $170,000 Chancellor’s Office grant that is currently on hold.
2) Working on final reports for CACT/CTE.
3) David Gonzales is waiting Board approval for the classified management
position for the Director of the CACT.
o Center for International Trade Development – Darling Garcia:
1) Site visit by Statewide Director went well. Our CITD is doing well and
considered a “high performance” center.
2) Working on marketing materials for the new Customs Broker Exam Prep
course which will be offered on July 21st.
3) Nicaraguan delegation will be arriving July 14th to bring their products to the
LA Mart. Marketing materials will be developed for the LA Mart.
4) Held a new International Business Firm Practice training for eleven high
schools. CITD holds the licenses for the training.
o Small Business Development Center – LauraLee Garinger:
1) Attended SBDC Director’s retreat in May for the network region which
reaches Santa Barbara, Ventura and Los Angeles counties. The retreat
is held once a year and the director’s are encouraged to brainstorm
ideas in order to enhance the network, better service the clients and
reach goals established by the SBA.Star Van Buren will be attending a
mandatory meeting, on May 19th at the Chancellor’s Office, regarding
updates in the Cal Trans program.
2) Met with the lead center to review WebCATS and see what can be done to
enhance the system to better capture milestones and prevent duplicate
entries.
3) ECC SBDC has received its SBA grant renewal for $300,000.
4) To honor the students who attended the Summer and Spring Youth
Entrepreneurial Programs (YEP) an Awards Luncheon was held at the Proud
Bird Restaurant on May 16th. The event was filmed by Hawthorne Cable.
Certificates were presented to those completing the course. Plaques were

presented to those who completed their business plans. Trophies were
presented to students who exceeded the class requirements and were
“overall best”. A “Most likely to be funded award” was presented to Rachel
Bullard of Los Angeles for the excellent job done on her projection for her
business.
5) An intern from Humboldt College is with the SBDC for 8 weeks this summer.
He thinks the SBDC’s mission is important and he likes the idea of event
promotion and marketing being part of the internship. He is focused on the
long term plan of being successful and thinks his internship will give him
perspective on how successful businesses grow.
6) Business Boot Camp Class filled with 24 students.
7) Attended iWE (Institute for Women Entrepreneurs) Conference on June 18th.
The emphasis was on “green”.
o Contract Education & Community Education – Maricela Vital:
Employee Training Panel (ETP)
Training in progress and interest for upcoming training is increasing.
Contract Education
1) City of Redondo Beach’s Customer Service training continues through
07/30/09.
2) City of Torrance’s Customer Service training is in progress.
3) Customer Service training for a non-profit organization has been completed
and additional training is being discussed.
o Workplace Learning Resource Center – Maryann Cohan: (information
supplied earlier)
Prisons
1) 3-year welding contract at Terminal Island completed. Contract for year 4 has
been approved and classes expected to begin in September.
2) Session 1 Parenting class at Detention Center graduated June 1st. Session 2
has started.
3) Terminal Island has requested that another Job Fair be held in September.
Career and Technical Education
1) A short presentation on Career Planning was given to local high school
counselors.
2) The Career Readiness Certificate/WorkKeys tests were given to Leuzinger
High School students. Fifteen certificates were earned.
3) Met with main Project Lead the Way teacher at City Honors High School in
Inglewood in order to generate more interest in the Career Readiness
Certificate and in the Applied Technology Skills Training software (KeyTrain)
within their PLTW program.
o Workforce Development – Espie Corrado: (information supplied earlier)
1) The CTEA application for 2009-2010 funds has been submitted along with the
Tech Prep application. It is now waiting approval from the Chancellor’s
Office. Currently preparing to close out the 2008-2009 year for both CTEA
and Tech Prep.

2) Tech Prep – Machine Tool Technology had an open house on May 30 th
featuring the Robotics Program. Over 50 middle and high school students
attended.
Career Placement Services
1) Operation Confidence Job Fair was held on May 22nd. Operation Confidence,
in partnership with El Camino College and the Los Angeles Community
College District, sponsored Mega Job Fairs at LACC, LA Valley, West LA,
and ECC during the week of May 19th.
Career Technical Education
1) A group of individuals with the Young Furniture Associates (YFA) again
toured the ECC campus on June 5th. They are interested in partnering with
ECC for internships. They are interested in matching students that are
trained at ECC with jobs in the industry.
2) Connie Zandate and Cathy Brinkman have been working on the CTE
handbook with hopes of printing it this month.
El Camino College Language Academy
1) Closing Ceremony Party held on June 4th. Sixty-two students graduated.
2) Summer session will begin June 15th with orientation on June 10th.
Women in Industry & Technology
1) Hill Street Studios has finished taking photos for the WIT posters.
2) MDesigns has been filming students, faculty and staff for a 3-6 minute video
for outreach presentations and web streaming.
Discussion
o Budget Cuts: We are getting different scenarios from Sacramento that will
affect our programs. There is no final word at this time. We should anticipate
budget cuts for the next two years.
o New Opportunities: We need to find new grants. One of our projects did get
funded. We went with the Pacific Gateway for funding for $1 million. This
was our first opportunity to partner. Only federal monies are available. The
state is getting $50 billion in stimulus money but only a small portion of that
amount will be available for training.
