Meeting Notes
November 6, 2009
Present: Martha Aaron, Jose Anaya, Maryann Cohan, Darling Garcia, LauraLee
Garinger, Veronica Mendoza, Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at
10:00 a.m. in the Business Training Center, Dean’s Office.
Review of Minutes from October 9, 2009 meeting
Minutes approved as written.
Department Updates
o Community Education:
1) Working on Winter/Spring Catalog. Still working on room reservations and
instructor contracts.
2) Medical Billing Program Information Night was a success. Classes were filled
that evening.
o Center for International Trade Development – Darling Garcia:
1) Maurice and Bronwen attended an information session in Washington, D.C. to
learn how to implement the new Market Development Coordinator Program
from the U.S. Department of Commerce.
2) Currently conducting training under the International Trade Compliance
Institute (ITCI):
o International Traffic in arms Regulations (ITAR) scheduled at Teledyne
facilities and an additional one at our center
o Export Seminar series at the Los Angeles Area Chamber of Commerce
o Import/Export orientations
o International trade consulting
3) Kerry Bonner will come on board on November 17, 2009 to be the project
manager for the Green Export Enabler Program (GEEP).
o Center for Applied Competitive Technologies – Darling Garcia:
1) Working on a new Career Technical Education (CTE) proposal.
2) Coordinating a middle and high school outreach conference in January 2010
for counselors, principals and administrators to familiarize them with our CTE
programs.
3) Sponsoring a “Male Conference” at Compton aimed at motivating at-risk male
youth.
4) Karen Hess will be working on the CTE program at the Business Training
Center on Tuesdays and Fridays.
1
o Small Business Development Center – LauraLee Garinger:
1) Extreme Entrepreneurship Tour – 520 attendees enjoyed the event on
October 20th; one of the highest number of attendees out of all the community
college EET events in California. Sponsors VitaCoco beverages, Pelican
Products and AT&T produced product donations or in-kind services.
2) The CCCP (Caltrans) project is on hold until further notice. Charles Lowe will
continue to provide business advising services to those businesses interested
in contracting with Caltrans and other municipal agencies.
3) The SBDC is helping the SBA promote the Exports Live event on November
16th at the Hyatt Regency in Century City. The SBDC sent an email blast to
4500 clients and contacts to let them know about the event.
o Contract Training – Jose Anaya:
1) A marketing e-mail blast was sent out to all past and present companies to
connect with them resulting in a good response.
2) Paul Edward has changed the external department name to Organizational
Development and Training because it makes more sense to our customers.
Employee Training Panel (ETP)
1) ETP contract has been extended to provide training to hospitals. Health care
seems not to have a downturn because of the economy.
2) Our customers are seeing recovery in the middle of next year and are gearing
up for the upturn.
o Workplace Learning Resource Center – Maryann Cohan:
1) Meeting with companies to discuss possible training.
2) Partnering with SBWIB to perform basic skills instruction (Blueprint for
Success curriculum) as part of their Clean Energy Workforce Training
Partnership grant. Other possibilities to provide training support to other grant
awardees under CEWTP.
3) The WpLRC CTE Hub project will develop an Eco Literacy curriculum working
with Cuyamucca College once project is agreed to by the other WpLR Center
Directors.
4) At CCCAOE conference announcement was made regarding SB 70 funding
renewals being released after Christmas break.
Maritime Classes
1) Standards for Training Certification and Watch keeping (STCW) class
scheduled for December 8th is full. Scheduled dates need to be confirmed
for 1/1/10-6/30/10 for future classes. The Lifeboat class for December is
pending enrollment. A special STCW class for 6-7 crew members of the Lane
Victory will be taken over 5 days in November and December.
2) An addition to the STCW program is the Vessel Security Officer (VSO) class.
The curriculum is finished. An auditor will be visiting the WpLRC to inspect
the curriculum, the facility, and the instructors for our VSO program.
Prisons
1) All classes at the Terminal Island Correctional Facility and LA Metro have
been completed.

2) Graduation for the Parenting class will be held on November 9 th.
3) Terminal Island is ready to start Welding class. Waiting to confirm dates with
instructor.
4) FCI-Victorville has requested outlines and tool equipment list for solar
program.
Solar Program
1) The Solar Panel curriculum is finished. Outline for Photovoltaic Installation
and Repair is complete. Instructor attending the Community College Energy
Faculty Forum to obtain training and knowledge for a solar thermal equipment
and lab setup at the WpLRC.
Computer
1) Presently there are 3 students from the One-Stops and 1 student from the
South Bay Center for Counseling (SBCC) taking classes. Several more
students from the One-Stops are expected this month. The SBCC contract
has been revised and will go to Board on December 21st.
WpLRC – Denise DiPasquale:
1) A new requirement of most grants including ARRA grants is a job placement
component. Denise is working as job developer/job placement for WpLRC.
Attended a number of job fairs in the area and put together a contact list. Met
with the instructors to talk about helping with job placement for the individuals
who have taken classes.
2) Attended Executive Meeting and Board of Directors Meeting at the South Bay
Workforce Investment Board.
Discussion
o State Budget: The state budget is currently in the red and projections indicate
it may be as high as $20 billion.
o Request For Proposal (RFP) for Center: All centers have been cut
approximately 50%. We have other grants and income. Some colleges will
drop out of economic development because funding is insufficient. For
2010/11 RFPs will be released on November 16th.and everyone will have to
compete in the process. All colleges will be able to bid for a full-funded
center. Centers that won’t be competitive are those that have not done much
historically. They are trying to get everyone back to $205,000 per center. We
continue to go after grants and other opportunities that make sense.
Other Issues
Holiday Potluck: We will have a potluck luncheon at the Business Training
Center on December 11th from 11:30am – 2:00pm.
