Meeting Notes
June 13, 2013
Present: Martha Aaron, Philip Sutton, Maryann Cohan, Darling Garcia, LauraLee Garinger, Veronica
Mendoza, Alin Sanchez, Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the
Business Training Center in Room 2.
Review of Minutes from May 9th meeting
Minutes approved as written.
Department Updates
o Career Pathways (CP)– Megan Ruane: Not present
o Center for Applied Competitive Technologies (CACT) – Darling Garcia:
1) We are starting an 8-week welding course on Monday, June 17th, in partnership with the
South Bay Workforce Investment Board. It will take place at Compton Center and we will
be serving 17 students. Students will receive school supplies and welding safety supplies.
2) We will be kicking off the Mentor Protégé program on June 19th. This is a grant from the
Department of Defense Missile Defense Agency. The mentor for this program is Orbital,
an aerospace manufacturing company, who will mentor one of its suppliers. The protégé
is Martinez & Turek, an aerospace manufacturing supplier. Our role will be to provide
specialized training and help them be more productive so they can take on more work and
hire people.
3) We are in the process of closing out our CACT Center grant and our CACT Hub grant.
4) We are waiting to hear about our Deputy Sector Navigator proposal, which will be
announced on June 21st.
o Center for International Trade Development (CITD) – Martha Aaron:
1) The Think Asia, Think Hong Kong event will be held at the JW Marriott at LA Live and
CITD will participate.
2) By June 21st, we should hear about the status of our CITD grant proposal.
3) We are very close to completing our International Trade Career Pathways video series.
Posted videos are available.
4) We have an AES (Automated Export System) training scheduled with U.S. Census in
August.
5) Port of Hueneme video is ready and can be seen on http://youtu.be/ZPykT301CW4.
6) NASBITE Board of Governor’s Executive Committee meeting is in Cleveland in July and
Bronwen will be attending.
7) District Export Council Meeting and Trade Connect seminar will be in Solvang in July and
CITD will be hosting it.
o Community Education – Veronica Mendoza:
1) The Community Education office has moved! We are now located in the Technical Arts
Building on the 1st floor in room 101. We are receiving strong positive feedback from
students and Kid’s College parents on our new location. They are very happy to see that
we are more conveniently located to better serve them.
2) Kids College final planning and preparations are in full force. Classroom locations are
being finalized with the help of Dr. Arce and Adam Dunigan.
3) Kid’s College classes will run Monday-Friday from July 8th through August 16th, 2013.
Registrations are coming in. The program continues to be valuable and necessary for
meeting the needs of the community parents with kids in grades 1-12.

4) Fall 2013 scheduling and catalog design is underway. Room reservations, contracts and
all other tasks are in process for the current semester as well as for the fall 2013 semester.
5) We are thankful for the departments that have been helping us in securing classrooms;
however, room reservations continue to be an issue. There is no proper system in place
and we constantly struggle in getting assistance from various departments/divisions
around campus. Update: With Dr. Nishime’s assistance, we were able to resolve this
issue.
Center for Customized Training (CCT) – Maricela Vital:
1) AB-118 contract: We had the final monitor visit and the report. There were no issues. We
are awaiting the final invoices from our training partners. We received a lot of positive
feedback from cities and companies and they appreciated this type of training. We are in
the process of submitting an application for a new AB-118 grant.
2) ETP ET13-0125 Two-Year Contract: We are winding down our training which is mostly
through our training partners. Probably in August or September we will be submitting a
new application for another 2-year core ETP (Employment Training Panel) contract.
Contract Education:
3) We’re trying to expand contract education. We are doing training for several companies.
Other Activity:
4) Eldon has been working with a marketing person and with Monterey Graphics to finalize
our training catalog.
Grants – Angellah Petruso: Not present
General Update(s):
1) New grants database is setup, data transfer is in progress, and we think everyone will be
pleased with the new system.
Grant proposals in progress and/or planned:
2) CCCCO (California Community College Chancellor’s Office), Sector Navigator
(Retail/Hospitality/Tourism “Learn and Earn”) for Workplace Learning Resource Center,
due June 18th.
3) DOE (Department of Education) Child Care Access Means Parents in School (CCAMPIS)
for Child Development Center, due June 24th.
4) DOL (Department of Labor) TAA-CCCT (Trade Adjustment Assistance Community College
and Career Training program) due 3 July 2013.
5) CalRecycle, Beverage Container Recycling Grant Program, due July 17th.
6) CCCCO IDRCs (Industry Drive Regional Collaboratives Response Training Funds) should
be released in August 2013.
7) Governor’s Career Technical Education Pathways Program (SB1070) RFP(s) (Request for
Proposals) are anticipated to be released soon.
Small Business Development Center (SBDC) – Laura Garinger:
1) We are trying to develop new relationships for more sponsorship dollars with local small
businesses.
2) The SBA (Small Business Association) will reduce funding by $10 million nationally in
2014, which will further reduce the Los Angeles SBDC Network’s ability to provide general
counseling assistance.
3) The SBDC is also working on foundation grants to help offset anticipated cuts.
Workplace Learning Resource Center (WpLRC) – Maryann Cohan:
1) Next STCW (Standards for Training Certification and Watch keeping) class is scheduled
for July 22nd. Lifeboat is next week and on July 16th. The rest of the schedule, until
December 31st, has to be determined. Advanced Fire classes - the future of that is to be
determined. VSO (Vessel Security Officer) has enough participants to schedule a class.
Roberto is working on certification to comply with Maritime Transportation.
2) Los Angeles Metropolitan Detention Center – Parenting class just ended a session.
Session two is starting today. All four will be completed by November 30th. There is also a
proposal to offer the Workplace Success program at the Center.

3) Terminal Island – The Parenting Class has completed their 5-year contract. Starting July
1st we can start our Welding program which is in its next to last year. October 1st will be
the last year for the 5-year Welding contract. AutoCad and Blueprint will complete their 5year contracts by September 30th. We don’t know if they are out to bid yet or not. In July
we will do another Job Fair with the soon to be released prisoners.
Discussion
EWD (Economic and Workforce Development) Grants – Grant notification comes out on Friday, June
21st. We will find out if we receive the ICT (Information Communication Technology) grant, the
Advanced Manufacturing grant and the CITD Sector Navigator grant. In addition to that, Phil is also
responding to an RFP (Request for Proposal) for the Sector Navigator Learn and Earn for
Retail/Hospitality. We are also anticipating in August a round of IDRCs (Industry Driven Regional
Collaborative) grants from the Chancellor’s Office.
Affordable Care Act limits – All casuals, non-certs and part-time faculty will be limited to 25 hours per
week, no exceptions. Part-time faculty will received 26 days as it is calculated at 67% load. We can
no longer pay individual stipends. Those stipends have to be equated into hours and those hours
have to be part of the load. It’s going to be a learning curve for all of us. The IRS has not published
their guidelines. They will be published in the spring of next year. There are two exceptions: The
ECC Summer Kid’s College program and a program at Compton Center. Anyone who exceeds the
limit will be terminated immediately. The reason it’s serious is because the college will be penalized.
End of Year Picnic: We will get information on our Annual summer picnic at Polliwog Park in
Manhattan Beach. We are looking at the end of August to bring this together.
