Meeting Notes
May 9, 2013
Present: Martha Aaron, Jose Anaya, Maryann Cohan, Denise DiPasquale, Darling Garcia, LauraLee
Garinger, Angellah Petruso, Alin Sanchez, Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the
Business Training Center in Room 2.
Review of Minutes from March 21st meeting
Minutes approved as written.
Department Updates
o Career Pathways (CA)– Megan Ruane:
1) Concurrent Enrollment – We are setting up the sections for next semester. We are going
over Hawthorne High’s curriculum to see if we can possibly add them as concurrent
enrollment as opposed to just articulation. We are also going to keep CAMS and adding
more sections for them as concurrent enrollment as well. We will be working with Da Vinci to
smooth out the process as a whole.
2) Career Advancement Academy – We are rounding out our year and recruiting for next year.
We have information sessions set up.
3) Summer Classes – Offering ETEC 12 (Engineering Technology) and MTT 101 (Machine Tool
Technology) for college credit and the START program for the second time.
4) Field trip May 17th to Vought Aerospace in Hawthorne.
o Center for Applied Competitive Technologies (CACT) – Darling Garcia:
1) New proposals – Submitted for a Deputy Sector Navigator grant with the Chancellor’s Office,
which will replace our CACT Center grant if awarded. Will be resubmitting for an NSF
(National Science Foundation) proposal.
2) Closeouts – Submitted a final report for the Industry Driven Regional Consortium (IDRC)
grant which surpassed our goals. We trained 450 students in aerospace fasteners
manufacturing and placed 40 in jobs.
Year 1 report submitted for the Workforce Innovation Partnership (WIP) grant. We surpassed
goals. We trained over 140 students; our goal was 60. Of those 140, 100 received industryrelevant certifications.
The Hub grant will be closing soon. We are in the process of creating marketing videos,
revamping the website and conducting industry-relevant surveys for California manufacturers.
3) Other – Job Fair for the aerospace fastener manufacturing program at Compton will be held
May 29th.
We are getting ready for summer classes at ECC, Compton, Cerritos and UCLA (robotics
program).
We successfully completed an audit of the H1-B grant training observation.
We are currently holding Certified Quality Engineering exam prep courses on Saturdays.
o Center for International Trade Development (CITD) – Jose Anaya:
1) Bronwen submitted Deputy Sector Navigator grant for International Trade for the Los Angeles
County Region. Working on another grant, Make it in America, and it’s going to encompass
helping California companies to expand their operations and export their products overseas.
2) CITD is helping companies identify foreign markets for their product. Interns are doing the
research.
o Community Education – Veronica Mendoza: Not present

Center for Customized Training (CCT) – Maricela Vital:
1) We continue training under 2 ETP grants. We had ET12-0143 close out. It was a regular
two-year contract. We also had ET11-0806 AB118 close out. We are now handling ETP
internally and it has been a success. We had an audit and we closed out the contract.
2) We are applying for a new AB118 contract.
3) ETP ET13-0125 Two-Year Contract: Almost done. We are going through funds quickly.
Contract Education:
4) Training picking up. Doing computer skills training for new company. Other contract
education training continues.
Other Activity:
5) Eldon has been working on revamping the catalog and it’s looking wonderful.
Grants – Angellah Petruso:
General Update(s):
1) Grant Project Director Survey sent to 55 contacts and received 31 responses.
2) Project Director Training Session being planned (date to be determined).
3) New database software purchased, but data transfer pending due to issues with ECC IT.
Grant closeouts:
4) RTF (Response Training Fund) (CITD) closed out 3/31/13.
5) MDCP (Market Development Cooperator Program) (CITD) closed out 3/31/13.

Grant proposals in progress and/or planned:
9) TAA-CCCT (Trade Adjustment Assistance Community College and Career Training Program)
due 3 July 2013.
10) DOC-EDA (Department of Commerce – Economic Development Administration), The Make it
in American Challenge due 31 May 2013.
11) IDRC RFAs (Industry Drive Regional Collaboratives Response Training Funds) should be
released in May 2013.
12) Governor’s Career Technical Education Pathways Program (SB1070) RFA(s) should be
released May 2013.
Small Business Development Center (SBDC) – Laura Garinger:
1) Hired lead advisor Carol Cornell to assist with training of advisors and providing in-depth
financial analysis for clients.
2) Offering new six week guided business plan class that will be shorter than our previous
NxLevel business plan class so that attendees have a better chance of completing the
course.
3) Participating with the Board of Equalization in the Women in Business Conference at Cal
State Dominguez Hills in June.
4) Working with the Lead Center on helping businesses get started in the Watts area as a part of
a federal earmark.
5) Two staff members will be out on maternity leave for the summer.
6) Kathleen Taylor, Patricia Schmucker and Tonya Ware have been hired to conduct counseling
sessions and workshops.
Workplace Learning Resource Center (WpLRC) – Maryann Cohan:
1) Terminal Island - As of Friday, the AutoCad and Welding classes have been suspended due
to a sequestration order. The Parenting class and the Job Fair were not affected.
2) Metropolitan Detention Center – Graduation postponed due to instructor illness.
3) STCW (Standards for Training Certification and Watch Keeping) classes picking up and are
filled to capacity.

4) Maritime Training Schedule – Advanced Fire – week of June 17th.
5) Disney Cruise Lines will be returning for a class next week.
6) Working on doing a 3-day refresher course for experienced individuals.
Denise DiPasquale:
7) Continuing to maintain the Introduction to Sustainability Speaker’s Bureau and had a speaker
go to Madison Elementary School in South Gate to speak on Waste Management.
8) Delivered Customer Service Training to staff of US Vets in Inglewood and in Long Beach.
9) Met with El Camino staff at the South Bay Workforce Investment Board to discuss its training
needs as part of the WIB’s Five Year Plan. Creating a new Blueprint for Workplace Success II
for the South Bay WIB for their job seekers. Expect to complete project by July, 2013.
10) Working with Global Corporate College to assist in managing the attendance and student
rosters for six classes currently being conducted in Intelligence and Security Management
and Introduction to Homeland Security.
Discussion
SAOs (Service Area Outcomes): Each area of Community Advancement will be creating SAOs for their
programs. The SAOs will be placed on each department’s web page with evaluation results.
