People credited with this unit standard are able to: contribute
to the development of the social service programme or
project; contribute to planning the social service programme
or project; and contribute to implementation and evaluation
of the social service programme or project.
This unit standard is for people entering or intending to enter
the social services. People credited with this unit standard
are able to demonstrate the competencies required for
contributing to a social service programme or project with a
selected focus on at least one of: community, family or
whānau, hapū, iwi, or youth.

People awarded credit in this unit standard are able to
outline the meaning of the articles of Te Tiriti o Waitangi
and the relevance of Te Tiriti o Waitangi to social
service work, and are able to apply this competence to
the context of assessment for this unit standard (for
further clarification, please refer to Unit 19408, Outline
the meaning and relevance of Te Tiriti o Waitangi in
social service work).

This unit standard is intended to provide the opportunity
for people to be assessed and awarded credit for their
competence in assisting experienced social service
workers to implement a social service programme or
project with a selected focus. A selected focus may
include but is not limited to: community, family or
whānau, hapū, iwi, or youth. At least one selected
focus is required as the context of assessment.

This unit standard may be assessed on the basis of
evidence of demonstrated performance in the work
place, or through the use of simulated work place
situations that closely approximate the performance
required in workplace settings.

Glossary
Characteristics of service users may be physical,
spiritual, or mental, and include their age and stage of
development, culture, disability, gender, health status,
language, and sexual orientation.
Concerns, issues, or needs may include but are not
limited to contexts of: alternative care, community
issues, criminal justice, disabilities, economic
development, employment, environmental issues,
families and whānau, health care, housing and land,
human rights, iwi development, legal issues, planning,
poverty, psychiatric care, recreation, safety, sexuality,
social crisis and change, social policy and services,
alcohol and drug issues, Te Tiriti o Waitangi
relationships. Concerns, issues, or needs may be
factors such as: cultural, economic, educational,
emotional, psychological, physical, spiritual, social,
structural or political, or related to age, gender, or
sexual orientation. People awarded credit for this unit
standard demonstrate competence in one context, with
any combination of the above factors.
Service users is used as a generic term to denote
people from user groups of the social services. They
may be referred to by various descriptive terms in the
range of social service settings.
The person seeking award of credit in this unit standard
is referred to as a social service worker. Social service
workers include but are not limited to community
workers, counsellors, kaiāwhina, social workers,
kaitautoko, youth workers, and others who deliver
social services, whether paid or unpaid.

People awarded credit in this unit standard demonstrate
their ability to relate to difference, as evidenced by
acknowledgement and respect for difference,
acceptance, genuineness, honesty, humility, patience,
and warmth. They respond in inclusive ways that are
appropriate to the characteristics and needs of the
people with whom they are communicating. They
demonstrate clarity about their role in the programme or
project, and know the limits of their competence and
when to refer on to others. In all aspects of this unit
standard, the interpersonal skills of attending, following,
clarifying,
encouraging,
and
questioning
are
demonstrated.

All communications with service users are treated
confidentially. The scope and limits of confidentiality
are defined through negotiation and informed consent,
and criteria established by legislation, ethical practice,
and service provider guidelines. In the context of this
unit standard, sources of criteria established by
legislation, ethical practice, and service provider
guidelines include but are not limited to: Official
Information Act 1982, Privacy Act 1993, service
provider codes of conduct, codes of practice issued by
the Privacy Commissioner, social service codes of
ethics, and service provider guidelines, protocols, staff
manuals, strategic plans, kawa or tikanga.

Waitangi and principles of empowerment and self determination of service
users.

Contributions address factors essential to implementation of the programme or

Range:
factors - objectives, resources that are available to meet
objectives, time frame consistent with the use of available
resources

objectives,
responsibilities

accountabilities of people who will be involved in implementing the
plan, contingencies, procedures to be followed in relation to
contingencies, methods for evaluating progress towards achieving
the objectives.
