This unit standard is for people in service stations who will be required to carry out the dispensing of LPG (liquefied petroleum gas) as part of their forecourt duties.

The following legislation, regulations, standards, and their amendments are required to be consulted and followed where applicable:

– Dangerous Goods Act, 1974;

– Dangerous Goods (Class 2 Gases) Regulations, 1980;

– NZS 5434 Code of Practice For LPG Vehicle Refuelling Stations;

Traffic Regulations, 1976 Amendment No. 7 (90 O);

– Health and Safety in Employment Act, 1992.

Demonstrate knowledge of LPG as a fuel.

Evidence requirements

1.1 The properties of LPG are described.

Range composition, uses, odour, relative density, liquid and gaseous phases, ignition point, octane rating.

Demonstrate knowledge of safety relating to LPG dispensing.

Range legislation, regulations, and standards referred to under explanatory notes.

Evidence requirements

2.1 Safety provisions on site and hazardous zones are described.

Range emergency shut-down procedures, safety notices, fire fighting equipment, storage area.

2.2 Action in event of a leak is established.

Range serious leak on site, at a tank valve, at the fill point, at vehicle equipment.

2.3 Action in event of fire is established.

Range leaks burning at source, fire involving vehicles.

2.4 On site first aid and emergency procedures to take are identified.

Outcome 3

Locate LPG equipment. cold contact burns, heat burns, eye contamination and gassing.

Evidence requirements

3.1 The location of the LPG equipment on a vehicle is identified.

Range passenger car, light commercial; tank, container valve, master shut-off valve, fill point, contents gauge and level indicator, change over switch.

3.2 The location of the LPG station equipment on the site is identified.

Range bulk pressure tank, pumps, emergency shut-off control, dispenser, portable cylinder adaptors and scales.

Outcome 4

Refuel a vehicle and portable cylinder with LPG.

Evidence requirements

4.1 The certification of the vehicle to be refuelled is verified.

Range current inspection certificate, LPG labels.

The portable cylinder is checked for test date and damage prior to filling to conform with the Dangerous Goods (Class 2 Gases) Regulations, 1980.

4.3 The vehicle refuelling is carried out in accordance with NZS 5434 Code of

Practice For LPG Vehicle Refuelling Stations.

Outcome 5

Carry out on-site operational checks on refuelling equipment.

Evidence requirements

5.1 The storage tank valves and fittings are checked, and any leaks or damage are reported to the supervisor.

5.2 The dispensing pump is checked for operation, and any defects are reported to the supervisor.

Range signs of leakage, delivery hose condition, coupling point for damage.

5.3 Daily maintenance check on refuelling equipment is completed according to site requirements.
