Open Call for one Senior Short-Term Expert for design and coaching of TACSO Regional Pilot E-learning Course “CSO Management – Practical Tools for Organisational Development Analysis” (advanced level) 25 April – 1 July 2011 Background of the assignment The general objectives of the project TACSO (Technical Assistance for Civil Society Organizations) are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of regional and national courses, which aim to increase the capacity of CSO representatives from the region in a number of key areas, including fundraising, citizen's participation, CSO management, advocacy/lobbying and developing and managing EU funded projects. This also includes design and implementation of TACSO Regional Pilot E-learning Course on CSO Management – Practical Tools for Organisational Development Analysis” that will serve as learning experience for future TACSO E-learning courses. E-learning course objectives The objectives of this e-learning course are: To enhance knowledge and skills of selected CSO representatives from the region on CSO management; To provide CSOs with tools and approaches to assess their organisation from management perspective and develop strategic position for their organisation by designing internal management interventions; To inspire, motivate and encourage CSOs to reflect and discuss on various aspects of internal organisational development for more effective performance and action. Deliverables and results By the end of the assignment, the STE should deliver: Questionnaire for assessment of participants’ knowledge on CSO Management and their expectation on the course; Diagnostic organisational questionnaire; Course agenda for advanced e-learning course on CSO management including the most appropriate methods; Course materials such as assignments, exercises, power point presentations, quizzes, surveys etc.; Guidelines for e-learning coaching; Evaluation form; Final Course Report. Preparation/design phase: 4-10 April 2011 Implementation/ Coaching phase: 25 April 2011 – 1 July 2011 Reporting phase: by 10 July 2011 Short term Consultant’s working days: Activity STE days Preparing advanced e-learning course design, agenda for the 4 days participants, course materials, practical assignments, exercises, quizzes, surveys etc., Guidelines for participants for e-coaching sessions, needs assessment and diagnostic questionnaire design Course delivery through coaching services 9 days Preparation of the final Course Report with annexes 2 days TOTAL 15 days Profile of the STE Senior short-term Consultant must have the following qualifications: University degree in social sciences, advanced degree is an asset; Proven practical experience in CSO management on executive management position or position in CSO governance structures. At least five years training experience with CSOs, with a specific focus on Management topics like organization management, strategic planning, human resource management, good governance in CSOs etc.; Experience with providing online coaching services; At least ten years working experience with civil society in the region (Western Balkans and Turkey); Fluency in English. Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE: The activity will be monitored by the Regional Training Coordinator and Team Leader. The STE will deliver a Course Report to RTC before remuneration.
