TERMS OF REFERENCE 1 Senior Short Term Expert (STE) for Implementation of national trainings in Civil Society Organizations (CSO) Management Background of the assignment The general objectives of the TACSO project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of national trainings, which aim to increase the capacity of CSOs representatives from the country in a number of key areas, including citizen's participation, CSO management, advocacy/lobbying and developing/managing EU projects. The main purpose of this assignment is to contribute to the TACSO project component: Capacity development of CSOs by designing and implementing National Trainings (basic and advanced) in CSO management for selected CSO participants from the country. The work will be coordinated by the Resident Advisor, Project Officer and AFA. Specific objectives of the trainings are: To introduce the participants the concept of CSO Management To improve level of understanding for management processes in CSO (vision and mission, strategic planning, dealing with people, organizing working processes etc). Scope of the assignment Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the Short Term Expert/ Trainer for “CSO management” are as follows: Proposing the content and design of two trainings in CSO Management: one on basic level and one on advanced level; Delivering two trainings and one follow up session for selected CSO representatives from the country (one introductory basic level training for CSO management and one advanced level training for CSO Management and Strategic planning with follow up session). E-coaching/mentoring sessions and additional support through e-mail communication to the training participants of CSO Management and strategic planning training Selecting and adapting training materials to be used by participants during and after the trainings Preparing training report for both trainings (including information on training delivery process, results achieved, participants evaluation, main conclusions and recommendations for future work) seven days after the completion of the training sessions. Developing the agenda for training and selecting/adapting training materials and handouts Delivering one day CSO Management introductory basic level training for 30 CSOs representatives from the country with the following main topics to be covered: Basic elements of organisation Defining mission and vision of organisation Basic processes of organizational management Long-term vs. project planning Delivering CSO Management and Strategic planning training on advanced level (3 days training with one day follow up session) for 20 CSOs representatives from the country with the following main topics to be covered: Main elements of organisation (Integrated organisation model) Institutional and organisational analysis Strategic planning (developing mission, strategic orientation) E-coaching/mentoring support provided for 20 participants of the CSO Management and Strategic planning training. Participants should be tasked to define useful and practical documents such as new or revised organization mission and vision, organizational management procedures and practices, organizational analysis and then guided trough the process via e-mail. Preparation of trainings report as stated under Scope of Assignment Deliverables/results By the end of the assignment, the STE should have finalized or delivered: Training agenda for two trainings in CSO management (introductory basic training – 1 day and Management and Strategic planning advanced training - 3 days training + 1 day follow-up) Training sessions outline for both trainings Power point presentations to support training sessions e-coaching/mentoring support as well as assistance to TA Macedonian team on training topic when necessary Final report on content and results of training, including evaluation reports and participants deliverables as a result of coaching/mentoring. Location of assignment CSO Management – introductory training - 17 September 2010, Skopje CSO Management and Strategic planning training - 22 – 24 September 2010 and 10 December 2010, Ohrid and Skopje Duration and timing of the assignment The assignment is planned to take place from 12 September and conclude on 17 December 2010 with duration of 19 working days in total. Profile of the STE: Senior STE: University degree in social sciences or relevant field, advanced degree is an asset. Proven records for at least 10 years working experience in the field of assignment. Proven background as trainer, educator. At least 5 years training experience, with a specific focus on Management topics like organization management, strategic planning, human resource management etc. Excellent facilitation and communication skills Fluent in Macedonian & English Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The activity will be monitored by the Resident Advisor. The STE will deliver a mission report to the TACSO National Office before remuneration.
