Comments on the Chief Executive’s Policy Address
The policy address was given by the Chief Executive on 14 October, 2009. One of its
new policy proposals is about conserving Central. Every time when people talk about
Central, they just think of commercial centre but not cultural conservation. Now the
government has brought up new ideas to refresh Central. The ideas include conserving
and revitalization the Central Market and developing the Central Pier. In this way the
Central Market will provide more open space amidst blocks of tall buildings. Moreover,
they can be new places for recreation and leisure. These ideas can provide a balance
between economic development and cultural conservation. Apart from working hard,
people can also cherish the memory of Central in the past. As Central has witnessed the
development and growth of Hong Kong, it is worth to retain buildings of historical value.
Governments of other countries like England and France have been doing so all along.
Hong Kong falls behind them already. It can also improve people’s sense of preservation
and to maintain life for our future.
The next proposal is anti-drug policy. The Home Affairs Department has spread out
youth anti-drug abuse community programmes in the 18 districts. This activity can help
teenagers to develop positive attitude towards life. Also, mentors will be arranged to
guide them. Besides, it also launch a School Drug Testing and hair drug testing. I expect
these measures will be carried out successfully. The number of teenagers addicted in
drugs has seriously increased recently, so the government must take actions towards this
problem. Students in Tai Po always think that drug testing is a means of intruding their
privacy. But I think this is just to help them to be distant from drugs. If students
become a drug addict due to various reasons and they want to give it up, but are not sure
how to get rid from drug addiction, they can do so during the drug testing. On the other
hand, teachers should not only punish the students who are addicted in drugs, they should
guide and help them to go back to the correct path.
