Summary Statement: State the major function(s) of the position and its role in the university. The Project Manager, Engineering Transportation Center, coordinates Transportation Center research activities, collects and maintains project data for dissemination to consortium participants and funding agencies, and provides technical assistance and data analysis support to the Principal Investigators (PI) on multiple projects. The position reports to the Director, Center for Advanced Transportation and Research (CATER) within the Department of Civil and Environmental Engineering. Performance evaluation will be done by the Chair of the department with input from the Director. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 35% - Transportation Center Operations Coordinate and manage multiple project activities with project Principal Investigators (PI) Maintain and update Transportation Center website with project progress aimed at consortium participants and other engineering faculty and researchers at multiple higher education institutions in various western states Coordinate with the department staff to hire temporary staff for the engineering summer camps and to coordinate all purchases and financial needs in a proactive and planned manner; carry out plan while complying with department and University rules and regulations and timelines Prepare newsletters to disseminate Transportation Center news and information to internal and external sources Assist in the preparation of new protocol applications Oversee and monitor work of graduate assistants and/or student workers 35% - Budget Management and Reporting Interact and work with department staff to obtain data for budget preparation, compliance issues, audits, revisions and closeouts Assist in preparation and calculation of budget for grant applications; both new and continuing funding with PI(s) Collect project performance data and budget information using specialized engineering software from consortium subcontractors at various universities, i.e., Arizona State University, University of New Mexico, University of Nevada, Las Vegas, Desert Research Institute, etc., Monitor protocol budgets for each project and ensure compliance with funding requirements and within budget Participate in project document collection and submission in the event of an audit Coordinate all activities for individual study close outs Follow departmental and Center office procedures and requirements and work closely with department staff to coordinate center financial and HR document needs to e prepared by department staff 30% - Narrative and Statistical Analysis and Reporting Perform data analysis (collect, organize, evaluate) under direction of PI or supervisor using specialized engineering software. Prepare data reports, charts, tables, etc. Write and disseminate project reports, updates, news items, etc. for consortium members and others Position Description – Project Manager, Engineering Transportation Center Page 3 Review and edit final technical project reports from consortium members Manage data collections on transportation research projects (e.g. traffic flow, signal patterns, etc.) Implement all research activities within an ethically-based framework and in accordance with good research practices, i.e., Federal, State, and Institutional regulatory requirements 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: The Project Manager works closely with the Department of Civil and Environmental Engineering, the PIs, and Transportation Center staff and other consortium institutions to ensure budgets are followed and technical progress reports are submitted in a timely manner. The position ensures study budgets and accurate and up-to-date records are maintained for the projects. The review and editing of technical reports and their dissemination to participants and other engineering staff requires independent judgment and decision-making on content preparation of the newsletters and reports to be uploaded to the Center website. The position receives budget requests from consortium member and ensures that requests meet funding agency and University budget and financial policies and guidelines before giving to the Director of CATER for review and approval. The incumbent coordinates with the Department staff to obtain requests and documents prepared by the staff in accordance with budget and financial policies and procedures. The incumbent works with the Department staff to obtain final approval and action. The Department makes all budget revisions. Impact: Failure to perform responsibilities of the position may jeopardize future funding of projects and would cause a negative impact on the reputation of the Center, Department, College, and University. 4.
