Summary Statement: State the major function(s) of the position and its role in the university. The Assistant Director, Nevada Agricultural Experiment Station (NAES), is responsible for providing management, coordination, and leadership for the NAES Research Facilities The position provides liaison between the NAES, the University and federal agencies to insure compliance with University, state and federal regulations and advises on the direction of efforts and resources for the NAES. The position reports to the Dean of the College of Agriculture, Biotechnology and Natural Resources (CABNR). 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 40% - Facilities Management Coordinate use of facilities for research activities at and between the NAES Field Facilities with individual scientists, department chairs, field facility managers and the Experiment Station Maintain facilities in support of the research, teaching and outreach programs at the NAES and CABNR field facilities Manage field facilities managers 25% - Fiscal Management and Regulation Compliance Monitor NAES and CABNR field facility expenditures and revenues Assist with budget preparation of field facilities Review all federally mandated reports for the NAES for accuracy, consistency and compliance with federal regulations 15% - Research Projects Support Monitor progress of the research projects supported, and activities engaged in, by the NAES Collaborate with faculty, chairs, and students in developing student research and intern programs 10% - Construction and Renovation Projects Provide oversight for construction and renovation projects at all of the NAES field facilities and CABNR teaching facilities in support of the research, teaching and outreach programs of the NAES and CABNR ( has to work with Facilities on this) 5% - Excess or Surplus Properties Management Manage acquisition, distribution and disposal of excess or surplus state and federal properties to other agencies and the public Real Estate??? 5% - Water Rights and Other Utilities Management Appraise and monitor water rights, rights of way and other utilities as they pertain to the function and operations of the NAES and CABNR field facilities Position Description – Assistant Director, Nevada Agricultural Experiment Station Page 3 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: Decisions and judgments are generally made after consultation with the Dean and Director, Associate Deans, and Cooperative Extension. Department Chairs would generally be consulted and any Principal Investigators involved, or potentially involved, in affected projects. For some projects, the Provost’s Office, Facilities Services, the Real Estate Office and the Legal Office may also be consulted. The position is assigned specific projects by the Dean and should know how to proceed with some consultation as to priorities. The Assistant Director has considerable latitude for independent action and is evaluated on intermediate results of actions. Delegated authority for the position flows from the Dean and Director. This does not adequately describe the level of freedom this position has. Impact: The decisions and judgments of the position indirectly impact the research, outreach and teaching programs of NAES/CABNR. A smooth interface between faculty researchers and support staff is essential for quality education, research and outreach programs of the NAES, CABNR and UNR. The consequences of the individual not performing his/her job would inconvenience CABNR’s departments, faculty and research programs and would negatively impact the research, outreach and training programs of CABNR and the NAES. Maintaining compliance with city, state and federal regulations is critical since non-compliance could result in sanctions and loss of funding which would be devastating. Since our field facilities are located in various communities, they are under close scrutiny by stakeholders. If proper facilities management is not achieved, stakeholders would complain and NAES’ reputation would be jeopardized. This could affect donations, student recruitment and enrollment, research funding and public perception, all negative impacts for the program and the University as a whole. 4.
