Summary Statement: State the major function(s) of the position and its role in the university. The Fiscal and Human Resources Officer is responsible for the financial management, human resources, and budgetary development functions of the College of Agriculture, Biotechnology and Natural Resources (CABNR) and the Nevada Agricultural Experiment Station (NAES). The position is responsible for budgets from State and Federal sources and includes management of Hatch, MultiState, McIntire Stennis and Animal Health programs of the United States Department of Agriculture (USDA) which CABNR receives through the University of Nevada, Reno’s land grant status. CABNR has three departments, six field laboratories, a Genomics Center and a USDA regulated meat processing facility. The Fiscal and Human Resources Officer is responsible for the financial and budgetary functions of the field laboratories self-supporting budgets and for the review and approval of all grant and contract proposals for CABNR. Individual is responsible for any special grants. The Fiscal & Human Resources Officer acts as appointing authority for classified employees and recommending authority for academic and administrative faculty. Individual is responsible for the Human Resources functions for faculty and classified employees and for supervision of the Dean’s accounting staff. The position reports to the Dean, CABNR. 2. Level of Freedom: Delegated authority for this position flows from the Dean/Director. The individual works in consultation with, but with high latitude of independence in decision-making, the Dean/Director and with other University offices on decisions associated with the position. Impact: Decisions and judgments impact how effectively resources are utilized which directly impacts the effectiveness of teaching, research, and outreach and goals and objectives of CABNR/NAES and on the financial condition of CABNR/NAES. Decisions and judgments made in dealing directly with USDA could impact federal funding received by the University as a whole. Decisions and judgments made regarding human resource issues avoid potential large liabilities for the University. Employees are impacted by decisions and actions that affect their employment and benefits. Proper decisions regarding the expenditure, recording and reporting of grant funds and state appropriated funds, including federal funds received under the Hatch Act, directly affect future funding for CABNR/NAES.
